To the Citizens of the Town of Franklin :
During the year ending December 31st, 1930, there has been reported to the Board of Health 135 cases of

To the Board of Health of the Town of Franklin :
I hereby submit my report of the above mentioned offices for the year ending December 31st, 1930.
Quarantined two cases of Diphtheria and two cases of Scarlet Fever.
Total number of rooms fumigated from all causes, 30.
On sanitary inspection the following nuisances were ordered abated :

ANNUAL REPORT OF SUPERINTENDENT OF THE TOWN INFIRMARY
To the Honorable Board of Selectmen :
The local Infirmary has now 12 inmates and during the last year all of the rooms have been in use. Three of the inmates are paying some part of their expense.
Owing to the call for assistance from men out of work during this last year, your Board, feeling that it was far better to furnish employment, and do repairs and paint all the buildings, at the Farm, so that at this time it does present a very attractive appearance.
Along the walls and in the pasture is being cleared away and the ditches opened and the walls and fences repaired. About 75 or 100 cords of wood has been cut and is being prepared for delivery. All the work that has so far been done is by men who would have had to be helped to some extent, and they apreciate the chance to help themselves.

The Farm team has delivered 100 cords of wood from other lots that was purchased by your Board.
The receipts for the year was $1,351.00 which did in- clude the sale of vegetables, eggs and poultry, and the money received for the board of inmates.

ANNUAL REPORT OF THE TREE WARDEN
To the Honorable Board of Selectmen :
The annual Tree Trimming Report for the year 1930: Appropriation $800.00, expenditures $790.20, balance $9.80.
We have done very little trimming as the money has been used for the removing of trees.
We have removed 52 trees and have trimmed 150 and also planted 160 trees for the community.
There now is need for a lot of trimming, especially dead wood and I also hope the town will appropriate more money for the planting of tree's. I recommend the trees be planted inside the Property Line instead of the Curb.

ANNUAL REPORT OF THE SUPERINTENDENT OF MOTH EXTERMINATION
To the Honorable Board of Selectmen :
My annual report for the Gypsy, and Brown Tail Moth extermination :
Appropriation $,1200.00, expended $1,190.00 with a balance of $10.00.
While the Gypsy Moth is on the decline, the Brown Tail Moth is increasing. We sprayed over 700 town trees and cut 970. I sent one box of Brown Tail Moths to the Melrose State Bureau for examination.
The Town proper is fairly clean, but the outskirts are bad. Bought one barrel of Creosote and 15 hundred pounds of Lead.
My sprayer is about played out after 9 years of good service.

REPORT OF THE FRANKLIN LIBRARY ASSOCIATION
With the exception of July and August, the Franklin Public Library was open as usual from 2 to 5:30 P. M.

and 7 to 9 P. M. daily except on Sundays and holidays. For July and August, instead of the usual month's closing, the library was open Thursday, Friday, and Saturday of each week from 3 to 5 P. M. and 7 to 9 P. M. This change was appreciated by the regular patrons of the library.
For the year, the number of people borrowing books was 1453, an increase of 136 over last year. The number of books drawn was 17281, an increase of 1977 over last year. Fines and payment for lost books amounted to $75.97.
Two hundred and eighteen (218) books were added to the library this year, 204 by purchase and 14 by donation. Fourteen (14) pamphlets and nine (9) bound volumes were received from the United States Government, State of Massachusetts, and other publishers.
The following gifts have been made to the Reading Room for the year: General Federation Bulletin from the Alden Club ; Our Dumb Animals from the S. P. C. A .; Columbia from the Knights of Columbus; Christian Leader from a friend ; American Issue from the W. C. T. U .; Franklin Sentinel; Common Ground World of To- morrow, How to Sell, Specialty Salesman and American Poultryman from publishers and various other sources. From the United States Commerce Department come weekly pamphlets and leaflets on aviation.
The Directors of the Franklin Library Association re- spectfully recommend an appropriation of $2,000.00 to assist in defraying the necessary expenses of the Lib- rary for the year 1931.
