TOWN WARRANT


To Walter A. Hill, Constable of the Town of Wilmington:


Greeting-In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the Town Hall on Monday the fourth day of March next at 10 o'clock in the forenoon, the polls to be opened at 9.45 A. M. and shall be closed at 8 P. M. for the election of Town Officers.


Article 1. To bring in your votes on one ballot for three Select- men, who shall also act as Board of Public Welfare and Board of Survey; one Assessor for three years; Town Clerk; Treasurer; Collector of Taxes; Constable; three Fence Viewers; two members of School Committee for three years; two trustees of the Public Library for three years; one Trustee of Trust Funds for three years; one member of the S. D. J. Carter Lecture Committee for five years; one Water Commissioner for three years; one member for a Planning Board for three years; Tree Warden; Moderator.


You are also hereby further required and directed to notify and warn the said inhabitants of the Town of Wilmington, who are qualified to vote on elections and Town affairs, therein to assemble subsequently, and meet in Town Meeting at Grange Hall, Wild- wood Street, in said Town of Wilmington, on Monday, the eleventh day of March, A. D. 1929, at eight (8) o'clock P. M .. then and there to act on the following articles:


Article 2. To choose all other Town officers for the ensuing year.


Article 3. To hear the reports of Committees and act thereon.


Article 4. To see how much money the Town will vote to raise and appropriate for the following items:


General Government Protection of Life and Property Health and Sanitation Highways Charities and Aid Soldiers' Benefits Interest Public Library


Cemetery Town Indebtedness Street Lights Unclassified Reserve Fund


Education Water Department

Article 5. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the present financial year.


Article 6. To see if the Town will vote to instruct the Board of Selectmen to contract for thirteen electric lights to be installed on Salem Street easterly from Woburn Street, or do anything in relation thereto.


Article 7. To see if the Town will vote to raise and appropriate the sum of $200.00 or some other amount and elect a director, the money to be expended by and the director to serve in cooperation with the Middlesex County Trustees for County Aid to Agricul- ture in the work of the Middlesex County Extension Service, under the provisions of Sections 40 to 45, Chapter 128, General Laws of Massachusetts.


Article 8. To see if the Town will vote to increase the salaries of the Assessors to $5.00 per day, or do anything in relation thereto.


Article 9. To see if the Town will vote to accept Central Street as layed out and approved by the Board of Survey, or what they will do in relation thereto.


Article 10. To see if the Town will authorize the Selectmen to sell land on Main Street used as a fire well, or do anything in relation thereto.


Article 11. To see if the Town will vote to raise and appropriate the sum of one thousand (1,000) dollars for Public Health Work or do anything in relation thereto.


Article 12. To see if the Town will raise and appropriate the sum of $4680 for hydrant maintenance, or do anything in relation thereto.


Article 13. To see if the Town will vote to authorize the select- men to sell a certain lot of land on Middlesex Avenue on which Engine House No. 2 stood, or do anything in relation thereto.


Article 14. To see if the Town will vote to authorize the Water Department to install three hydrants on Lake Street in the Town of Tewksbury with a rental charge to be collected from the Town of Tewksbury of forty dollars ($40.00) each, per year, or do any- thing in relation thereto.


Article 15. To see if the Town will vote to raise and appropri- ate the sum of $7,000 for the purpose of extending the water main from the junction of Main and Lowell Street to the home of Ed- ward W. Taylor on Main Street, or do anything in relation thereto.


Article 16. To see if the Town will accept the provisions of General Laws. Chapter 31, Section 49 of the General Laws, viz;

"Section 49. This chapter and the rules made hereunder shall apply to superintendents, chiefs of police and chief marshalls in cities which have accepted chapter four hun- dred and sixty-eight of the acts of nineteen hundred and eleven in the manner therein provided, and in towns which have a police force subject to this chapter, and which have accepted said chapter four hundred and sixty-eight, or accept this section by vote at annual town meeting."


Article 17. To see how much money the Town will vote to raise and appropriate for the observance of Memorial Day and to determine how same shall be expended.


Article 18. To see if the Town will vote to raise and appropri- ate the sum of one hundred sixty-five (165) dollars for the upkeep of Wilmington parks, or do anything in relation thereto.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk at the time and place of said meeting.

TOWN MEETING


Record of Proceedings of the Annual Town Meeting Held March 4, 1929.


In accordance with the directions of the foregoing Warrant the voters assembled at the Town Hall on the above date. The meet- ing was called to order by the Moderator and the Warrant read by the Town Clerk as far as Article 2., when a motion was made, and carried to dispense with the reading of the remaining Articles.


The Moderator then examined the ballot box, which was found empty, the register indicating 0000, the box was locked and the key delivered to the Constable.


The Ballot Clerks and Tellers being duly sworn, the official ballots were delivered to the Ballot Clerks and receipts taken by the Town Clerk.


Motion was made by Mr. Michael H. Barry that the votes should not be counted until the close of the polls.


Voted in the Affirmative


Mr. Hale then explained that the Selectmen had appointed Chester Horton to act as Clerk of the Election Officers and Eugene L. Gallagher to act as Warden. The above two named Election Offi- cers were then duly sworn to the faithful performance of their duty.


Mr. Harry Swain then made a motion that we rescind the vote that the votes should not be counted until the close of the polls.


