The Annual Town Meeting for the election of officers, etc. was held at the Governor John Carver School on March 5, 1960. The meeting was called to order at 12:00 o'clock, noon, and the polls were closed at 8:00 o'clock P.M. The ballot box registered a total of 479 votes cast at the close of the polls. The voting lists and actual count of the ballots cast agreed, and the results were announced as follows:

ANNUAL TOWN MEETING


March 12, 1960


The Annual Town Meeting was called to order at 2:00 o'clock, P.M., on Saturday, March 12, 1960, by the Moderator, Bradford H. Cole. The Invocation was given by the Rev. Fr. Leo V. Dwyer of Our Lady of Lourdes Church. Dana E. Thomas and Raymond A. Parent were appointed Tellers to count the votes, and were sworn to the faithful performance of their duties. Thereupon, the meeting proceeded to act up- on the Articles in the Warrant, beginning with Article 2 (Article 1, relating to the election of officers having been dis- posed of on March 5, 1960) as follows:


Article 2: VOTED to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1960, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 3: VOTED to appropriate the sum of $1500.00 from free cash in the town treasury for the sole purpose of meeting charges against the Cemetery funds in the town treas- ury.


Article 4: VOTED that the Dog Fund be transferred to the Library Account.


Article 5: VOTED to raise and appropriate the sum of $100.00 for the use of Plymouth County Aid to Agriculture. Mr. Earl E. Boardway was unanimously chosen Town Director, County Aid to Agriculture.

Article 6: Voted to Transfer from the Overlay Reserve Account to the 1960 Reserve Account the sum of $2500.00, and to transfer the additional sum of $2500.00 from the available funds in the treasury to the said 1960 Reserve Account.


Article 7: VOTED to fix the salary and compensation of all elective officers of the Town as provided by General Laws, Chapter 41, section 108, namely: Highway Surveyor, $1.75 per hour; Town Treasurer, $1700.00; Town Clerk, $800.00; Collector of Taxes, $1700.00; Moderator, $20.00 for the Annual Town Meeting, and $5.00 for each Special Town Meeting; Members of the School Board, $3.00 for each meet- ing, plus $1.50 per hour for all meetings of over 2 hours. All other elective Town Officers, $1.50 per hour.


Article 8: The following officers, not elected by ballot, were unanimously elected: Fence Viewers: Dana E. Thomas, Raymond A. Parent, and Louis A. Bryant, Jr .; Field Drivers and Pound Keepers: Dana E. Thomas, Raymond A. Parent, and Louis A. Bryant, Jr .; Surveyors of Lumber and Measurers of Wood: Toivo J. Kallio, Bradford H. Cole, Homer F. Weston. Herring Committee: Frank A. Mazzilli, Gordon W. Fountain, Clark A. Griffith.


Article 9: VOTED to raise and appropriate the sum of $7,000.00 for Chapter 90 Highway Construction, and to trans- fer the sum of $21,000.00 from free cash in the treasury to meet the State's and County's shares of the cost of work, the reimbursements from the State and County to be restored. up- on their receipt, to free cash in the Treasury.


Article 10: VOTED to raise and appropriate the sum of $6,600.00 for Chapter 81 Highways, and to transfer the sum of $18,150.00 from free cash in the treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt, to free cash in the treasury.

Article 11: VOTED. to authorize the Cemetery Com missioners and the Park Commissioners to employ themselves as laborers in the cemeteries and parks.


Article 12: VOTED to raise and appropriate the sum of $650.00 to be used to pay for all private work and materials in the Town Cemeteries, such as, opening graves, building foundations, etc., as according to General Laws, Chapter 44, section 53.


Article 13: To hear the report of any standing com- mittees, etc.


Mr. Alan I. Dunham, Chairman of the Building Code Com- mittee, presented a report setting forth that the Committee had met several times, and that a proposed Code would soon be ready for presentation to the voters at a Special Town Meeting. The Committee consists of Alan I. Dunham, Chair- man, Louis A. Bryant, Jr., Simon Majahad, Francis X. Mills and John A. Shaw. The report was unanimously accepted.


