TOWN OF WAKEFIELD


Early in January the Board received a report from the Special Com- mittee on Parking consisting of Chairman Denning, Sidney F. Adams, John A. Bogart, Jr., Lloyd F. Curtis, Cyrus M. Dolbeare, James Horan, William J. Lee, Ervine E. Laughton, Mrs. Mark Newbegin, Secretary, Kenneth W. Odiorne, Melvin D. Peach, James Potash, John J. Round, Jr., John M. Wenzel and Richard Whipple.


The Insurance Committee has held several meetings during the year and has made several recommendations to the Board and proved its value by checking thoroughly on all insurance matters relating to the town. It has also aided the Board greatly in the preparation of the In- surance Budget for 1956. The members of this committee are James Zafarana, Chairman, Robert L. Churchill, Henry B. McConville, Secre- tary, Leslie W. Gaquin, Joseph M. Hartshorne, A. Francis Knowlton, William H. Butler, Gertrude Hennessey and John J. McCarthy.


The Civil Defense organization has been functioning under the lead- ership of Director James T. Hurton. Many new members have joined the Police and Fire Departments and all have received training under Sergeant J. Merritt Wenzel and Patrolman William R. Connors of the Police Department and under Chief William P. Hurton and other Offi- cers of the Fire Department. The Communication and Air Raid Divi- sions were also very active during the past year.


Through the work of the Industrial Development Commission the town will have a large Insurance Company building erected at the head of the lake. The committee has other irons in the fire and it appears that other companies will be located along Route #128 in Wakefield and bring much needed revenue to the town in the near future.


The Clerk of the Board was appointed to supervise the taking of the State Census. Four census takers were hired to canvas the town, which was done thoroughly and expeditiously. The Board's plan of pay- ing the takers 10c a name proved very effective.


The Board regretted the retirement in March of Town Counsel John I. Preston. In the words of the Board, "It would be difficult to find another man who would devote so much time, thought and energy to the service of his community as has Mr. Preston. Rest assured that those who have known Mr. Preston well, are gratefully appreciative of the wise judgment he exercised in legal matters affecting the Town of Wakefield."


Atty William J. Lee who served as Ass't. Town Counsel under John I. Preston was appointed Town Counsel in March to succeed Mr. Preston, who retired.


A new police boat with trailer was purchased for use on Lake Quan- napowitt.


At its meeting on August 2, 1955, Lieut. William P. Hurton was ap- pointed to the position of Chief of the Wakefield Fire Department.


Three new parking areas were opened for use of the public; one op- posite the Boston & Maine Railroad Station off Water Street, another opposite the Library on Main Street. After a long period of confer- ences with the Boston & Maine Railroad, the town acquired land from

the railroad on the West Side of North Avenue which will permit widen- ing of this street and provide for considerable parking area. There is also the police parking area on Union Street.


The Board and town were honored this year by the election of Se- lectman Simpson as Vice-President of the Middlesex County Select- men's Association.

Report of the Town Clerk


Wakefield is growing-and, naturally, so is the work in the office of the Town Clerk. The highlights of the acts at the Town Meetings are stated here, briefly, the details appearing in the bound volume:


TOWN LAND


Article 53-Transferred control of considerable town land border- ing the Woodville Schoolhouse and Town Infirmary from the Select- men to the School Department.


ATHLETIC FIELD


Article 56-$2,000 to have test-borings made to secure cost of drain- ing and filling for use as a High School Athletic field, the property ac- cepted as a gift from William C. Strong, known as Strong's Field.

Article 60-Referred to future special town meeting.


PLANNING BOARD


Article 62-Voted to establish a Planning Board of five members to be elected by ballot.


SEWERS


As a result of a survey of the problem of sewer assessments, and upon a survey made by Camp, Dresser and McKee of Boston, the Town voted to fix a uniform rate of assessment upon abuttors of two-thirds of the estimated average cost of the completion of extension of the sewer system as $2.15 per foot of frontage which such estates have upon any street or way.