Motion was voted in the negative. 13 voted affirmative. 14 voted negative.


The Moderator then announced that the polls for the election of Officers were open and that balloting might proceed.


At the time stated in the Warrant the Moderator declared the poll closed. The names checked upon the check list numbered eleven hundred thirty two, the ballots counted from the ballot box numbered eleven hundred thirty two (1132) and the register indi- cated eleven hundred thirty two (1132.)

Record of Proceedings of the Adjourned Annual Town Meeting held March 11, 1929


The meeting was called to order at eight o'clock P. M. by the Moderator who proceeded to take up Article 2.


Article 2. On motion of Mr. Barrows it was voted that a com- mittee of three be appointed by the Moderator to bring in a list of names as nominations for the several offices to be filled under this Article. The Moderator appointed Mr. Barrows, Mr. Oscar Lundgren, and Mr. Maurice Gallagher. The committee retired and submitted the following list of names as nominations.

On amendment offered by Mr. Louis T. McMahon, is was voted to increase the appropriation from $21,000.00 to $24,000.00 together with the revenue from the Water Department Revenue Account.


Article 5. On motion by Mr. O'Leary that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1929, and to issue a note or notes therefore, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Voted in the affirmative.


Article 6. On motion by Mr. Harriman it was voted to pass the article. Electric Street Lights under Article 4 was then taken from the table. It was voted to raise and appropriate the sum of seven thousand five hundred and sixty dollars ($7,560.00).


Article 7. On motion by Mr. Buckle that the town vote to raise and appropriate the sum of two hundred ($200.00) for co-operative work with the Middlesex County Extension Service as provided under Section 40 to 45, Chapter 128 General Laws of Massachusetts, and that Ernest W. Eames be elected Director.


Voted in the affirmative.


Article 8. On motion by Mr. Hathaway that the town vote to increase the salary of the Assessors to $5.00 a day.


The Chair was in doubt and called for a standing vote. Motion was lost. 26 voted affirmative. 45 voted negative. Assessors, under Article 4, was then taken from the table. It was voted to raise and appropriate the sum of $2,000.00.


Article 9. On motion by Mr. Swenson that the town vote to ac- cept Central Street as laid out and approved by the Board of Sur- vey. Voted in the negative.


Article 10. On motion by Mrs. Esler that the Selectmen be authorized to ask for bids and to sell land on Main Street used as a fire well. Voted in the affirmative.

Article 11. On motion by Mr. Pettengill that the town raise and appropriate the sum of one thousand dollars, ($1,000.00) for Public Health Work. Voted in the affirmative.


Article 12. On motion by Mr. Alden Eames that the town vote to raise and appropriate the sum of $4,680.00 for Hydrant main- tenance. Amendment offered by Mr. McMahon that the hydrant maintenance be appropriated from the Excess and Defenciency Ac- count. Voted in the affirmative.


Motion as amended that the town vote to transfer from the Ex- cess and Deficiency Account the sum of $4,680.00 for hydrant main- tenance. Voted in the affirmative.


Article 13. On motion by Mr. Harriman that the Selectmen be and hereby are authorized to ask for bids and to sell a certain lot of land on Middlesex Ave. on which Engine house No. 2 formally stood. Voted in the affirmative.


Article 14. On motion by Mr. Harriman that the Water Depart- ment be and hereby is authorized to install three hydrants on Lake Street, in the town of Tewksbury and that the Water Com- missioners be and hereby are authorized to contract with the Town of Tewksbury for rental of said hydrants at forty dollars ($40.00) each per year. Voted in the affirmative.


Article 15. On motion by Mr. Ernest H. Downing that the town vote to raise and appropriate the sum of $5,000.00 for the purpose of extending the water main from the junction of Main and Lowell Streets to the home of Edward W. Taylor, on Main Street. Voted in the negative.


Article 16. On motion by Mr. Barrows to pass the Article .- Mr. O'Leary rose and asked for permission to speak. General discussion followed. The vote on the motion was taken by a rising vote. Motion was lost. 78 voted affirmative. 120 voted negative. On motion by Mr. O'Leary that the town vote to hereby accept the provisions of General Laws, Chapter 31, Section 49. Voted in the affirmative.


Article 17. On motion by Mr. Black that the town vote to raise and appropriate the sum of four hundred ($400.00) for the ob- servance of Memorial Day and that the Moderator appoint a com- mittee wlio shall arrange and have charge of such observance. Voted in the affirmative. The Moderator appointed the following committee: J. Thomas Holmes, John Simpson, Civil War; Walter Elsworth, Spanish War; Lewis Kennedy, Spanish War; Mrs. George Wilson, Ladies Aux .; Mrs. Austin Taylor, Ladies Aux .; Mrs. Theresa Castine, Ladies Aux .; Howard Bedell, Guy Nichols, Joseph McMahon, Edwin Twomey.


Article 18. On motion by Mr. Pettengill that the town vote to raise and appropriate the sum of one hundred sixty five dollars ($165.00) for the up-keep of Wilmington Parks. Voted in the af- firmative.


Article 3 Wis then taken from the table. On motion by Mr. Hathaway that the report of the committee on By-Laws be adopted, each Article to be taken separately, subject to amendment. Voted i the affirmative.
