TOWN WARRANT


To Albert D. Butters, a Constable of the Town of Wilmington:


Greeting :- In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are liereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the Town Hall on Monday the fifth day of March next at 9:45 o'clock in the forenoon, the polls to be opened at 10:00 A. M. and shall be closed at 8:00 P. M. for the election of Town Officers.


Article 1. To bring in your votes on one ballot for three Select- men, who shall also act as Board of Survey, One Assessor for three years; Town Clerk; Treasurer; Collector of Taxes; Constable; Board of Public Welfare, one meniber for a term of three years; two members of School Committee for three years; two Trustees of the Public Library for three years; one Trustee of Trust Funds for three years; one member of the S. D. J. Carter Lecture Com- mittee for five years; one Water Commissioner for three years; one member of Planning Board for three years; Tree Warden; Moderator.


You are also hereby further required and directed to notify and warn the said inhabitants of the Town of Wilmington, who are qualified to vote on elections and Town affairs, therein to assemble subsequently, and meet in Town Meeting at the Grange Hall, Wild- wood Street, in said Town of Wilmington, on Monday, the twelfth day of March. A. D. 1934, at eight o'clock P. M., then and there to act on the following Articles:


Article 2. To choose all other Town Officers for the ensuing year.


Article 3. To hear the reports of Committees and act thereon.


Article 4. To see how much money the Town will vote to raise and appropriate for the following items:


General Government Protection of Life and Property Health and Sanitation Highways Charities and Aid Soldiers' Benefits Interest Public Library Cemetery


Town Indebtedness Unclassified Reserve Fund Education Water Department Care of Parks Street Lights Hydrant Rental. Public Health Work

Article 5. To see if the Town will vote to authorize the Treas- urer, with the approval of the Selectmen, to borrow money in an- ticipation of revenue of the present financial year, the vote to be as follows:


Voted: That the Town Treasurer with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1934, and to issue a note or notes therefor, payable within one year and debt or debts incurred under this Vote to be paid from the revenue of said financial year.


Article 6. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to renew or refund any notes issued in anticipation of revenue for a period of less than one year, in accordance with the provisions of Section 17, Chapter 44, Gen- eral Laws, or do anything in relation thereto.


Article 7. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars ($400.00) for the observance of Memorial Day, and that the Moderator appoint a Committee who shall arrange and have charge of such observance, or do anything in relation thereto.


Article 8. To see if the Town will vote to raise and appropriate the sum of Nine Hundred Thirteen Dollars and Thirty Cents ($913.30) for interest account of year 1933, or do anything in rela- tion thereto.


Article 9. To see if the Town will vote to raise and appropriate the sum of Three Hundred Forty Three Dollars and Forty Cents ($343.40) for abatements, account of 1931 taxes, or do anything in relation thereto.


Article 10. To see if the Town will appropriate a sum sufficient to pay the County of Middlesex as required by law on account of assessments levied on the Town for its share of the principal of the Middlesex County Tuberculosis Hospital Funding Loan, Act of 1932 bonds, maturing in 1933 issued in compliance with Chapter 10, Acts of 1932, also for any other indebtedness incurred and out- standing under said Chapter 10, also for the Town's share of in- terest on said bonds due in 1933, also for the care and treatment of tubercular patients under Acts of 1928, Chapter 385 as amended by Acts of 1931, Chapter 60, also for care, maintenance and repair of said Hospital for 1933 including interest on temporary notes issued therefor in accordance with General Laws Chapter 111, sections 85 and 85-A, and for all other expenses in connection therewith, determine how the money shall be raised, or in any way act thereon.

Article 11. To see if the Town will vote to raise and appropriate the sum of Fifty Dollars ($50) to cover incidental expenses of the Planning Board, or do anything in relation thereto.


Article 12. To see if the Town will vote to instruct the Mod- erator to appoint a Committee of two members to assist the Plan- ning Board in its duties, or do anything in relation thereto.


