HENRY S. PINK
(1887 - 1959)
Henry S. Pink, son of Stewart and Anna (Hardisty), was born in Stissing, N. Y. Upon moving to Carver, Henry entered North Carver School, and was a member of Carver High School class of 1906. He attended Bryant and Stratton Buisness School of Boston. After graduating he joined his father in the operation of the family store in North Carver.
He married Cordelia Shaw of this town on April 6, 1909.
He was appointed Postmaster for North Carver on Jan. 4, 1915 by President Woodrow Wilson, and served in that

capacity for forty-two years. He was a member of National Association of Post Masters.
Mr. Pink served the town of Carver from 1915 to 1923 as selectinan and member of the Board of Public Welfare. In addition to these activities he owned and operated Cranberry Bogs in the section of the Town known as Snappit.
Henry, quiet, friendly, generous and unassuming was liked and respected by all. The town has lost a faithful servant and loyal friend.

BERNARD W. ROBY
(1875 - 1959)
Bernard W. Roby, born in Norwood and a graduate of Burdett College was married to the late Emma (Gassett) in 1900 and moved to Carver in 1928. Shortly thereafter he opened a service station which he operated until 1946. In 1937 he was appointed and continued to serve as a Selectman, on the Board of Health and the Board of Public Welfare until 1958 following which he was appointed to the Finance Com- mittee.

Any attempt to select a peak in Mr. Roby's long career as a public servant would be most difficult. Rather, perhaps his major contribution to local goverment, and indeed a most worthy one, was a rigid adherence to a philosophy which placed human values on a par with monetary ones.
Although he wasn't the first Carver official to use a mea- suring stick other than the "almighty dollar", he was unique in that his name properly became synonymous with the support of the common man. Let others fight to protect the vested interests, he felt duty bound to support those who previously were without adequate defense, and few can deny that in that noble task he met with considerable success.
Mr. Roby's kind-heartedness was practically limitless. It was characteristic of him, especially during the depressed '30's, to dip without fanfare into his own limited means to put a coat on the back of some needy person, shoes on some shoe- less youngster, or a package of groceries on an empty table.
With the passing of Bernard W. Roby, Carver lost a true and able man whose impact is bound to be felt for years to come.

March 2, 1959
The meeting was called to order at 12:00 o'clock, noon, by the Modertor, Bradford H. Cole. The polls were opened at 12:15 P.M. and closed at 8:00 o'clock P.M. ANNUAL TOWN MEETING
MARCH 7, 1959
The Annual Town Meeting was called to order at 2:00 o'clock, P.M., on Saturday, March 7, 1959 by the Moderator, Bradford H. Cole. The Invocation was given by Rev. Law- rence French, Pastor of the First Baptist Church. The Moder- ator appointed Dana E. Thomas and Louis A. Bryant, Jr. to serve as Tellers to count the votes, and they were duly sworn to the faithful performance of their duties. Thereupon, the meeting proceeded to act upon the articles in the Warrant, beginning with Article 2 (Article I, relating to the election of officers having been disposed of on March 2, 1959) as follows:
Article 2: VOTED to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning Jan. 1, 1959, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 3: VOTED to appropriate the sum of $1,000.00 from free cash in the treasury for the sole purpose of meeting charges against the Cemetery Funds in the Town treasury.
Article 4. VOTED to authorize the Selectman to prose- cute, compromise or defend suits for or against the Town.
Article 5. VOTED that Dog Fund be transferred to the Library Account.

