Report of Police Department
To the Honorable Board of Selectmen:
Below and on following pages you will find the report of the Fairhaven police department for the year ending December 31, 1940.
Despite misstatements to the contrary, there should be two men in a cruiser car. One man cannot investigate in a home or at a distance from the car and hear radio messages. One man cannot guard a prisoner and drive the cruiser car. One man cannot operate the cruiser safely and at the same time observe what is taking place in the territory through which he drives. One man cannot properly handle the av- erage seriously injured person or invalid. In short, one man working alone can do only a small part of the present-day routine police work.
Just think, this past year the people of Fairhaven near- ly 11,000 of them- placed the safety of their property and of themselves in the care of one man. Who and where is the one man who can give safety to so much property and to so many people ?
I spend much of my time in the cruiser car days so that the day officer's efforts will not go completely for naught. He can point to increases in the number of hit-and-run driv- ers, speeders, and endangering drivers prosecuted. But even though I spend time in the cruiser car and have been able to have other men ride with the regular drivers occa- sionally, the department is far from two man efficiency. There has been increasing vandalism this year, fewer off- enses prosecuted, fewer arrests, an increased number of accidents, and a decreased amount of cruising.
I have two objectives at the present time: To restore a part of all the efficiency of which the department has been deprived through appropriation reductions in recent years; and to prepare for the added problems we must face when about 28,000 men ultimately arrive at Camp Edwards, only a few miles from here. With these objectives in mind I have prepared a budget recommendation amounting to $15,000. However, this seems small in the face of the prob-
