To the Citizens of the Town of Wakefield:
The Board of Public Welfare respectfully submits its Annual Report for the fiscal year of 1942.
GENERAL RELIEF
The amount expended for General Relief during 1942 indicates a re- duction from the amount expended during 1941. This follows the trend of the past three years. We believe this trend will continue during 1943.
The number of employable males on General Relief during 1942 has been the smallest in the past ten years. This has been due to the Defense Program of the Federal Government, plus increased civilian employment.
Due to the generally rising costs, especially in the prices of foods, we have increased the amount allowed to recipients of General Relief.
On December 1, 1942 this Department took over the supervision of the distribution of Surplus Commodities, and will continue as long as these commodities are available and the cost of labor is supplied by WPA.

AID TO DEPENDENT CHILDREN
In Aid to Dependent Children cases, the federal government has made a grant in each case of 50% of the assistance rendered for each child under sixteen years of age, or eighteen years of age if regularly attending school, with the maximum amount shared in being $18.00 for the first child and $12.00 for each subsequent child under sixteen years of age. The ques- tion of legal settlement does not apply in this form of aid.
This form of relief is based entirely upon budget submitted by the Department of Public Welfare of the Commonwealth to be used in ascer- taining the proper budget for each family aided.
We have attempted in all cases to keep the budgets of our recipients in line with the figures submitted by the State Department of Public Welfare.

TOWN INFIRMARY
The conduct and cost of the Town Infirmary is one of the incumbent affairs imposed upon the Board of Public Welfare. Here are gathered dependents not otherwise provided for. We consider the Infirmary well managed, and conservatively operated.
There is a slight increase in the per capita cost of this year, due to the fact that our average number of inmates has been lower than in pre- vious years, also that the cost of food has been higher. Fresh vegetables raised were used at the Infirmary and also given to Welfare recipients.
Mr. Jeremiah J. Peck, Superintendent, has been granted a leave of absence to join the United States Marine Corps, and may be called for duty early in January 1943.
During the year 1942 the horses used at the Infirmary were loaned to the Board of Public Welfare by the Whiting Milk Company, gratis, other than keep.

Application for Old Age Assistance can be made by citizens 65 years or older, whose financial circumstances are such that they require assistance.
May we remind you that Old Age Assistance is not an Old Age Pension.
The local Bureau has the duty of determining eligibility and is subject to State and Federal regulations.
The law still requires children to support their parents provided they are able to do so. A careful check to determine their ability to assist in full or part is required.
The total expense of this division would be extremely heavy without both State and Federal reimbursements.
Old Age Assistance laws are constantly being liberalized.