Article 6. VOTED to raise and appropriate the sum of $100.00 for the use of Plymouth County Trustees for County Aid to Agriculture. Mr. Earl E. Boardway was chosen Town Director County Aid to Agriculture.
Article 7. VOTED to fix the salary and compensation of all elective officers of the Town as provided by General Laws, Chapter 41, Section 108, as amended, namely: Highway Surveyor, $1.75 per hour, Town Treasurer, $1,350.00, Town Clerk, $800.00, Tax Collector, $1,350.00, Moderator, $20.00 for the Annual Town Meeting, and $5.00 for each Special Town Meeting, Members of the School Board, $3.00 for each meeting, plus $1.50 per hour for all meetings of over 2 hours. All other elective Town Officers, $1.50 per hour.
Article 8. VOTED to transfer from the overlay reserve account to the 1959 Reserve Account the sum of $5,000.00.
Article 9. Upon motion duly made and seconded, and nominations duly made, the following officers were unanimous- ly elected: Field Drivers and Pound Keepers: Dana E. Thom- as, Louis A. Bryant, Jr., and Raymond A. Parent. Surveyors of Lumber and Measures of Wood: Frank H. Cole, Ebenezer A. Shaw, Everett F. Cassidy, Homer F. Weston, Toivo J. Kallio.
Article 10. VOTED to raise and appropriate the sum of $6,000.00 for Chapter 90 Highway Construction, and to transfer the sum of $18,000.00 from free cash in the Treasury to meet the State's and County's shares of the cost of work, the reimbursements from the State and County to be restored, upon their receipt, to free cash in the treasury.
Article 11. VOTED to raise and appropriate the sum of $6,600.00 for Chapter 81 Highways, and to transfer the

sum of $18,150.00 from free cash in the treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt, to free cash in the treasury.
Article 12. VOTED to authorize the Cemetery Com- missioners to employ themselves as laborers in the Cemeteries and Parks.
Article 13. VOTED to raise and appropriate the sum of $650.00 to be used to pay for all private work and material in TownCemeteries, such as, opening graves, building founda- tions, etc., as according to General Laws Chapter 44, Section 53.
Article 14. Under this Article, the following Special Committee reports were presented and unanimously accepted: Building Code Committee report presented by Alan I. Dunham, report was accepted and Committee to continue its investi- gations, etc.
John E. Johnson, Jr. presented the report of the. Com- mittee to investigate the matter of acquiring a protective strip of land along Savery Avenue.
John A. Shaw presented report of the "Beach Committee"; report unanimously adopted and Committee to Continue its investigations.
Article 15. VOTED to raise and appropriate the sum of $3,000.00 for Assessors' Plans, such sum to be used and expended by the Board of Assessors.
Article 16. VOTED to raise and appropriate the sum of $733.00 for Land Damage at the intersection of Route 58 and Route 44, in accordance with Plymouth County Commissioners' Decree No. 1227.

Article 17. It was unanimously VOTED, by show of hand, to raise and appropriate the sum of $185.20 to pay the following unpaid bills of 1958, namely: General Highway, $176.95, Veterans' Benefits $8.25.
Article 18. VOTED to raise and appropriate the sum of $250.00 for the purpose of putting the field in the rear of the CentralFire Station into condition for carrying on athletic activities, the expenditure of such sum of money to be under the direction of the Board of Selectmen and a Committee of three elected from the floor in Town Meeting. Eugene Souza, Theodore Halunen and Homer Weston were elected to serve on said Committee.
Article 19. VOTED to return to the treasury the un- expended appropriation balance of $315.00 remaining in the Purchase of Fire Truck Account.
Article 20. VOTED to raise and appropriate such sums of money as may be necessary to defray town charges for the ensuing year, as follows:

Article 21. VOTED to transfer the sum of $15,000.00 from free cash in the treasury, such sum of money to be used for the reduction of the tax rate for the current year.
Article 22. VOTED to exchange certain Town owned land near the North Carver Dump for certain land owned by Elfleda T. Anderson et ali., in the same vicinity.

