Librarian's Report TO THE BOARD OF TRUSTEES OF THE MILLICENT LIBRARY
All organizations have some yardstick by which to meas- ure their present program and to use as a guide to future expansion. The Massachusetts Library Association, by adopting a system of library standards, has now given the libraries in the State something concrete to present to each community as standards in terms of hours of service, book collections, personnel, and salaries.
The Millicent Library serves the Town of Fairhaven 63 hours a week (a minimum of 50 hours is recommended) with 50,432 books and records (25,000 minimum recommended) and administered by a staff equivalent to six full-time workers (the recommended number). These figures relate to towns with populations of 10,000 to 24,999. Our library is especially fortunate in having three trained librarians and three-quarters of the staff with college degrees to carry on the very active program that is maintained here, in spite of the considerable discrepancy between salaries received and those recommended by the State association. An ad- vancement toward the minimum of this last standard will be our goal during the coming year.
Book Supply and Demand
The circulation of books, phonograph records, and maga- zines in 1958 was 91,819-a figure 6,978 higher than that of last year. There are registered at the library 4,983 bor- rowers from Fairhaven and neighboring communities. 666 adults and 446 children received cards in 1958, making a total of 1,112. In addition to this, we were pleased to issue 124 temporary cards to summer residents, most of whom were served by the bookmobile on Sconticut Neck and West Island.
During the year, 1,871 books were added to the library collection and 358 were withdrawn, increasing our total

book stock to 50,432. 160 new titles were added to the Teen- age collection and 26 to the School Collection. A total of 1,857 books was cataloged.

The many expressions of appreciation from users of our mobile unit, as well as increased patronage, confirm the wisdom of this type of library service, which makes our books available to more Fairhaven residents. The book- mobile circulation of 17,404 for 1958 was distributed over North Fairhaven, East Fairhaven, and Sconticut Neck, while the circulation of 6,000 which our Oxford Branch enjoyed over the last twenty years was confined to North Fairhaven alone.
The model and special features of our bookmobile seem to have appeal elsewhere as well as at home. The Town of Dartmouth asked us to display our unit in various areas of their town in order to stimulate interest in raising money for a similar bookmobile for their area.
An added facility which may be used in an emergency is the bookmobile's 5,000-watt generator. Connections were installed this year so that the library may make use of the generator in case of a power failure in the building.
Library Activities
During the week of March 6-22, National Library Week was celebrated here with special displays of new books and a program of films for the children. An outstanding feature was Amnesty Day, which was declared on March 17th. A carton was placed in the front hall to spare the delinquents embarrassment when returning long overdue books free of fines. This event may well be worth repeating, since we got back books overdue for a number of years, and some books which were never even charged out.
In May the seventh-grade pupils visited the library for the annual lessons in the use of the library. In future years these lessons will be conducted in the new Junior High School library by the school librarian, and the fifth-grade pupils will be the first to visit the library under a guided program.

During the summer the Dairy Council of New Bedford very generously loaned us a 16-millimeter movie projector. Every Wednesday morning for nine weeks, two showings of educational films for children, with a fairy-tale cartoon as an extra feature, attracted 1,465 young people to our Children's Auditorium. During the same nine weeks the Bookmobile Reading Club enrolled 52 members. Only 17 children, however, completed the requirements for the club, and these were rewarded by being invited to a party given at the library on Saturday morning during Book Week.
National Book Week, November 3-8, again provided our borrowers with an occasion to appraise the new books on display. On Friday afternoon over 100 people attended our Open House and had an opportunity to sample the staff's culinary achievements. The Librarian visited the schools during the week to promote interest in reading and to pub- licize the puppet show which was to be held on Saturday morning. Johnny Sisson, a professional puppeteer, did three Punch and Judy shows for 400 delighted children.
The Building and Equipment
Several repairs were made inside and out during the past year. The surface of the front porch was repaired with cement. Leaks in the roof were fixed and new copper flash- ing added. Additional electrical outlets were installed where needed. Our boiler was patched to make do a while longer, with the hope that a new oil burner would be voted for the library at the next Town Meeting.
Every library is faced with the problem of what to do with books and patrons. We have long since reached the saturation point in both regards. The supply of books stored in the tower was thinned out to make room for others which were weeded from the crowded downstairs stacks. The Children's Room and the Reading Room can no longer accommodate all the readers and students who would like to make use of them. The plan adopted for 1959 is to replace some of the shelving in the Children's Room with counter- height bookcases to be placed in the center of the room, thus providing more shelf space and enough room for two additional tables for studying.

Gifts
William Rogers Coe, Robert and Henry Coe, and their sister, Natalie Vitetti, presented the library with two family portraits in memory of their mother, Mai Rogers Coe. These are: "an oil painting of the mother of our grandfather, H. H. Rogers" and "a portrait of Henry Huttleston, the father of the above." The latter portrait is a copy of a pastel.
Memorial gifts in the form of books and records were donated to the library in 1958. Mr. and Mrs. Eliot R. Mowat gave a book in memory of Mr. Ralph Miller, and Mr. and Mrs. William H. Rapp a long-playing record in memory of Mrs. Florence A. Dammon. Miss Ethel Andrews donated a book in memory of Stuart M. Briggs.
Mrs. Bancroft Winsor, as in the past, gave us a consider- able number of magazines on horticulture, the D. A. R. maga- zine was received as a gift, and the Knights of Columbus for the second year contributed a subscription to "The Anchor."
Mrs. Alveric J. Bellenoit, Mrs. Joseph Gracia, and Mrs. John B. Tillson gave us phonograph records, and books were donated during the year by Mrs. Otto F. A. Arnold, Ruth Barnes, Mrs. Alveric J. Bellenoit, Agnes E. Bird, Jonathan Botelho, Mrs. Stuart M. Briggs, Mrs. Olive L. Brown, Mrs. John B. De Graw, Mrs. Richard Dennie, Earl J. Dias, the Estate of Mabel Dudgeon, Fairhaven High School, Howard P. Nash, Old Dartmouth Historical Society, Alton B. Paull, Mrs. Robert A. Philip, The Reverend Joseph W. Regan, Rita E. Steele, R. Udell Thornton, John B. Tillson, Paul Tri- panier, and Mrs. Gerald P. Walsh. One non-resident family gave us a donation of money for a book in appreciation of the use of this library.
We thank all who have been so generous and have given pleasure to so many through their thoughtfulness. We also wish to express our appreciation of the New Bedford Standard-Times and radio stations WBSM and WNBH, who gave so readily of their space and time at the library's request.
Trustees and Staff
In February Mr. Everett S. Allen was elected a trustee to replace Mr. Stuart M. Briggs, and in November Mr. James B. Buckley was elected to replace Mr. Elwyn G. Campbell.

The staff also effected a few changes in 1958. Mrs. Harold Staples resigned in January and was replaced on a part-time basis by Mrs. Ruth Gast and Mrs. Alice Rapp. Mrs. Gast felt it necessary to take a leave of absence in September, and Mrs. Evelyn McNeil came to the library to take her place. Mr. Joseph Perreira filled in for our custo- dian when he was hospitalized during the early part of the year.
Summary
Our main concern during the past year has been to pro- vide our public with services which meet the standards set for organizations of our type. We have endeavored con- stantly to provide reading material and activities which would benefit and appeal to each of our age groups. It has also been our hope and our aim to establish eventually a salary scale for our working staff which would be commen- surate with their qualifications and with the services pro- vided. We realize that as townspeople you must be well aware of the limitations imposed upon such programs by budgeting problems. However, we shall continue to do our best during the year ahead to reconcile the two phases of this difficult problem.
