Article 5. Motion by Mr. Buckle that the Town Treasurer with the approval of the Selectmen be and he hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1. 1933, and to issue a note or no'tes therefor pavable within one year, and debt or debts in- curred under this vote to be paid from the revenue of said financial year.

Motion by Mr. Holmes, that the Town Treasurer with the approval of the Selectmen be and he hereby is authorized to renew or refund any note or notes issued in anticipation of revenue for a period of less than one year in accordance with the provisions or Section 17, Chapter 44 of the General Laws.

Article . Motion by Mr. Melzar, that the Town accept a be- quest of five thousand dollars given to it under the will of Mrs. Lizzie T. B. Sweatt as a trust fund, the incone therefrom to be used for the perpetual maintenance, care and improvement of the Bond lot in the Town Cemetery in said Wilmington. Any of the income of said trust fund not necessary to be used for such pur- pose in any year to be used for the improvement of said Cemetery in other ways that may be deemed desirable by the Trustees of said Cemetery.

Article S. Motion by Mr. Buckle, that the sum of twelve hundred ninety-six dollars and thirty-five cents ($1.296.35) be raised and appropriated to cover overdraft of interest account for the year 1932. Voted in the affirmative.

Article 10. Motion by Mr. Barrows, that the sum of two thousand dollars ($2,000.00) be raised and appropriated to be expended on reconstruction of Shawsheen Avenue under the direction of and with the aid of the State Department of Public Works and County Commissioners. Vcted in the affirmative.

Article 11. Motion by Mr. Melzar, that the sum of fifteen hundred dollars ($1,500.00) this being the Town's share of the principal of the Middlesex County Tuberculosis Hospital Funding Loan, Act of 1932 bonds maturing in 1933 be and the same is hereby appropri- ated and that a further sum of three hundred and fifty dollars and thirty-eight cents ($350.38) be and hereby is appropriated on ac- count of interest and other charges on account thereof. That a further sum of eight hundred twenty-one dollars and one cent ($821.01) be and hereby is appropriated for the Town's share of the net cost of care, maintenance and repairs of the Middlesex County Hospital including interest on temporary notes issued therefor and including the Town's share of the cost of care and treatment of tubercular patients up to June 30, 1932 cared for under Acts of 1928, Chapter 385, as amended. Total amount appropriated under this Article $2,671.39. Voted in the affirmative.


Article 12. Motion by Mr. Neilson, tha't the Town raise and ap- propriate the sum of fifty dollars ($50.00) to cover incidental ex- pence of the Planning Board. Voted in the affirmative.


Article 13. Motion by Mr. Neilson, that the Moderator be in- structed to appoint two additional members to the Planning Board. Voted in the affirmative.


The Moderator appointed Mr. A. Chandler Manning and Mr. Howard Bedell.


Article 14. Motion by Mr. Melzar, that the sum of three hundred eighty-six dollars($386.00) be raised and appropriated to pay for effiecting insurance providing indemnity for the protection of the officers and employees of the Highway and Police Departments of the Town against loss by reason of their liability to pay damages to others for bodily injuries, including death at any time resulting therefrom, caused by the operation, within the scope of their of- ficial duties or employment, of motor vehicles owned by the Town, to an amount not exceeding five thousand dollars on account of injury to or death of one person, in accordance with provisions of Section 5 of Chapter 40 of the General Laws as amended by Section 3 of Chapter 48 of the Ac's of 1931. Voted in the affirma- tive.


Article 15. Motion cf Mr. Melzar, that the sum of one thousand dollars ($1,000.00) be raised and appropriated for the purchase of land at Silver Lake cwned by the Silver Lake Men's Club., 'nc .. for the purpose of providing a site for the Silver Lake Portable School- house and other school purposes, more rad icularli described as follows : Conta'ning alcut two acres and 6,307 feet, a2joining Cottage Street, and being Icts numbers forty-two to fifty-nine, both nur bers inclusive, on p'an of land surveyed by James A. Article 16. Motion by Mr. Oscar DuBord, that the sum of one hundred dollars ($100.00) be raised and appropriated for the pur- pose of installing drinking water in the Town Hall.

Articlie 17. Motion of Mr. Frank Hadley, That the Town vote to raise and appropriate the sum of forty-five hundred dollars ($4,500) for the purpose of extending water main from its present terminus on Burlington Avenue northerly along Boutwell Street. Voted in the affirmative.


Article 18. Motion of Mr. Howe, that one thousand dollars be appropriated for the purpose of extending the water main from the standpipe north toward Nassau Street, and place Hydran't on same. Voted in the affirmative.


Article 19. Motion by Mr. Young, that the Town raise and ap- propriate the sum of thirteen thousand dollars ($13,000.00) for the purpose of extending the water main from its present terminus at Perry's Corner along Lowell Street to West Street, to a point at or near, the junction of West Street and Nickerson Avenue. Voted in the negative.


Article 20. Motion by Mr. Melzar to pass he Article. Voted in the affirmative.


Article 21. Motion by Mrs. Esler, to pass tile Article. Voted in the affirmative.


Article 22. Motion by Mr. Holmes, that the Town accept as a public s reet that portion of Brand Avenue laid out by the Board of Survey, beginning at Bridge Lane extending about five hundred seventy feet in a northerly direction through the intersection of Richmond Street. Voted in the affirmative.


Article 23. Motion by Mr. Buckle, that the Town accept as a public street that portion of Columbia Street extending about five hundred fect easterly from present terminus as laid out by Board of Survey. Voted in the affirmative.


Article 24. Motion by Mr. Melzar, that the Town accept as a public street about one thousand feet of Belmont Avenue extending from Columbia Street to State Street as laid out by Board of Survey. Voted in the affirmative.