veyor, duly seconded, to raise and appropriate the sum of $7550.00, and to transfer the further sum of $2000.00 from the Road Machinery Fund for the purchase of a new Tractor Shovel for the Highway Department, etc., On the vote, by show of hands, 29 Voted "Yes" and 30 Voted "No", and the motion was declared lost.
Article 24. VOTED to transfer the sum of $3005.00 from the Road Machinery Fund to the Machinery Account.
Article 25. Henry M. Shaw presented a report from the By-Laws Committee, and the report was unanimously accepted and adopted. Thereupon, upon motions duly made and second- ed, and after the acceptance of various amendments, the following by-laws were unanimously adopted:
Article I
Section 1. The annual Town Meeting shall be held for the election of officers on the first Saturday in March at 12 noon. The polls shall be open for at least seven hours, and as soon as the ballots are counted the meeting will be adjourned to the following Saturday at 2 P.M. for the transaction of municipal business.
Section 2. Twenty-five votes shall be necessary to consti- tute a quorum at town meetings provided that a number less than a quorum may from time to time adjourn the same.
Section 3. All articles in the warrant shall be taken up in order of their arrangement unless othwise ordered by two- thirds vote.
Section 4. No motion to adjourn without day shall be in order until all articles in the warrant have been acted upon.
Section 5. In all town elections the counting of ballots shall not begin until the polls have been open for four hours.

Section . The Check list shall be used in admitting voters to a town meeting, except that non-voters may be admitted to a defined and separate portion thereof, and non-voters may address the meeting if the town so votes.
Section 7. The articles to be acted upon at the annual town meeting in March shall be in the hands of the Board of Selectmen on or before February first preceding said meeting.
Article II
The town warrant shall be posted in the town hall and at each fire station in the town.
Article III
The moderator shall be elected for one year, the name to appear on the official ballot.
Article IV
The powers and duties of the presiding officer not es- pecially provided for by law shall be determined by rules of practice as contained in Robert's Rules of Order so far as they are adapted to the conditions and powers of the town.
Article V
Section 1. The Board of Selectmen shall consist of three members, each elected for a three year term, one term expiring annually.
Section 2. The Board of Selectmen shall serve as the Board of Public Welfare.
Section 3. The Board of Selectmen shall have the power to prosecute, compromise or defend suits for or against the town and employ counsel at any time if in its judgement the interests of the town so require.

Section 4. It shall be the duty of the Board of Selectmen to transmit a copy of any warrant for any regular or special town meeting as soon as said warrant is drawn, to the Finance Committee.
Section 5. The Board of Selectmen shall appoint an In- spector of Wires, as provided in Chapter 66, Section 32 of the General Laws, as amended by Chapter 529 of the acts of 1949.
Section 6. The Board of Selectmen shall notify all de- partment heads and all committees appointed or elected by the town of any special town meetings at least seven days prior to the posting of the warrant of said meeting.
Article VI
The following officers are to be chosen from the floor at the annual town meeting to serve a one year term:
Three field drivers and pound keepers.
Three surveyors of lumber and measurers of wood Three fence viewers
Three members to serve as a herring committee
Article VII
Section 1. The Finance Committee shall consist of nine members except as hereinafter provided, and shall be appointed in the manner hereinafter set forth. Beginning with the year 1960, and annually thereafter, the moderator shall apoint three members to serve on the Finance Committee, each member to serve for a term of three years. The membership of the present Committee of fifteen members shall not be reduced except by expiration of their respective terms in accordance with the by-laws now in effect. No member of the Finance Committee, after having served two consecutive terms, shallbe eligible for appointment to said Committee until one year shall have passed.

Section 2. All qualified voters on the voting list for the Town of Carver are eligible for appointment to the Finance Committee except that no elected or appointed town officer is eligible for membership on such committee, and no member of a special town committee shall have a vote as a member of the Finance Committee on any matter pertaining to the duties of that special committee.
Section 3. On or before the first day of April it shall be the duty of the Moderator to call the organization meeting of the Finance Committee.
Section 4. The Finance Committee at its organizational meeting shall elect a chairman, vice-chairman, and a secretary, all who shall serve until the next annual town meeting. Within ten days after the organization the secretary shall notify the Town Clerk in writing of such organization.
Section 5. Any vacancies occurring in the Finance Com- mittee shall be filled by the Moderator within seven days of the notification in writing of said vacany by the chairman of the Finance Committee.
Section 6. Three consecutive absences of any member of the Finance Committee at a duly called meeting, except for reason of sickness, shall constitute a vacancy, at the dis- cretion of the Chairman.
Section 7. The report of the Finance Committee to the annual town meeting shall be in print and shall contain the request of all departments and the appropriations recom- mended by the Finance Committee, together with such recom- mendations on other matters in such warrant as in its judge- ment should be brought to the attention of the town, but reports to all other town meetings shall be in such form as the Finance Committee shall deem advisable.