Article 13. To see if the Town will vote to raise and appropri- ate the sum of Four Hundred and Six Dollars ($406.00) to pay for effecting insurance providing indemnity for the protection of the officers and employees of the Highway Department and Police Department of the Town against loss by reason of their liability to pay damages to others for bodily injuries, including death, at any time resulting therefrom, caused by the operation, within the scope of their official duties or employment, of motor vehicles owned by the Town, to an amount not exceeding Five Thousand Dollars ($5,000.00) on account of injury to or death of one person, in accordance with the provisions of Section 5 of Chapter 40 of the General Laws as amended by Section 3 of Chapter 458 of the Acts of 1931, or do anything in relation thereto.


Article 14. To see if the Town will vote to rescind all Votes passed with reference to the transportation of school children.


Article 15. To see if the Town will vote to instruct the School Committee to provide transportation to such pupils strictly in accordance with the provisions of the laws of the Commonwealth of Massachusetts applying thereto, or do anything in relation thereto.


Article 16. To see if the Town will vote to grant the permanent firemen an annual vacation of two weeks with pay, or do anything in relation thereto. On the petition of Winfred W. Rice and others.


Article 17. To see if the Town will vote to instruct the Board of Selectmen to contract for the installation of an additional light on Woburn Street at a point opposite the residence of Edward B. Eames, or what they will do in relation thereto. On the petition of Arthur W. Eames and others.


Article 18. To see if the Town will appropriate the sum of Four Hundred Dollars ($400.00) for the purchase of loam and fertilizer, for the cemetery, this amount to be transferred from the Cemetery Reserve Fund, or do anything in relation thereto.


Article 19. To see if the Town will vote to raise and appropri- ate the sum of One Thousand Five Hundred Dollars ($1,500.00) for the purpose of extending a water main, from the standpipe, north, to or toward Nassau Ave., and Dutton Road, or do anything in relation thereto. On the petition of Joseph T. Kelley and others.

To see if the Town will raise and appropriate the sum of Eighteen Hundred Dollars ($1,800.00) for the purpose of extending the water main from its present terminus near the resi- dence of Mr. Albert Buck, south along Woburn Street, Wilmington, near the residence of Elmer J. Larson, or do anything in relation thereto. On the petition of Albert C. Buck and others.


Article 21. To see if the Town will raise and appropriate the sum of Six Thousand and Eight Hundred Dollars ($6,800.00) for the purpose of extending the water main from the corner of Middlesex and Salem Streets, northwest along Salem Street toward the Tewks- bury line as far as the service amount will go, or do anything in relation thereto. On the petition of Harry Solow, Jr., and others.


Article 22. To see if the Town will vote to raise and appropriate the sum of Nine Thousand Dollars ($9,000.00) to extend the water main from its present terminus on Shawsheen Avenue, cor- ner of Aldrich Road, along Shawsheen Avenue to or toward the corner of Lake Street and Shawsheen Avenue, or as far as said appropriation will go, or do anything in relation thereto. On the petition of Joseph F. DeCosta and others.


Article 23. To see if the Town will vote to raise and appropri- · ate the sum of Five Thousand Dollars ($5,000.00) for the extension of the water main on Lowell Street from Perry's corner easterly; or do anything in relation thereto. On the petition of John Foye and others.

TOWN MEETING


Record of Proceedings of the Annual Town Meeting Held. March 5. 1934


In accordance with the foregoing Warrant the voters assembled at the Town Hall on the above date. The meeting was called to order by the Moderator, and the Warrant read by the Town Clerk as far as Article 2, when a motion was made by Mr. Barrows to dispense with the reading of the remaining Articles. Motion was voted in the affirmative.


The Moderator then examined the ballot box, which was found empty, the register indicating 0000, the ballot box was locked and the key delivered to the Constable.


The Ballot Clerks and Tellers being duly sworn, the official ballots were delivered to the Ballot Clerks and receipts taken by the Clerk.


At ten o'clock A. M. the Moderator declared the polls open

The meeting then adjourned until March 12, 1934 at eight o'clock P. M. at the Grange Hall.

Record of Proceedings of the Adjourned Annual Town Meeting Held March 12, 1934


At eight o'clock P. M. the Moderator called the meeting to order and proceeded to take up Article 2.


Article 2. Motion by Mr. Barrows that a committee of three be appointed by the Moderator to bring in a list of names as nomina- tions for the several offices to be filled under this Article.
