The Committee appointed by the Moderator pursu- ant to the action taken under Article 62 of the Warrant of the Annual Town Meeting of 1949, respectively sub- mit herewith their report.


After due consideration of the existing by-laws of the Town and consultation with the several town offi- cials, your Committee have compiled the by-laws which are attached hereto and made a part of this re- port, and we feel that these revised by-laws will meet the current needs of the Town.

FEBRUARY 6, 1950


THE COMMONWEALTH OF MASSACHUSETTS Barnstable, SS.


To either of the Constables of the Town of Harwich, in said County, Greetings-


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabi- tants of said town qualified to vote in elections and town affairs, to meet in Exchange Hall in said Town on Mon- day, February 6, 1950, at 7:00 A.M., then and there to act on the following articles :-


Polls will be open at 7 A. M. and may close at 2 P. M.


Article 1. To chose on one ballot the following Town Officers and Committees : Town Clerk, Town Treasurer, Collector of Taxes for one year; one Selectman, Over- seer of Public Welfare and Board of Health, for three years; one Assessor for three years; three Herring Com-

mitte for one year; one School Committe for three years; one School Committee for two years; Three Con- stables for one year; one Trustee of Brooks Library for three years; one Park Commissioner for three years; one Park Commissioner for two years; Moderator for one year; one Water Commissioner for three years; Sur- veyor of Highways for one year; one Cemetery Com- missioner for three years.


Article 2. To choose all other Town Officers and Com- mittees.


Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Select- men, to borrow money from time to time in anticipa- tion of the revenue of the financial year beginning Janu- ary 1, 1950, and to issue a note or notes therefore pay- able within one year and to renew any note or notes as may be given for a period of less than one year in accor- dance with Section 17, Chapter 44, General Laws.