Mr. John A. Shaw presented a report of the Town Beach Committee wherein it was set forth that after various attempts to find land for sale at Carver ponds, the Committee found that the only possibility was to acquire a parking lot site op- posite the existing right of way to Dunham's Pond, on land owned by the Federal Cranberry Company. It was the recom- mendation of the Committee that the Board of Selectmen take appropriate action toward making arrangements for the acqui- sition of this land. The members of this Committee are George Harriman, Chairman, Mary Gomes, Robert Hitchcock, Joyce Dunham and John A. Shaw. The report was unanimously ac- cepted.


Mr. Erwin K. Washburn presented a report of the Regional School District Planning Committee, setting forth that meetings had been held with the Plymouth School Building and Ply- mouth School Committees, with a view toward forming a Ply-

mouth-Carver Regional School District. It was the opinion of the Regional Committee that if the Town of Carver is prepared to solve the secondary school problem, it would do well to work for a Regional High School with the Town of Plymouth. The report was unanimously accepted.


Article 14: VOTED to raise and appropriate the sum of $3,000.00 for Assessors' Plans.


Article 15: VOTED to raise and appropriate the sum of $793.00 for Main Street Land Damage.


Article 16: VOTED to raise and appropriate the sum of $373.49 to pay a 1959 Veterans' Benefits unpaid bill.


Article 17: (Passed)


Article 18: VOTED to take the sum of $20,000.00 from available funds to reduce the tax rate.


Article 19: VOTED to appropriate the sum of $5,000.00 from free cash, and an additional sum of $5,000.00 from the Road Machinery Fund for the purpose of purchasing a new Tractor Shovel for the Highway Department, and to authorize the Selectmen to dispose of the present Tractor Shovel and apply the proceeds thereof to the purchase price of the new Tractor Shovel.


Article 20: VOTED to appropriate the sum of $2,500.00 for Town Hall Repairs.


Article 21: VOTED to appropriate from the Lakenham Cemetery Sale of Lots Fund the sum of $100.00 for the purpose of Oil Treating the driveways in the Lakenham Cemetery.


Article 17: Upon motion duly made and seconded it was unanimously VOTED to raise and appropriate such sums

Article 22: It was unanimously VOTED to adopt a set of by-laws regulating the use of motor boats on the ponds in Carver. These by-laws were sent to the Attorney General for approval on April 14, 1960. However, they were returned without the necessary approval as Chapter 275 of the Acts of 1960 provides that jurisdiction over this subject is now vested in the Director of the Division of Motor Boats. Therefore, the the full text of the by-laws is omitted from this report.

October 8, 1960


A Special Town Meeting was held at the Governor John Carver School on October 8, 1960, at 8:00 o'clock, P.M., for the purpose of voting by ballot "Yes" or "No" on the following question: "Shall the town accept the provisions of section six- teen to sixteen 1, inclusive, of Chapter seventy- one of the Gen- eral Laws, providing for the establishment of a regional school district, together with the town of Plymouth, and the con- struction, maintenance and operation of a regional school by the said district in accordance with the provisions of a proposed agreement filed with the Selectmen?


A total of 185 ballots were cast and the result of the bal- loting was as follows:

"No" 9, Blanks 1.


There being no further business to come before the meet- ing it was unanimously VOTED to adjourn. Adjourned at 9:30 P.M.


STATE ELECTION


State Election was held at the Governor John Carver School on November 8, 1960. Polls were declared open at 12:00 o'clock noon, by the Presiding Officer, Deputy Warden, Jacob W/. Laurila. The polls were closed at 8:00 o'clock, P.M., with a total of 764 ballots cast, of which 730 were cast by voters in person and 34 were cast for absentee voters. The results
