In accordance with the requirements of the Town By-Laws, I submit herewith my reports as Town Counsel covering the year 1929.
a. On January 1, 1929, there were pending the following actions by or against the Town, (exclusive of actions in which the Town was merely summoned as trustee, and in which it had no interest) :

Forrest v. Town of Wilmington, Middlesex Superior Court.
(Action of contract by William M. Forrest, doing busi- ness under the name of Forrest Detective Service, to re- cover an alleged balance of $1765.00 claimed to be due on account of detective services rendered to the Town.)
Taylor v. Town of Wilmington, Middlesex Superior Court.
(Action of tort by George L. Taylor to recover damages for personal injuries alleged to have been received by reason of a defect in Washington Avenue; ad damnum, $2,000.00.)

c. During the year 1929, the following actions by or against the Town were settled or disposed of:
(1) Ella R. Barker, Pet'r for Land Registration. This case was disposed of by a decree of the Land Court regis- tering the petitioner's title, subject however to a stipula- tion provided that the Town should have certain rights with reference to the maintenance of its water pipes therein.
(2) Herbert J. Underhill, Pet'r for Land Registration. In this case, after investigation, the Town withdrew its objection to the registration of the petitioner's title.
(3) Forrest v. Town of Wilmington, above referred to, was disposed of by final judgment in favor of the de- fendant.
d. The compensation received by the Town Counsel in said actions and in all other matters during the year is as follows (the regular salary not having gone into effect until January 1, 1930) :

REPORT OF THE TRUSTEES OF THE PUBLIC LIBRARY
During this year, the Library Building has been shingled and given a coat of paint. This as you will note from the list of ex- penditures consumed a great deal of the appropriation and did not leave as much available for the purchase of new books as we might have had otherwise.
The present library building has served the citizens for a great many years and naturally there has been added from year to year numerous volumes, so that at the present time the Library is very much over-crowded and there is practically no room to add new volumes which should be purchased for the Library.
The Librarian is working under great difficulties and space is entirely lacking for the proper shelving and arranging of any new books. Considering the years this library has served the Town, we believe that the time has arrived when additional space is imperative. The town is in no condition to erect a new Library. We, therefore, suggest that the present building be retained and an addition built of sufficient size so that the present quarters may serve for many years to come, and, until such time as the Town is in financial condition to erect a Library worthy of the Town. For this purpose, we are asking an appropriation of $5,000.00 to be used in making the suggested changes, and providing equipment for this very much needed adition.

Number of new books purchased during the year, 113 volumes. Number of books replaced, 2 volumes.
Thirty-nine books have been presented from the estate of the late Juliet S. Gowing of Wakefield, and nine from other friends.
A map of Old Boston has been given by The Boston Five Cents Savings Bank.
Number of books not returned by borrowers, 14 volumes.
One book worn out and discarded, and one book lost to library on account of contagious disease.
Objectionable books taken out of library, 2 volumes.
Sixty-five books have been rebound and St. Nicholas and Nature Magazines for two years have been bound.

Number of persons taking out books, 779.
The reading table has been supplied from the Town appropriation with the following magazines: Radio News, Scientific American, Popular Mechanics, Popular Science, National Sportsman, Nature Magazine, National Geographic, American, Country Gentleman, Youth's Companion, St. Nicholas, American Boy, Child Life, Time and Hygeia.
Some others contributed by friends are Boy's Life, Our Dumb Animals, Living Tissue, Columbia, N. E. Poultryman, Motion Pic- ture, Bell Telephone Quarterly, and for several months, Specialty Salesman and Junior C. E. World.
The Town Paper (Wilmington News) has also been given.
Non-fiction books may be borrowed from the library at the State House by making application to the Town Librarian.
Some have made use of this opportunity.
