REPORT OF VETERANS' AGENT


To the Honorable Board of Selectmen


Carver, Massachusetts


Gentlemen:


I submit herewith for your consideration and approval the report of the Veterans' Services Department for 1959.


With the increase in living costs, hospital and medical services, and general expenses, the work load of this office is constantly increasing.


As the veterans of all our wars grow older some will require more help in their declining years.


Any money spent by this department to aid veterans and their dependents in need is reimbursed by the state to the Town of Carver in the following manner. State settled cases 100% reimbursement, town settled cases 50%. This means that any veteran or their dependents receiving aid from this department costs the town less money than they would under the Welfare Program as the state reimburses the town in welfare cases only 331/3%.


With the passage by Congress of Public Law 86-211 which allows veterans, widows and orphans of World War II and the Korean Conflict to become eligible for pensions for a non service connected disability which until this time was reserved for veterans of World War I only, there will be a lot of time spent in advising each one of their rights.

I started a new service to the veterans and their de- pendents of Carver on January 26, 1960 by holding office hours at the Carver Town Hall on the fourth Tuesday of each month from 7:30 to 8:30 p.m. so that anyone unable to get to our office during working hours may contact me with their problems at this time.

TOWN WARRANT AND REPORT OF


FINANCE COMMITTEE


The Commonwealth of Massachusetts


Plymouth, ss. To either of the Constables of the Town of Carver, Plymouth County, Greeting:


In the name of the Commonwealth of Massachusetts, you are directed to notify and warn the Inhabitants of the Town of Carver qualified to vote in elections and in town affairs to meet at the Governor John Carver School House in said Car- ver on Saturday, the fifth day of March, 1960, at twelve o'clock noon, then and there to act on the following article, namely:


Article 1. To choose all necessary town officers, to be voted for all on one ballot, viz .: One Moderator, Three Auditors, Three Constables, One Tree Warden, One Highway Surveyor, each for one year. One Assessor, One Selectman, One School Committeeman, One Cemetery Commissioner, One Park Commissioner, Two Library Trustees, each for three years.


The polls will be open for at least seven hours.


And you are directed to further notify said Inhabitants of said Town that as soon as the ballots have been counted the meeting will adjourn to Saturday, March 12, 1960, at two o'clock, P.M., and at that time will reconvene at said Governor John Carver School House, then and there to act on the following articles, namely:

Article 2. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1960 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 2. Recommended by the Finance Committee.


Article 3. To see if the Town will vote to appropriate a sum of money not to exceed fifteen hundred ($1,500.00) dollars from free cash in the town treasury for the sole pur- pose of meeting charges against the Cemetery funds in the town treasury.


Article 3. Recommended by the Finance Committee.


Article 4. To see what disposition the Town will make of the Dog Fund.


Article 4. Recommended by Finance Committee that the Dog Fund be transfered to the Library Account.


Article 5. To see what amount the Town will vote to raise and appropriate for the use of Plymouth County Trustees for County Aid to Agriculture and choose a Town Director as provided in Section 41 and 45 of Chapter 128 of the General Laws and act thereon.


Article 5. Recommended by Finance Committee that the sum of $100.00 be raised and appropriated for the County Aid to Agriculture.


Article 6. To see if the Town will vote to transfer from the overlay reserve account to the 1960 Reserve Account the sum of two thousand five hundred ($2,500.00) dollars, and to transfer the additional sum of two thousand five hundred ($2,500.00) dollars, from available funds in the treasury to

the said 1960 Reserve Account.


Article 6. Recommended by the Finance Committee.


Article 7. To see if the Town will vote to fix the salary and compensation of all elective officers of the Town as pro- vided by General Laws, Chapter 41, Section 108, as amended namely:


Highway Surveyor


$1.75 per hour


Town Treasurer $1,700.00


Town Clerk $800.00


Tax Collector $1,700.00


Moderator $20.00 for the Annual Town Meeting, and $5.00 for each Special Town Meeting.


Members of School Board $3.00 for each meeting, plus $1.50 per hour for all meetings of over 2 hours.


All other elective Town Officers $1.50 per hour.


Article 7, Recommended as stated in Article 7, with the following exceptions:

Article 8. To choose all necessary Town Officers not elected by ballot.

To see if the Town will vote to raise and appropriate the sum of seven thousand ($7,000.00) dollars for Chapter 90 Highway Construction, and to transfer the sum of twenty-one thousand ($21,000.00) dollars from Free Cash in the Treasury to meet the State's and County's shares of the cost of work, the reimbursements from the State and County to be restored, upon their receipt, to free cash in the Treasury, and act thereon.


Article 9. Recommended by the Finance Committee.