Section 8. The Finance Committee may appoint such sub-committees as it may deem advisable.
Section 9. The Finance Committee shall have authority at any time to investigate the town's accounts and management of any department, and the books, records and accounts of all departments of the town shall be open to the inspection of the Finance Committee, or any of its authorized sub-committees, or any person authorized to act for said committee.
Section 10. The chairman and the secretary of the Fi- nance Committee may be compensated for their services if the Town so votes. All other members shall serve without pay, but may be reimbursed for actual expenses incurred in the discharge of their duties.
Section 11. On or before December 21 of each year the Officers, Boards, or Committees having charge of expenditures of the town's money shall transmit, in writing, to the Finance Committee their estimate of expenditures for the conduct of their departments for the next municipal year. On or January 15 of the following year these same officers shall present to the Finance Committee, in writing a detailed list of the expendi- tures for the year previous.
Article VIII
A summary of all town meetings and results of all elections shall be included in the annual town report.
Article IX
Valuation lists for the Town of Carver shall be published every five years unless otherwise voted by the town.

Article X
Any of these by-laws may be amended or repealed at any town meeting by a two-thirds vote of those present and voting, any article or articles for the purpose having been inserted in the warrant for such meeting.
Article XI
No person shall commence within the town any new con- struction of a building of any type or description, or commence major alterations, additions or improvements of any existing building, without first having applied for and obtained a permit therefor from the Board of Selectmen. No permit shall be required for ordinary repairs or renovations.
The application shall be in triplicate and contain infor- mation as to the name and address of the applicant and the name and address of the owner, and the nature and location of construction or proposed work. One copy of the application shall be kept on file, one copy given to the applicant, and one copy given to the Board of Assessors. The Selectmen shall grant the permit in written or printed form within fifteen days of the filing of the application if all information required is given. The permit shall become void unless operations there- under are commenced within six months of the date of issuance.
Any person who violates any provision of this law shall be subject to a fine of not more than twenty dollars ($20.00) to be paid to the Treasurers of the town.
Article XII
All by-laws enacted prior to March 6, 1959, are hereby repealed.

SPECIAL TOWN MEETING
JULY 15, 1959
A special Town Meeting was held July 15, 1959, and was called to order at 8.00 o'clock P.M. by the Moderator, Brad- ford H. Cole, there being a quorum present. The Invocation was given by the Rev. Norman B. Cawley, Pastor of the First Congregational Church at North Carver. Dana E. Thomas and Louis A. Bryant, Jr., were appointed to act as Tellers and were sworn to the faithful performance of their duties.
Thereupon the meeting proceeded to act upon the follow- ing article:
Article I. To see if the Town will vote to appropriate a sum of money not to exceed $4,500.00 from free cash in the town treasury for the purpose of purchasing a new School Bus for the School Department, and act thereon.
Article I. Motion by Erwin K. Washburn, duly seconded, that the Town vote to appropriate the sum of $4,326.75 from free cash in the town treasury for the purpose of purchasing a new School Bus for the School Department.
Thereupon, after considerable discussion, it was moved by Frank R. Mazzilli, and duly seconded, that the vote on the question be by Australian Ballot, and it was so VOTED. Thereupon, Florence K. Sand, Rudolf Bohlen and Louis T. Farrah were appointed Tellers and were duly sworn.
Thereupon, ballot being had, the checklist showed that a total of 56 votes had been cast. Upon a count of the ballots, 29 had voted in the affirmative and 28 in the negative, being

a total of 57 votes. Thereupon, the Moderator ordered a new ballot taken as there was a discrepancy between the number of votes cast and the number of voters checked as having voted.
