TOWN WARRANT


To Albert D. Butters, Constable of the Town of Wilmington:


Greeting :- In the name of the Commonwealth of Massachusetts and in 'the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the Town Hall on Monday the sixth day of March next at 9:45 o'clock in the forenoon, the polls to be opened at 10:00 A. M. and shall be closed at 8:00 P. M. for the election of Town Officers.


Article 1. To bring in your votes on one ballot for three Selectmen, who shall also act as Board of Survey; one Assessor for three years; Town Clerk; Treasurer; Collector of Taxes; Con- stable; Board of Public Welfare, one member for a term of three years; two members of School Committee for Three years; two Trustees of the Public Library for three years; one Trustee of Trust Funds for three years; one member of the S. D. J. Carter Lecture Committee for one year and one member for five years: one Water Commissioner for three years; one member of Planning Board for three years; Tree Warden; Moderator.


You are also hereby further required and directed o notify and warn the said inhabitants of the Town of Wilmington who are qualified to vote on elections and Town affairs therein to assemble subsequently, and meet in Town Meeting at the Grange Ha'l, Wild- wood Street. in said Town of Wilmington, on Monday. The thirteenth day of March. A. D. 1933, at eight o'clock P. M., then and there to act on the following Articles :


Article 2. To choose all other Town officers for the ensuing year.


Article 3. To hear the reports of Committees and act thereon.


Article 4. To see how how much money the Town will vote to raise and appropriate for the following items:

Article 5. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the present financial year, the Vote to be as follows:


Voted: That the Town Treasurer with the approval of the Selec'tmen, be and he hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1933, and to issue a note or notes therefor, payable within one year, and debt or debts incurred under this Vote to be paid from the revenue of said financial year.


Article 6. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to renew or refund any notes issued in anticipation of revenue for a period of less than one year, in accordance with the provisions of Section 17, Chapter 44, General Laws, or what it will do in relation thereto.


Article 7. To see if the Town will accept a bequest of Five Thousand Dollars ($5,000) given to it under the will of Lizzie T. B. Sweatt, late of Wrentham, Massachusetts, deceased, "as a trust fund the income therefrom to be used for the perpetual maintenance, care and improvement of the Bond Lot in the Town Cemetery in said Wilmington. Any of the income of said trust fund not neces- sary to be used for such purpose in any year to be used for the improvement of said Cemetery in other ways that may be deemed desirable by the Trustees of said Cemetery".


Article S. To see if the Town will vote to raise and appropriate the sum of Twelve Hundred Ninety Six Dollars and Thirty-Five Cents ($1,296.35) for interest account of year 1932, or do anything in relation thereto.


Article 9. To see if the Town will vote to raise and appropria' e the sum of Four Hundred Dollars ($400) for the observance of Memorial Day, and that the Moderator appoint a Committee who shall arrange and have charge of such observance, or do anything in relation thereto.


Article 10. To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars ($3,000) to be expended on reconstruction of Shawsheen Avenue under the direction of and with the aid of the State Department of Public Works and County Commissioners, or do anything in relation there'.o.


Article 11. To see if the Town will appropriate a sum sufficient to pay the County of Middlesex as required by law on account of assessments levied on the Town for its share of the principal of the Middlesex County Tuberculosis Hospital Funding Loan, Act of 1932 bonds maturing in 1933 issued in compliance with Chapter 10, Acts of 1932, also for any other indebtedness incurred and out- standing under Chapter 10, also for the Town's share of interest on said bonds due in 1933, also for the care and treatment of tuber-

cular patients under Acts of 1928, Chapter 385 as amended by Acts of 1931. Chapter 60. also for care, maintenance and repair of said Hospital for 1932 including interest on temporary notes issued therefor in accordance with General Laws Chapter 111. sections 85 and $5-A, and for all other expenses in connection therewith, determine how the money shall be raised, or in any way act thereon.


Article 12. To see if the Town will vote to raise and appropriate the sum of Fifty Dollars ($50) to cover incidental expenses of the Planning Board, or do anything in relation thereto.


Article 13. To see if the Town will vote to instruct the Mol- erator o appoint » Committee of two members to assist the Plan- ning Board in its duties, or dlo anything in relation thereto.


