Report of the Selectmen and Board of Public Welfare


The Board of Selectmen submit to the townspeople the departmental reports contained herein which show the present financial condition of the town.


At the meeting for organization in February Mr Brown was appointed chairman of Selectmen, Public Welfare and Old Age Assistance Boards, and Mr. Knowlton as clerk, with Mrs. Eliza C. Pease as a member of the Board of Old Age Assistance. Miss Claudia I. Schiller was appointed as Accounting Officer and Secretary to the Board.


The Sconticut Neck Water Project has been the source of some concern and after a great deal of controversy has been finally approved and work started to the extent of borrowing of funds and the appointment of Mr. Frank A. Barbour, engineer. Specifications for bids on materials are being prepared at this time.


Pursuant to the vote at the Annual Town Meeting a committee was appointed to serve with the Selectmen in in- vestigation of the possibility of establishing a community center. No definite conclusions have been reached by this committee at its meetings to date. The members repre- sent the Fairhaven Business Men's Association, the Veterans of Foreign Wars, the American Legion and the Finance Committee, and are as follows: George F. Braley, Chairman, Augustus H. Xavier, James H. Whalley, C. W. Bennett, Edward E. Rogers, Herbert Candage and Stuart M. Briggs.


In accordance with vote of the July meeting Mr. Erford W. Poole was appointed to make an appraisal of all the town buildings and contents in order that insurance may be put out to bids. Due to congestion in the town hall building rooms were leased in the First National Bank Building for occupancy by W.P.A. department. Removal of the Public Welfare department was contemplated, but due to lack of information regarding the examinations under the merit system nothing was done.

In conformance with the National Defense Program Chief of Police Norman D. Shurtleff was appointed as chair- man of the local committee of forty-one citizens represen- ting the various civic organizations. The members of the local Draft Board are Flavel M. Gifford, Chairman, Edward Rogers, John Jarvis, Wallace B. Baylies and Conrad Gauthier of Acushnet. Chief among the safety measures adopted since the defense program is the organization of the Fairhaven Protecting Society, which is composed of re- tired veteran firemen and is affiliated with the Fairhaven Fire Department.


The problems of administering the various categories of relief grow more complex each year. The demands which the Social Security Board have imposed upon local communities must be met regardless of personal opinions and the additional data required to conform with their standards called for an increase in office personnel by the engagement of a social worker and additional clerk to handle the work. Improvement noted in general business conditions and in employment in defense work has aided in reducing expenditures under General Relief by $12,000 this past year and to approximately the 1931 level. However, Old Age Assistance expenditures continue to soar until a new high of $88,898.28 has been reached and there is a con- sistant increase in Aid to Dependent Children due to liber- alization of requirements under which both of these laws are administered. It is, therefore, urgent that careful con- sideration be given the appropriations recommended by this Board after an analysis of the expenditures of the past year, reports of which are contained in this book for your enlightenment.


Mrs. Edith Eldridge will retire as matron of the Infir- mary early in 1941 after thirty years of service to the poor and infirm under her care. She has served capably and successfully, and the members of this Board extend their appreciation of her past service and wish her much happi- ness in her retirement.


Although the School Department is not under the juris- diction of the Selectmen, we would call the attention of the townspeople to the impending retirement of Mr. William B. Gardner as a member of the School Committee, on which he has served the community for many years. His valuable

service on this important committee cannot be estimated too highly and in his retirement the town is losing one of its most respected public servants.


In closing we wish to express our appreciation to the different departments for their co-operation and efforts to keep the expenditures within the amounts of their budgets.