To see if the Town will vote to raise and appropriate the sum of six thousand six hundred ($6,600.00) dollars for Chapter 81 Highways, and to transfer the sum of eighteen thousand one hundred fifty ($18,150.00) dollars from free cash in the Treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt, to free cash in the Treasury, and act thereon.

Article 11. To see if the Town will vote to authorize the Cemetery Commissioners and the Park Commissioners to em- ploy themselves as laborers in the Cemeteries and Parks, and act anything theron or thereto.

Article 12. To see if the Town will vote to raise and appropriate the sum of six hundred and fifty ($650.00) dollars to be used to pay for all private work and material in Town Cemeteries, such as, opening graves, building foundation, etc., as according to General Laws, Chapter 44, Section 53.

appropriate the sum of seven hundred ninety three ($793.00) dollars for Main Street (Route 58) Land Damage, in accord- ance with Plymouth County Commissioners' Partial Decree No. 1124, dated September 22, 1959.

Article 16. To see if the Town will vote to raise and appropriate the sum of of three hundred seventy-three dollars and forty-nine cents ($373.49) to pay the following unpaid bill of 1959, namely:

Article 17. To raise and appropriate such sums of money as may be necessary to defray town charges for the ensuing year.

Article 18. To see if the town will vote to take from available funds in the treasury, a sum of money for the pur- pose of reducing the tax rate, or take any action in relation thereto.

To see if the Town will vote to transfer the sum of five thousand ($5,000.00) dollars from available funds in the treasury, and to transfer the further sum of five thousand ($5,000.00) dollars from the Road Machinery Fund, for the purpose of purchasing a new Tractor Shovel for the Highway Department, and to authorize and empower the Selectmen to dispose of the Tractor Shovel now owned by the Town and to apply the proceeds thereof to the purchase price of the Tractor Shovel, and act thereon.

Article 20. To see if the Town will vote to authorize

the Board of Selectmen to make such repairs on the Town Hall as in the Board's discretion it deems necessary and advisable and to do any and all things required to carry out the same and to appropriate the sum of twenty five hundred ($2500.00) dollars, and act anything thereon.

Article 21. To see if the Town will vote to appropriate from the Lakenham Cemetery Sale of Lots and Graves Fund the sum of one hundred ($100.00) dollars for the purpose of Oil Treating the driveways in the Lakenham Cemetery, and act thereon.

Article 22. To see if the Town will vote to adopt the following By-law, and act anything thereon:


Article XIII


Section 1. No person shall enter or leave the ponds or Lakes in Carver in which bathing is permitted except at beaches where the Town owns the land, or at such other places as the Selectmen may specially designate, except abutters, their guests and servants on their own respective beaches.


Section 2. No person shall in or on the Lakes and ponds in Carver, or upon any land bordering thereon, annoy another person or utter any profane, threatening, abusive or indecent language, or loud outcry, or do any obscene or indecent act or commit a nuisance.


Section 3. No person shall throw, drop, place or deposit in the water or on any beach any waste papers, glass rubbish, refuse or garbage.


Section 4. No person shall bathe in the Lakes and Ponds in Carver in which bathing is permitted unless properly attired.


Section 5 Fishing in the Lakes and Ponds of Carver is subject to the existing rules and regulations of the Common- wealth of Massachusetts pertaining to fishing, and rules and regulations of any body of water used for domestic water

supply.


Section 6. Row boats, canoes and sailing boats will have the right of way at all times in any part of the lakes.


Section 7. No person shall run, drive or operate any boat, canoe or any type of water vehicle propelled by steam, naptha, gasoline, electricity or any motor or engine upon the lakes or ponds within the Town of Carver.


(a) In a reckless, careless or negligent manner so that the lives and safety of the public might be endangered.


(b) At a speed exceeding ten miles per hour.


(c) Within fifty yards of any bathing beach or div- ing raft.


(d) Within fifty feet of any row boat, sail boat or canoe, except where docking or where the width of the waterway prevents such distance, in which event speed shall be reduced accordingly.


Section 8. The Board of Selectmen may prohibit the use of any boat, canoe or any type of water vehicle propelled by steam, naptha, gasoline, electricity or any motor or engine upon any or all of the lakes and ponds within the Town of Carver for such period as is determined by the Board of Select- men for the health and sanitation of those using the lakes and ponds; and, the Board of Selectmen of the Town or Car- ver shall have the exclusive authority and absolute discretion to determine the reasons for which such a prohibition will be invoked and enforced.


Section 9. The above rules and regulations are to be enforced by an authorized police official of the Town of Carver and the violation of any rule or regulation established under this act shall be punished by fine of not more than Twenty Dollars ($20.00).


The above regulations do not apply to use of lakes by boats involved in rescue operations by air craft in emergencies or by police in the course of their duties.
