REPORT OF TOWN CLERK


Annual Town Meeting - March 12, 1951


Meeting called to order by Moderator Harry Marshall at the High School Auditorium at 7.37 P. M. The moderator, just previously, had checked to loud-speaking system connecting the Princess Theatre to ascer- tain if the system was in working order, and found it to be functioning satisfactorily. The moderator asked Joseph B. Hines, who presided at the Princess Theatre, if the meeting at the theatre was organized. Mr. Hines reported the meeting at the theatre was organized, and that the attend- ance there was 65 voters at that time.


Moderator Marshall read the call for the meeting.


On motion by John I. Preston :


Voted: That further reading of the warrant be dispensed with, with the exception of the constable's return.


Constable's return read by the moderator.


ARTICLE 1


To act upon the report of town officers as published.


On motion by Moses M. Frankel:


Voted: That action under this article be postponed, to be taken up at some adjourned session of this town meeting.


ARTICLE 2


To choose all town officers not required to be chosen by ballot.


On motion by Patrick H. Tenney :


Voted: That a committee of five be appointed by the moderator to bring in nominations for all town officers not required to be elected by ballot.

To see if the town will vote to authorize the town treasurer, with the approval of the selectmen, to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1951, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws .- John I. Preston and others.


On motion by John I. Preston:


Voted: That the subject matter of Article 3 be postponed to some ad- journed session of this town meeting.


On motion by Moses M. Frankel:


Voted: That articles 9, 10, 11, 13, 18, 19 be taken up out of order.


The vote was 305 to 144 in the affirmative, and, having received the necessary two-thirds vote, the moderator declared the motion carried.

TOWN OF WAKEFIELD


ARTICLE 9


To see if the town will vote to raise and appropriate a sufficient sum of money to pay the rental for the year 1951 to the Boston & Maine Rail- road for the land occupied as a parking area at Tuttle, Chestnut and Murray Streets .- Board of Selectmen.


On motion by Lewis Day for the Finance Committee:


Voted: That the town raise and appropriate the sum of $200.00 to carry out the purposes of Article. 9


ARTICLE 10


To see if the town will accept Section 43, Chapter 48 of the General Laws which reads as follows: The chief of the Fire Department shall act as Forest Warden in all such towns and shall have authority to appoint deputy wardens and fix their compensation, subject to the approval of the selectmen .- Board of Selectmen.


On motion by Finance Committee :


Voted: That the subject matter of Article 10 be indefinitely postponed.


ARTICLE 11


To see if the town will vote to raise and appropriate a sufficient sum of money to pay the salaries of additional police officers that may be nec- essary as a result of the town's acceptance of the five day week law, passed by the Legislature, 1951 .- Board of Selectmen.


On motion by Finance Committee :


Voted: That the subject matter of Article 11 be indefinitely postponed.


ARTICLE 13


To see if the town will vote to raise and appropriate a sufficient sum of money or appropriate the same from the available funds received in settlement of the fire loss at the town hall and equipment therein con- tained .- James J. Devlin, Sealer of Weights and Measures.


On motion by Finance Committee:


Voted: That the subject matter of Article 13 be indefinitely postponed.


ARTICLE 18


To hear and act upon a report of the committee appointed under Article 14 of the town warrant of the town meeting held April 24, 1950, in relation to changing voting precincts of the town .- Committee to Establish a Fourth Voting Precinct.


Selectman Raymond S. Dower read the report of the committee which recommended dividing the present Precinct 1 into three precincts by add- ing a new Precinct 4 and 5.


On motion by Finance Committee :


Voted: That the report be accepted as a report of progress.

REPORT OF TOWN CLERK


ARTICLE 19


To hear and act upon the recommendation of the Board of Selectmen for the alteration of the bounds of Precinct One, and the establishment of additional voting precincts in that portion of the town which is now Pre- cinct One .- Board of Selectmen.


The Board of Selectmen recommends that Precinct One be altered as follows:


Precinct One shall include all that territory and all the voters within the following bounds: Commencing at a point where the Newburyport branch of the Boston and Maine Railroad joins the main line at Wake- field Junction, thence northerly by the Newburyport branch of the Boston & Maine Railroad to Water Street, thence easterly by Water Street to the Saugus town line, thence by the Saugus and Lynnfield town lines by various courses to the Newburyport branch of the Boston & Maine Rail- road and southerly by the Boston & Maine Railroad to Salem Street; thence westerly by Salem Street to Main Street; thence northerly by center line of Main Street to Lowell Street; thence westerly by Lowell Street to the Metropolitan Parkway; thence southwesterly by said parkway to North Avenue; thence northerly by North Avenue to the Reading town line; thence southwesterly by the Reading town line to the Boston & Maine Railroad; thence southerly by the Boston & Maine Railroad to point of beginning containing 2,926 voters.


Precinct Four to include all territory and voters within the following bounds: Beginning at the intersection of Main and Salem Streets; thence easterly along Salem Street to Boston & Maine Railroad; thence north- easterly by the Boston & Maine Railroad to the Lynnfield town line; thence by various courses by the Lynnfield and Reading town lines to Lowell Street at the junction of Line Road; thence westerly by Line Road and the Reading town line to North Avenue; thence southeasterly by North Avenue to the Metropolitan Parkway; thence easterly by the Metro- politan Parkway to the first drainage canal; thence southwesterly by the south drainage canal to shore of Lake Quannapowitt; thence northeasterly by the shore of said lake to outlet at Main Street; thence southerly by the center line of Main Street to point of beginning containing 1,127 voters.


Precinct Five to include all the territory and voters within the follow- ing bounds: Beginning at the junction of Main and Green Streets; thence the line runs easterly to northwesterly corner of Atwood's meadow so- called which is near Oak Street in said town of Wakefield; thence run- ning southeasterly to Three County Heap, so-called, which consists of a stone monument marked S R and S and surrounded by a heap of stones, being the three county mark of the Saugus town line; thence northeasterly by Saugus town line to Water Street; thence westerly by Water Street to Boston & Maine Railroad; thence southerly by the Boston & Maine Rail- road tracks to line originally separating Precincts One and Two; thence easterly by said line to intersection of Main and Green Streets, being the point of beginning containing 1,428 registered voters according to the last registration .- Board of Selectmen.

TOWN OF WAKEFIELD


Motion by Matthew P. Curran:


That the town establish three new precincts as set forth in the recom- mendations of the Board of Selectmen to be known as Precincts One, Four, and Five, as described in Article 19.


The vote on Mr. Curran's motion was in the negative.


On motion by Moses M. Frankel:


Voted: That Articles 22, 23 and 24 be taken up out of order.


The vote on the motion was 414 to 5 in the affirmative, and, having received the necessary two-thirds vote, the moderator declared the motion carried.


ARTICLE 22


To hear and act upon a report of a committee appointed under Article 5 of the warrant of town meeting held December 18, 1950, in reference to town insurance .- Patrick H. Tenney, Chairman of Committee.


Patrick H. Tenney read the report of the committee which recom- mended that the town abandon its policy of carrying its own compensa- tion insurance and placing it with a private insurance company.


On motion by Finance Committee :


Voted: That the report be accepted.
