BOARD OF PUBLIC WELFARE


To the Honorable Board of Selectmen :


The Welfare Board has been working through a con- dition that we hoped would show some signs of im- provement, but during the last few months has steadily grown worse. Owing to the cold weather setting in, there was not as much outside work to do. People who had saved a little money have been gradually reach- ing the end, and though very much against their wish, have been forced to ask for assistance. We have tried to administer to each in a fair and impartial manner and without favor.


This department did try to find employment and to furnish work as far as possible. Considerable work was done on the Farm Property, both on buildings and Land, which does show for the work done. It is planned to continue clearing the pastures which will bring results in future years, as well as furnishing employment at this time.


This department is caring for five (5) persons in State Institutions and which will always have to be done as long as they live. They cannot be cared for in any other way. There is one baby that has been given over to State care.


We have distributed a very large amount of fuel and for the most part it has been wood which can be bought at a very low figure, feeling that it was necessary to keep warm during the winter months.


Aid has been rendered to persons living out of town but still have a settlement here.


As near as can be estimated, there is still about $1,- 500.00 due on accounts not rendered under this head. This department possibly owes at this time, $2,500.00 and estimated for the coming year at least $40,000.00 and

which will cover outstanding bill of $2,500.00 and $5,- C00.00 to care for the Old Age Pension which goes into effect, July 1, 1931. It is expected that 25 or 30 people will be eligible under this law.

REPORT OF THE FOREST FIRE WARDEN


To the Honorable Board of Selectmen :


We were fortunate in not having any fires of size in


our own town as the season was a record one for an extended dry period.


But we did have several calls from our neighboring towns for help (they had at some previous time done the same for us).


The Town Fire Patrol law will be in effect this year when the towns are obliged to patrol the outlaying dis- tricts. We shall need 12 additional pump cans and 500 feet of small hose for use in the woods and I recom- mend $1,700 .- to include the salary of the Fire Warden.

REPORT OF COMMITTEE- to devise a public parking ground or do anything relating thereto.


In accordance with Article 41 in the Warrant for the annual town meeting held February 11,1930, your com- mittee have considered various locations for such a park- ing place, among which are the J. F. Ray lot at the corner of Main and Emmons Streets. This lot contains approximately 9,600 square feet with 95 feet frontage on Main Street and a 112 foot frontage on Emmons Street and is assessed for $5,000.


We are informed that there is a lot on Summer Street belonging to the Morse Estate which could be made available for such use but would require a large amount of filling and grading before it could be put into con- dition for parking purposes.


The Elmer Fisher property on West Central Street now occupied by Locke Lumber Co. has also been con- sidered. This is a large area and appears much larger than would be needed. This property is assessed for $16,550.


Another idea has been considered, which is to widen Main Street on both sides from Dean Avenue to Em- mons Street by taking 10 or 12 feet of land from the Y. M. C. A. and the J. G. Ray estate property on the northerly side and about three feet from the sidewalk in front of the A. C. Mason property with 12 to 14 feet from the J. F. Ray lot on the southerly side.


The distance from Dean Avenue to Emmons Street is approximately 250 feet and with this layout, Main Street between Dean Avenue and Emmons Street would be 80 feet wide which would allow angular parking on both sides and permit over 50 cars being parked at one time in this space.

This, with other present parking space on Emmons Street, Dean Avenue and other parts of Main Street appears to your committee to be sufficient for many years to come, and would not only afford convenient parking space but would widen our Main Street and im- prove traffic conditions.

ANNUAL REPORT OF BOARD OF FIRE ENGINEERS


To the honorable board of Selectmen :


Your fire department have responded to 24 box and 47 still alarms during the year 1930.


We also gave mutual aid to the towns of Norfolk, Medway and Wrentham.


We have purchased 400 feet of 11/2 inch new hose this. year.


-


The fire station, alarm system and trucks are in good condition with the exception of the old service truck which should be junked.


The chemical tanks on the Dodge truck (Comb. A.) are old and worn out and should be replaced and we rec- ommend that the Dodge truck be outfitted for forest fire service.


We recommend the sum of $9,000.00 for expenses for the year 1931 and in addition the sum of $7,000.00 to pur- chase a new 500 gal. pumping engine and $1,000.00 to. equip the Dodge truck for forest fire service.