Appropriated - $70,000.00 bonds for sewers in various streets, which problem had been held up waiting for a decision of the amount of assess- ments.


PARKING


Voted-To lease, and to purchase from the B. & M. R. R., land be- tween Armory and Albion Streets, and between Albion and Chestnut Streets, tracts of land bordering the railroad for additional parking places on North Avenue.


PARKING METERS


The town, again, voted against the installation of parking meters in the "Square."


ZONING


Many zoning by-laws amendments were voted, including the much- discussed Elks' Home question, which the Board of Appeals ruled in the negative, but which the Town Meeting overrode and voted to allow a convalescent home in a residential district at Lakeside.


WALTON SCHOOL


Article 50 - Mary E. Walton Schoolhouse - a four-classroom addi- tion. $117,000 appropriation and bond issue.

Report of Town Planning Board


At the annual meeting of March, 1955, the town voted to accept Sub- division Control, the new type planning board, and to increase lot sizes in both single and general residence districts.


After the adoption of Subdivision Control at the annual town meet- ing, the services of a professional planner were engaged on a consultant basis to help in drawing up the Rules and Regulations which became effective on August 1. As soon as the new type board went into effect in April, it became necessary to hold frequent special meetings in addition to the regular monthly meetings in order to take care of the additional work entailed. In 1955 the Board held 5 public hearings and a total of 38 regular and special meetings. The first public hearing on a subdi- vision was held on October 13.

The Department of Public Works was most helpful in cooperating in the issuing of the pamphlet of Rules and Regulations.


Another problem which confronted the Board in connection with its new duties was the need of visual help in studying layouts of undevel- oped areas. To aid in this the Board purchased aerial photographs of the town, any one of which may be enlarged so that the area surround- ing a development can be seen in relation to the plans of the developer, and informed consideration can be given to the effect on adjacent prop- erties.


Mr. Edward M. Bridge, who had been a member of the Planning Board for 33 years, declined to continue as a member at the end of his term in 1955, and by his decision the Board lost the valuable advice and planning knowledge of its veteran member. Mr. Bridge was elected to the Board in 1922, served as secretary for five years, and as chairman for over twelve years. The original formulation of the Zoning By-Laws and Zoning Map, and the acceptance of zoning by the town were accom- plished during the first few years of his service on the Board.


At the annual town meeting of 1955, Mr. Burton C. Parker was elected as the fifth member in Mr. Bridge's place.


The resignation of Mr. Arthur L. Gardner in August, when he re- moved to Florida, created another vacancy which was filled by the ap- pointment to the Board of Mr. William R. Spaulding.


On December 5, Mr. William T. Thistle resigned because of his in- creased duties on the Board of Public Works. At the end of December, arrangements were in process to fill this vacancy also.


The progressive development of the outlying parts of Wakefield will continue to be of prime interest in 1956, and after the conclusion of the annual town meeting, it is planned to publish the Zoning By-Laws in a separate booklet which will include all revisions to the date of publi- cation.

Report of Contributory Retirement Board


There were 55 retired recipients or their beneficiaries receiving benefits from the Contributory Retirement System during the year 1955.


Five pensioners received disability benefits, four beneficiaries re- ceived accidental death benefits and forty-six pensioners received regu- lar superannuation retirement benefits. Of these pensioners forty were over 70 years of age.


The total payments amounted to $69,554.54, of which $64,210.83 was paid from the Pension Accumulation Fund and $5,343.71 was paid from the Annuity Savings Fund.


Employee contributions to the Annuity Savings Fund amounted to $45,000.34 during the year.

144TH ANNUAL REPORT


AUXILIARY POLICE


In connection with the Civil Defense set-up, the Police Department now has an auxiliary force of 105 men made up of citizens of this town. This force was organized in 1951 and is under the very able leadership of Patrolman William R. Connors; he is assisted by Sergeant John M. Wenzel. These auxiliary officers are all trained in the fundamentals of police work and are ready and willing to help out in an emergency to assist the regular officers.
