Article 34. To see if the Town will vote to instruct the Selectmen to secure and erect at the main entrances to the Town substantial and attractive signs, welcoming the traveling public to Franklin, or do anything relating thereto.

Article 37. To see if the Town will vote to authorize the Selectmen to sell a lot of land on Union Street ac- quired by tax title July 14, 1917 from Albert D. Nason, Estate and bounded as follows: West on Union Street 30 feet, North on land of Kenney 180 feet, East on land of Nason Estate 30 feet, then South on land of Spera 180 feet, or do anything relating thereto.
And you are directed to serve this warrant by posting attested copies thereof, seven days at least before the time of meeting as directed by the vote of the Town.

ANNUAL REPORT OF THE BOARD OF WATER & SEWER COMMISSIONERS
To the Honorable Board of Selectmen :
It is with the deepest sympathy that we mourn the loss of our Chairman and co-worker, Mr. Bradley M. Rockwood who held the highest office in the depart- ment since it was purchased in the year 1907, nearly a quarter of a century. His services in the department, as well as in the town in general will be greatly missed by all who came in contact with him. His knowledge of town affairs, freedom of giving advice and never fail- ing even disposition will never be forgotten.
During the year the department was operated prac- tically under the same method, but we did not make such extensive improvements as in some previous years. Al- though the past summer was the dryest in the history of the department, we had an ample supply of water for all consumers and we did not make any restrictions in regard to the amount of water to be used. Several towns in Massachusetts made some restrictions regarding the use of water. Thousands of gallons of water were fur- nished by the department and carried to the out-lying districts of the town. This is something that was never done before, since the works were installed in the year 1884.
ยท Extensions of cast iron pipe and renewals of the old cement lined pipe were made as usual as far as our funds would permit. It is the intention of the depart- ment to make further extensions and to also renew the old pipe from time to time as the Board deems worthy of consideration, with our available finances.
Four new 30' tile wells were connected to the suction main during the summer. The department will add more wells from time to time as the consumption increases.

Water Mains
The main on Maple Street was extended with 2500' of 6" pipe, serving five more water takers and one or two more are expected to be connected in the spring. This was the only new extension made during the year.
There were 300' of 6" cement lined pipe on Ruggles Street replaced with 6" cast iron pipe, 1100' of 4" cement lined pipe on Wachusett Street replaced with 6" cast iron pipe and 700' of 6" cement lined pipe on Alpine Street replaced with 8" cast iron pipe. There are several streets now having the old cement lined pipe that the Board intends to replace with cast iron pipe as soon as convenient.
During the year there were three breaks in the cement lined pipe, two of these being at the corner of Union and Cottage Streets and one on West Street.
Hydrants
Five hydrants were connected to the system, making 186 in all at the end of the year. Several of the hydrants were damaged by automobiles. Early in the spring all hydrants were painted and in November they were tested and put in good condition for the winter months. One extra hydrant was installed on Alpine Street and four on Maple Street.
Water Services
There were 13 new services connected to the mains, making a total of 1362 at the end of the year. All serv- ices where the cement lined pipe was replaced with cast iron pipe, were renewed with 11/4 inch cement lined wrought iron pipe from the water main to the street line of the property and in several cases from the main to the cellar wall, these being paid for by the consumer.
On account of having trouble several times with the motor on the centrifugal pump at the Pumping Sta- tion, the Board decided to purchase a spare motor. By doing this the motors can be changed at short notice

without practically any interruption in the pumping. The old motor will be rewound after the new one is put in operation.
During the year the total amount of water pumped, shown by the venturi meter was 174,450,152 gallons. The largest amount pumped in any one month was in September when 17.376,000 gallons were pumped. The largest amount pumped in any one day was on Septem- ber 30th. when 932,000 gallons were pumped.

We recommend the appropriation of NINE THOU- SAND TWO HUNDRED dollars ($9,200.00) for the

maintenance and operation of the Water Department, including the compensation of the Water Commission- ers, and in addition thereto, the unexpended balance in the treasury of the department, together with the re- ceipts of the Water Department.
Sewers and Sewer Beds
The sewer mains were flushed several times during the year and the entire system was operating satisfac- torily. No new main sewers were constructed during the year. Seven new connections were made and several of the old ones were cleaned and repaired.
The Mine Brook sewer beds are operating as well as for several years in the past and no work was done other than the regular loosening of the surface and the clean- ing off of the accumulated sludge.
If the Timnah Brook beds are to be used for several years longer, it is the opinion of the Board that #1 bed be completely rebuilt on account of its being too thin to insure good filteration.
We recommend the appropriation of FIVE THOU- SAND FIVE HUNDRED Dollars ($5,500.00) for the construction, maintenance and repairs of the sewers and. sewer beds.
