REPORT OF TOWN CLERK
Record of Town Meetings
ANNUAL TOWN MEETING, MARCH 9, 1942
The meeting was called to order at 7.35 P. M., by Moderator Thomas G. O'Connell, who read the call for the meeting.
On motion by Patrick H. Tenney:
Voted: That further reading of the warrant be dispensed with, with the exception of the constable's return. Return was read.
ARTICLE 1
To act upon the reports of Town Officers as published.
On motion by Harry Marshall:
Voted: That the reports of Town Officers be laid on the table.
ARTICLE 2
To choose all Town Officers not required to be chosen by ballot.
On motion by Harry Marshall:
Voted: That the Moderator appoint a committee of five to bring in nominations for all Town Officers not required to be chosen by ballot.
ARTICLE 3
To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1942, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws .- John I. Preston and others.
On motion by Finance Committee:
Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1942 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 4
To see if the Town will vote to authorize various departments to pur- chase new equipment at net costs not exceeding amounts specified below, exchanging similar equipment therefor, where now owned, the net cost of such new equipment to be expended from the appropriations voted for such departments.

Amendment by Sel. Adams:
That the motion as offered by the Finance Committee be amended so that the Police Department be authorized to purchase one motorcycle in the amount not exceeding $400.00. With this amendment Article 4 was so voted.

(Suspension of Annual Meeting and Calling of SPECIAL Meeting, 8 P. M.) * * *
Moderator Thomas G. O'Connell read the call for the special meeting, and read the constable's return therefor.
ARTICLE 1
To see if the Town will vote to raise and appropriate a sum of money to invest in Defense Bonds or other bonds issued by the Federal Govern- ment as authorized by Chapter 4 of the Acts of the Year 1942, and that a committee of fifteen be appointed to lay out a post war work program for road and drainage construction .- Board of Selectmen.
Motion by Finance Committee:
That the Town raise and appropriate the sum of $10,000 to be invest- ed in Government Defense Bonds and authorize the Treasurer with the approval of the Board of Selectmen to purchase such bonds, with the recom- mendation that they be Series G Defense Bonds and that a committee of fifteen be appointed to lay out a post war work program for construction.
Selectman Adams offered the amendment that $20,000 be so invested instead of $10,000.
Frank Wakefield made the motion that the meeting be held in recess until all articles of the annual meeting are disposed of before deciding this article. It was so voted.

Moderator O'Connell called the meeting to order, Article 5 being the next order of business.

ARTICLE 5
To see what action the town will recommend as to a general or flat rate increase in salaries of the town officers and employees for the year 1942 .- Howard A. Jones and others.
On motion by Finance Committee :
Voted: That no general or flat rate increases in salaries of town officers and employees be granted.
ARTICLE 6
To determine how much money the Town will raise and appropriate for General Government, Protection of Persons and Property, Health and Sanitation, Highways, Charities and Soldiers' Benefits, Education, Recrea- tion, and Unclassified Public Service Enterprises, Interest and Maturing Debt, specifying what appropriations shall be taken from the receipts of a department.