Article 25. Motion by Mr. Holmes, that the Town accept as a public street about two hundred seventy-five feet of State Street extending from Belmont Avenue to Fairview, as laid out by Board of Survey. Voted in the affirmative.

Article 26. Motion by Mr. Buckle, that the Town accept as a public street about six hundred fifty feet of Fairview Ave. extending from State Street northerly as laid out by the Board of Survey. Voted in the affirmative.


Article 27. Motion by Mr. Hemeon, that the Moderator appoint a committee of three (3) to look into the matter of the Town building and operating an Electric Light and Power Station in Wilmington and report at the next Annual Town Meeting. Voted in the nega- tive.


At this time the Moderator appointed the Committee under Article 9.


Article 2S. Motion by Mr. Holmes, that the sum of four hundred dollars ($400.00) be raised and appropriated to apply on the pur- chase of an automobile truck which will replace Truck No. 3 of the Highway Department. Voted in the affirmative.

TOWN WARRANT


To Albert D. Butters. a Constable of the Town of Wilmington:


Greeting-In the name of the Commonwealth of Massachusetts and and in the manner prescribed in the By-Laws of said Town. you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the Town Hall on Monday the eighteenth day of December next at eight o'clock P. M .. to consider and act on the following Articles.


Article 1. To see if the Town will authorize the Treasurer. with the approval of the Selectmen. to borrow money for general mu- nicipal purposes under authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933. or do anything in rela,- tion thereto.


Article 2. To see if the Town will vote to request the Finance Committee to vo e a transfer of One Thousand Dollars ($1.000.00) or any other sum from the Reserve Fund to be added to the aprro- printion already made for the use of the School Department in the current year. or do anything in relation thereto.


Article 3. To see if the Town will vote to authorize the Selert- men to purchase a road scraper at a cost of approximately eight hundred dollars ($500.00), payment to be made from unexpended funds in the appropriation already made for the use of the Highway Department in the current year. or do anything in relation thereto.


Article 4. To see if the Town will vote to authorize the Select- men to take by eminent domain a certain parcel of land situated on Cottage Street in Wilmington. being lots forty-two (42) to fifty- nine (59). both inclusive, shown on a plan of house lots in Wilming- ton, surveyed for Union Ice Company by James A. Bancroft. Sur- veyor, dated May 1. 190S, recorded with Middlesex North District Deeds, Book of Plans 25. Plan 37, and being the same premises con- veyed to the Silver Lake Men's Club. Incorporated. by Frederick W. Pierce and others. trustees of the Silver Lake Amateur Athletic Association by deed dated October 10, 1917. and recorded with said Deeds, Book 580, Page 327, for the purpose of a site for a school- house, and to see if the Town will vote to appropriate the sum of One Thousand Dollars ($1,000.00), previously raised and appropri- ated by the Town at its Annual Meeting in the current year for the purchase of said site, to pay the damages incident to the said taking. or do anything in relation thereto.

Article 5. To see if the Town will vote to transfer to the Town Hall Account the following sums: $250.00 from Mothers' Aid Ac- count, $230 from Aqueduct Bridge Repair Account, and $75.00 from Military Aid Account, or do anything in relation thereto.

TOWN MEETING


Record of Proceedings of Special Town Meeting Held December 18, 1933.


The Moderator called the Meeting to order and the Warrant was read by the Town Clerk.


Mr. Melzar, on special privilege, moved that the Moderator appoint a Committee of three persons to prepare Resolutions on the decease of Mr. J. Thomas Holmes, for presentation at the next Annual Town Meeting. Voted in the affirmative.


The Moderator appointed Mr. Howard E. Bedell, Mr. Joseph B. McMahon and Mr. Edwin J. Twomey.


Article 1. Motion by Mr. O'Leary, that the Treasurer, with the approval of the Selectmen, be and he hereby is ar lorized to borrow for general maintenance expenses of the Town the sum of $15,000, but in no event a sum in excess of the amount of tax titles taken or held by the Town, and to issue a note or notes of the Town thers- for, all in accordance with the provisions of Chapter 49 of the Acts of 1933. The said sum of $15,000 is hereby appropriated for pay- ment of revenue loans of 1931 and 1932. Voted unanimously in the affirmative.


Article 2. Motion by Mr. Peter Neilson, that whereas it is the sense of this meeting that it lias become necessary for the School Department to incur certain extraordinary or unforseen expendi- tures, now therefore, in order to provide for such expenditures, the Finance Committee be and they hereby are requested to vote a transfer of One Thousand Dollars ($1,000.00) from the reserve fund to be added to the appropriation already made for the use of the School Department in the current year. Voted in the affirma- tive.


Article 3. Motion by Mr. Edward Neilson, that the Selectmen be and they hereby are authorized to purchase a road scraper at a cost of not over Eight Hundred Dollars ($800.00), payment to be made from unexpended funds in the appropriation already made for the use of the Highway Department, in the current year.


Voted in the affirmative.


Article 4. That the Town authorize the Selectmen to take by eminent domain a certain parcel of land situated on Cottage Street in Wilmington, being lots forty-two (42) to fifty-nine (59) both in-

REPORT OF THE TOWN ACCOUNTANT


To the Honorable Board of Selectmen:


Following is my report as Town Accountant covering financial transactions for the year 1933.


The Assessors' Valuation and Commitment books have been checked as well as accounts of departments having receipts and ex- penditures.


The accounts of the Treasurer have been audited, and the cash balance as shown, $27,576.59, is correct.


It will be noted that although we have taken $12,567.63 from Excess and Deficiency Account for Tax Titles, credits for the year amounting to $7,127.07 have made it possible to still show a surplus of $2,245.16.
