I submit herewith my report of an audit of the books and accounts of the town of Wakefield for the period from May 16, 1953 to April 30, 1955, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Director of Accounts.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Wakefield for the period from May 16, 1953, the date of the previous examination, to April 30, 1955, and report thereon as follows:


The records of financial transactions of the several departments re- ceiving or disbursing money for the town or committing bills for collec- tion were examined and checked with the records of the town treasurer and the town accountant.


The books and accounts of the town accountant were examined and checked. The general and appropriation ledger accounts were analyzed, the receipts, as recorded, were checked with the treasurer's books, and the recorded payments were compared with the treasurer's cash book and with the approved treasury warrants. The appropriations, trans- fers, and loans authorized, as entered, were checked with the town clerk's records of town meeting votes and with the finance committee's authorizations of transfers from the reserve fund.


A trial balance was taken off proving the accounts to be in balance, the necessary adjustments resulting from the audit were made, and a balance sheet, a copy of which is appended to this report, was prepared showing the financial condition of the town on April 30, 1955.


It is recommended that all deposits received in connection with bids and for plans and specifications be paid into the town treasury, and any refunds necessary be made by the town treasurer on approved warrants.


The books and accounts of the town treasurer were examined and checked. The cash book was added, and the receipts, as entered, were

analyzed and compared with the town accountant's books, with the rec- ords in the several departments collecting money for the town, and with other sources from which money was paid into the town treasury. The recorded payments were checked with the selectmen's warrants authorizing the treasurer to disburse town funds, and with the town accountant's books.


The cash balance on April 30, 1955 was proved by actual count of the cash in the office and by reconciliation of the bank balances with statements furnished by the banks of deposit.


It was noted that in certain instances checks drawn by the treas- urer are delivered to departments for distribution to the payees. It is recommended that all checks drawn by the treasurer be delivered di- rectly to the payees by the treasurer or his duly appointed assistant, or mailed to the payees when personal delivery is impracticable, since no person other than the treasurer or his duly appointed assistant has the legal authority to make payments in behalf of the town.


The records of payroll deductions on account of Federal taxes, Blue Cross and Blue Shield membership, the contributory retirement system, and the teachers' retirement system were checked and reconciled with the ledger controlling accounts.


The payments on account of maturing debt and interest were veri- fied by comparison with the amounts falling due and with the can- celled securities and coupons on file. The outstanding coupons on April 30, 1955 were listed and reconciled with a statement furnished by the bank of deposit.


The savings bank books and securities representing the investments of the several trust and retirement funds in the custody of the town treasurer, the library trustees, and the Wakefield Trust Company, as trustee, were examined and listed. The income was proved and all transactions and balances were verified and compared with the books of the town treasurer and the town accountant, and, in the case of the retirement funds, with the books of the retirement board.


The records of tax titles and tax possessions held by the town were examined and checked in detail. The amounts added to the tax title account were compared with the tax collector's records, the reported redemptions and sales were checked with the treasurer's cash book, and the abatements and foreclosures were verified. The tax titles and tax possessions on hand were listed, reconciled with the ledger con- trolling accounts, and checked with the records at the Registry of Deeds.


The books and accounts of the tax collector were examined and checked in detail. The taxes, excise, and assessments outstanding at the time of the previous examination, as well as all subsequent commit- ment lists, were audited and checked with the warrants for their col- lection. The recorded collections were compared with the payments to the treasurer, the recorded abatements were reconciled with the asses- sors' records of abatements granted, and the outstanding accounts were listed and proved with the respective controlling accounts in the town accountant's ledger.