Article 14. To ane if the Town will vote tu raise and appropriate the som of Three Huedred Eighty Six Dollars (3356) to pay for effectin= insurance providing indemnity for the protection of De officers and employees of the Highway Department and Police De- parement of the Town ngaist loss by reason of their liability in pay daruages to others for bodily injuries, including deatl at any 'ime resulting therefrum, caused by the operation. within the scope of their official duties or employment, of motor vehicles owned by the Town. to an amnant not exceeding Five Thousand Dollars (56.000) on account of injury to or death of one person. in accord- auce with the provisions of Section o of Chapter 40 of the Genorul Lows as amended by Seclim # of Chapter 455 of the Acts of 1931. or dn anything In relation therete.


Article 15. To see if the Town voll vote to raise and appropriate the sum of One Thousand Dollars ($1.600) for the purchase of land at Silver Lake før sito of Silver Lake Portable Schonl, or dn any- thing in relation thereto.


Article 16. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars ($100) for the purpose of install- ing drinking water in the Town Hall, or do anything in relation thereto.


Article 17. To see if the Town will vote to raise and appropriate the sum of Sixty Five Hundred Dollars ($6,500) for the purpose of extending the water main from its present terminus on Burlington Avenue northerly on Boutwell Street to or near Taft Road. or do anything in relation thereto.


Article 18. To see if the Town will vote to raise and appropri- ate the sum of One Thousand Dollars ($1.000) for the purpose of extending the water main from the standpipe north to or toward Nassau Street, or do anything in relation thereto.

Article 19. To see if the Town will vote to raise and appropri- ate the sum of Thirteen Thousand Dollars ($13,000) for the pur- pose of extending the water main from its present terminus at Perry's corner east along Lowell Street to West Street, thence north along West Street to a point at or near the junction of West Street and Nickerson Avenue, or do anything in relation thereto.


Article 20. To see if the Town will vote to accept Central Street as laid out by the Board of Survey, or do anything in relation therto.


Article 21. To see if the Town will vote to accept Floradale Avenue as laid out by the Board of Survey, or do anything in re- lation thereto.


Article 22. To see if the Town will vote to accept about 550 feet of Brand Avenue from Bridge Lane through the intersection of Richmond Street as laid out by the Board of Survey, or do any- thing in relation thereto.


Article 23. To see if the Town will vote to accept an additional 500 feet on Columbia Street extending easterly from the present terminus as laid out by the Board of Survey, or do anything in relation thereto.


Article 24. To see if the Town will vote to accept 1,000 feet of Belmont Avenue from Columbia Street to State Street as laid out by the Board of Survey, or do anything in relation thereto.


Article 25. To see if the Town will vote to accept 275 feet of State Street from Belmont Avenue to Fairview Avenue as laid out by the Board of Survey, or do anything in relation thereto.


Article 26. To see if the Town will vote to accept 650 feet of Fairview Avenue from State Street northerly as laid out by the Board of Survey, or do anything in relation thereto.


Article 27. To see if the Town will vote to appoint a Committee of three (3) to look into the matter of building and operating an Electric Light and Power System in Wilmington, this Committee to organize with a Chairman and Secretary and report at the next Annual Town Meeting, or do anything in relation thereto.


Article 2S. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars ($400) to apply on the replace- ment of Truck No. 3 of the Highway Department, being the sum received from the Boston & Maine Railroad for work performed by this Department in 1932 and credited to Excess and Deficiency account, or do anything in relation thereto.

Records of Proceedings of the Annual Town Meeting Held March 6, 1933


In accordance with the foregoing Warrant the voters assembled at the Town Hall on the above date. The meeting was called to order by the Moderator, and the Warrant read by the Town Clerk as far as Article 2, when a motion was made by Mr. Butters to dis- pense with the reading of the remaining Articles. Motion was voted in the affirmative.


The Moderator then examined the ballot box, which was found empty, the register indicating 0000, the ballot box was locked and the key delivered to the Constable.


The Ballot Clerks and Tellers being duly sworn, the official ballots were delivered to the Ballot Clerks and receipts taken by the Town Clerk.


At ten o'clock A. M. the Moderator declared the Polls open.


At eight o'clock P. M. the Moderator declared the polls closed. The names checked on the check list numbered twelve hundred thirty-six. The ballots counted from the ballot box numbered twelve hundred thirty-six, and the register indicated twelve hundred thirty-six.
