In the Town Election of February 3, 1958, very little interest was shown by the voters-only 2314 voters partici- pated-or 30.7%-probably due to the fact that there was no contest for the office of Selectman.
Interest in the State Primaries increased : 1657 Demo- cratic Ballots were cast and 1162 voted the Republican ticket. Local candidates for State and County offices brought out what is considered a good vote.
For an "off-year" the State Election vote of 5781 votes or 78.8% was a very good showing of interest on the part of the Fairhaven Voters. This was the result of work done by the two Town Political Committees.
At this writing the official voting list stands at 7453 and if the many candidates for Selectmen, Assessor, and Sewer & Water Commissioner in the February 2, 1959 Election participate in the drive for new voters, the official list should reach a new all-time high for Fairhaven.

SUMMARY
The proposed measure provides that every former public employee, other than a judge, who is pensioned or retired for disability, shall report to his retirement authority, annually, his earnings from gainful occupation during the preceding year; and that, if such earnings, plus the pension, exceed the regular compensation of the position formerly held, the pensioner shall refund that portion of his pension equal to such excess or the entire pension if such excess is greater than the pension. A refund, if required, shall not include any part of a pension represented by salary deductions from or special purchase by the former employee. The requirement of a refund is not applicable to income received in or prior to 1958.

The Planning Board
The Planning Board held 12 Regular and two Special meetings during 1958. Also held were ten Rezoning Hear- ings, two Subdivision Control Hearings, and two Outdoor Advertising Sign Hearings.
During the year members of the Board attended and took part in several area and Regional Planning Board meetings.
The Board is gratified the way the Subdivision Rules and Regulations are working out, and feel the future will show the advisability of the enactment of Chapter 41, Section 81A which made the Subdivision in Rules and Regulations possible.
Master Plan
This is known as the Urban Planning Assistance Pro- gram Section 701, Title VII, Housing Act of 1954.
If and when this program is adopted, the following are some of the studies possible : Base Maps, Land Use Study, Economic Base Study, Community Facilities, School Needs, Recreation Studies, Municipal Utilities, Generalized Indus- trial Development and Long Range Capital Budget Program.
