The Selectmen's Message


Organization of the Board of Selectmen for 1958 is as follows :


Walter Silveira, Chairman, of Board of Selectmen and Public Welfare, with Walter Borowicz, Clerk, and Albert E. Stanton, as Veterans' Agent.


At the close of the year we find a balance of $340,692.38 in the Excess and Deficiency Account, of which $272,932.05 has been certified as "Free Cash." This amount reflects an increase of $53,569.75 over the balance certified last year. This increase is due principally to receipts over the amount estimated for the year from Income Taxes, Public Assist- ance and School funds.


The Board has continued the program of repairs of the interior of the Town Hall by installing new flooring and lighting in some offices. The Academy Building on Main Street was repaired and painted a colonial yellow, the kitchen of the Town Infirmary was remodeled, and new piles were installed at Union Wharf.


The gift of George H. Taber IV of acres of land adjacent to the Anthony School was formally accepted and in grati- tude to the Taber family a bronze plaque was installed on the south wall of the school.


In accordance with town meeting vote, a bronze plaque in honor of Captain Joshua Slocum was ordered to be cast and is ready for installation on a boulder to be placed on the shore at the so-called "Poverty Point" in Oxford, when weather permits.


Fairhaven now has a Town flag. The American Legion Post 166 presented a beautiful silk flag bearing the official seal of the Town in blue and gold on a white field.


A new building code, including a plumbing code, was ap- proved by the Board and submitted to the Special Town Meeting. Action was deferred to the Annual Town Meeting

of 1959. Several hearings were held on applications for permits to place trailers and appropriate action taken, ac- cording to circumstances.


In conclusion we wish to thank the heads of other town departments for their cooperation during the past year.

Recreational Committee


The activity at the Town Beach continues to grow year after year.


Early in June preparations were made for the opening of the beach. Beach parking permits were issued for the season. Safety lines and ring buoys were installed for the public's safety. The bathhouses and sanitary facilities were cleaned.


A corral fence was built around the parking area to prevent autos from going down to the seashore.


More fill was placed in the parking lot. Additional parking space will be greatly increased this year.


The entrance to the beach property was graded and black topped.


Fir Street (West Island) was graded and sealed for better driving and to eliminate the dust nuisance. This will be done again this year.


In accordance with a provision in the deed of the property we are required to file a Biennial Report with the Department of Interior (Park Division). This report has been submitted and they have expressed their pleasure in the progress we have made.


We wish to thank Henry Howard, Superintendent of Highways, and his department for the wonderful co-operation extended to this committee. Also to the considerate residents who made every effort to keep the beach clean.
