Selectmen's Report
To The Citizens of Dighton:
Since our last annual report our Country has been plunged into the great world struggle because of the Piratical, Inhuman, Murderous acts of the Imperial Military Authorities of Germany.
Dighton has nobly responded to the calls of the Nation and State, following the example set by our fathers in '76. and '61.
We have formed a Public Safety Committee, organized a company of State Guards, commanded by one of our citizens, Capt. A. Ellery Briggs; bought liberally the Liberty Bonds, and heartily joined in the Red Cross work.
The effects of the struggle are being felt, the demand for men and money will be staggering, our self-denial must be unlimited.
The passage of anticipated legislation paying the Army and Navy recruits credited to Massachusetts $10 per month requires about $12,000,000 which with other addi- tional. war requirements may largely increase our part of the State tax.
We publish for your consideraton the following letter received from the State Public Safety Committee by the Committee on War Efficiency.

To the Board of Selectmen, Town of Dighton, Mass.
Gentlemen :
1. The Committee on War Efficiency of the Public Safety Committee of Massachusetts is addressing this letter to all of the Boards of Selectmen of the towns within this Commonwealth. We desire to call to your attention as the responsible financial heads of your town, the general situation arising out of the war.
2. If you will call this matter to the attention of the Voters at the annual meeting, we believe it would serve a useful purpose in that it would bring to the attention of the citizens of your town the changed financial conditions' occasioned by the financial needs of the National Govern- ment, emphasizing the fact that our real business from now on is to win the war and even at great inconvenience all other matters must be made secondary to that one great object.
3. Massachusetts must bear her share of the National burden and under the apportionment of subscriptions for loans Massachusetts is expected to subscribe for her apportionment which on the last two loans aggregated $369,000,000. She has over subscribed for the portion of the first and scond Liberty loans and another war loan is expected to be offered within the next few months.
4. War taxation and Liberty Loans have had a pro- found effect upon the market for municipal bonds and with further government issues impending, municipalities will be confronted with the fact that they must pay much higher rates of interest than before.

5. It would not be wise for cities and towns to sus- pend at once the issue of bonds for every purpose, but we do urge that a conservative policy be adopted at the very beginning of the year in order that the competition between National Government and Municipal Bonds be reduced to a minimum, and that material and labor needed for war purposes may be utilized for this most pressing need.
6. Money should be borrowed for construction pur- poses only to meet pressing necessities and towns should avoid creating a demand for steel and other materials needed for war purposes.
7. The heavy burden on the taxpayers is to be con- sidered as well as the burden on your town finances, but the main thing is to win the war, and we are confident your citizens will patriotically support your courageous American stand if the matter is made plain to them.
8. We hope all the cities, towns and counties will act together in this important matter.
9. At this time it is not possible to do more than suggest the general policy of conservatism in the matter of loans, but if the Committee can be of any assistance to you in bringing before your Town Government or your citizens the importance of this subject, we are át your service.
10. The Committee would be glad to know the amount of town securities issued for the fiscal year 1917, with your best estimate of the minimum amount which you must issue during the year 1918.

Broad Cove Bridge reported dangerous for public travel by a diver employed by the Street Railway Company was repaired at a cost of $1,075.75. One-half was paid by the town of Somerset.
We would advise a careful study of the conditions produced by the war, the demands that are likely to be made by the increase in the cost of living and the financial embarrassments that may happen therefrom in making the annual appropriations.

Report of the Overseers of Poor
To the Citizens of Dighton:
At the beginning of the year the Poor Department was confronted with a large overdraft of about $758.54, and some unpaid bills, a result of unusual demands for aid and an insufficient appropriation.
The Finance Committee being made cognizant of the facts of the financial situation, that year after year over- drafts had been allowed to accumulate, recommended that the annual appropriation be increased to $3,500.
This sum was appropriated at the annual town meet- ing permitting us to take care of the overdraft and settle the outstanding bills and adequately meet pauper demands
Some bills have been carried to the 1918 account, because we have not been able to collect what is due us from the State, municipalities and individuals.
There is $645.47 due the town for pauper claims, more than enough to meet these bills.
Such claims are subject to some discount because individuals fail to keep their promise to reimburse the town for aid rendered.
Special attention is called to a vote at one of the town meetings held this year directing the publication in the next annual town report of the law relative to publishing the names of persons aided by the Poor Department.

We beg to call your attention to the following extract from the annual town report for 1910.
"Chapter 412 of the Acts of 1910, prevents town officials from printing for public distribution the names of any persons receiving pauper aid."
The Act is as follows:
An Act relative to Annual and other reports of City and Town officials.
Section 1. No city or town, and no department or official of any city or town in this Commonwealth shall publish in any annual or other report for general distribu- tion to the public or to the citizens of any city or town, the names of persons assisted in any way by the Poor Department of any city or town, or the names of any persons receiving aid under the provisions of Chapter 79 of the Revised Laws and Acts in amendment thereof and in addition thereto, residing in such city or town.
Section 11. This Act shall take effect upon its passage.
Approved April 16, 1910.
Nearly one-half of the annual appropriation is required to support widows with large families, the children rang- ing from a few months old to 14 years.
We recommend that an appropriation of $3,500 be made to meet the requirements of the Department for 1918.
