WARRANT FOR ANNUAL TOWN MEETING
To Harry J. Ainsworth, a Constable of the Town of Wilmington:
Greetings: In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the Town Hall on Monday the fifth day of March next at 9:45 o'clock in the fore- noon, the polls to be opened at 10:00 A. M. and shall be closed at 8:00 P. M. for the election of Town Officers.
Article 1. To bring in your votes on one ballot respectively for the following named Town Officers, to wit: One Selectman, who shall also act as a member of the Board of Survey for the term of three years; one Assessor for the term of three years; a Town Clerk for the term of one year; a Town Treasurer for the term of one year; a Collector of Taxes for the term of one year; a Constable for the term of one year; one member of the Board of Public Welfare for the term of three years; two members of the School Committee for the term of three years; two Trustees of the Public Library for the term of three years; one Trustee of the Public Library for one year, to fill vacancy; one member of the S. D. J. Carter Lecture Committee for the term of five years; one Water Commissioner for the term of three years; one member of the Planning Board for the term of three years; one Tree Warden for the term of one year; one Trustee of Trust Fund for the term of three years; one Trustee of Trust Fund for two years, to fill vacancy; one Moderator for the term of one year.
You are also hereby further required and directed to notify and warn the said inhabitants of the Town of Wilmington, who are qualified to vote in elections and town affairs therein, to assemble subsequently and meet in Town Meeting at the Grange Hall, Wildwood Street, in said Town of Wilmington on Monday, the 12th day of March, A. D., 1945 at eight o'clock P. M. then and there to act on the following Articles:
Article 2. To choose all other Town Officers for the ensuing year.
Article 3. To hear the reports of Committees and act thereon.

Article 5. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year be- ginning January 1, 1945, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 6. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500.00) to pay for insurance pro- viding indemnity for the protection of the officers and employees of the Highway, Cemetery and Police Departments of the Town against loss by reason of their liability to pay damages to others for bodily injuries, including death, at any time resulting therefrom, caused by the operation, within the scope of their official duties or employ- ment of motor vehicles owned by the Town, to an amount not exceeding Five Thousand Dollars ($5,000.00) on account of injury to or death of one person, in accordance with the provisions of Section 5, Chapter 40, of the General Laws, as amended or do anything in relation thereto.
Article 7. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars ($400.00) for the observance of Memorial Day, and that the Moderator appoint a committee who shall arrange and have charge of such observance, or do anything in rela- tion thereto.
Article 8. To see if the Town will authorize the Board of Select- men to sell at public auction in the evening, properties taken by the Town under Tax Title foreclosure procedure, and to execute all docu- ments necessary to carry out the purpose of this vote, provided however, that before any sales are made due notice of the time and place of sale shall be given by advertising in the local paper and

Lowell Sun at least fourteen (14) days before the sale and deeds executed hereunder must be recorded within twenty (20) days of their execution.
Article 9. To see how much money the Town will vote to raise and appropriate for Department 1944 Unpaid Bills.
Article 10. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars ($100.00) or some other amount, the money to be expended under the direction of the 4-H Town Committee, serving in cooperation with the Middlesex County Extension Service, under the provisions of Section 40 to 45, Chapter 129, General Laws of Massachusetts.
Article 11. To see if the Town will vote to have a committee appointed to study and recommend what action should be taken by the Town to provide suitable housing facilities for the Fire Department equipment and personnel.
Article 12. To see if the Town will vote to raise and appropriate the sum of Seven Hundred and Fifty Dollars ($750.00) for the purpose of renewing, under the authority of Section 9, of Chapter 40 of the General Laws as Amended, the lease of the American Legion Club House in Wilmington for the purpose of providing suitable head- quarters for the Wilmington Posts of the American Legion and of the Veterans of Foreign Wars of the United States or do anything in relation thereto.
Article 13. To see if the Town will vote to authorize the Board of Public Welfare to appoint one of its members as agent for the Board and fix the salary of such agent in accordance with the provisions of Section 4-A of Chapter 41 of the General Laws. Request of the Board of Public Welfare.
Article 14. To see if the Town will vote to raise and appropriate a sum of money, this money for the purchase of a new automobile and equipment therefor for the Police Department and/or authorize the sale or turn in of the present police car as credit toward such purchase, or do anything in relation thereto. Request of the Chief of the Police Department.
Article 15. To see if the Town will vote to appropriate the sum of Ten Thousand Dollars ($10,000.00) from the Excess and Deficiency Account to be used for the purchase of War Bonds, the proceeds of which are to be used for future water main extensions at the discretion of the Board of Water commissioners, or such extensions as the Town

may direct by its vote, or do anything in relation thereto. Request of Finance Committee.
Article 16. To see if the Town will authorize the purchase of a Sand Spreader for the Highway Department and transfer any sum therefor to be paid from the Highway Road Machinery Fund, or do anything in relation thereto. Request of the Superintendent of Streets.
Article 17. To see if the Town will raise and appropriate the sum of Five Hundred Dollars ($500.00) or any amount, to be expended by the School Committee for the preparation of plans for the development of the Roman property and the construction of buildings thereon, or do anything in relation thereto. Request of the School Committee.
Article 18. To see if the Town will vote to raise the salaries of the members of the Towns' regular police force, or do anything in relation thereto. Petition of Lawrence A. Babine, Jr., and others.
Article 19. To see if the Town will raise and appropriate a sum of money to meet the increase in salaries of the regular or permanent police force, or do anything in relation thereto. Petition of Lawrence A. Babine, Jr., and others.
Article 20. To see if the Town will vote to raise and appropriate a sum of money for insurance against injury during the performance of duty of the regular or permanent police force, or do anything in relation thereto. Petition of Louis L. Kleynen and others.
Article 21. To see if the Town will vote to instruct the Board of Selectmen to contract for one (1) electric light to be installed at the corner of Belmont Avenue and Columbia Street or do anything in relation thereto. On petition of John J. Finnerty and others ..
Article 22. To see if the Town will vote to instruct the Board of Selectmen to contract for three (3) electric lights to be installed on Westdale Avenue or do anything in relation thereto. Petition of William A. Anderson and others.
Article 23. To see if the Town will raise and appropriate the sum of Eight Thousand Four Hundred Dollars ($8,400.00) in addition to the regular school appropriation, to be expended by the School Committee, if it accepts such appropriation, for the purpose of raising the annual salary of each teacher (including supervisors) in the Wil- mington School System, retroactively from September 1, 1944, by tha amount of Two Hundred Dollars ($200.00). To see if the Town will vote to limit, restrict, or forbid any citizen of said Town of Wilmington, from holding more than one of the following Town Offices, at the same time, Selectman, Assessor, Treasurer and Collector of Taxes, or do anything in relation thereto. RECORD OF PROCEEDINGS OF THE TOWN MEETING HELD MARCH 5, 1945
In accordance with the foregoing warrant, the voters assembled at the Town Hall on the above date. The Meeting was called to order by the Moderator.
On motion of Ernest W. Eames it was voted to dispense with the reading of the warrant except the Constable's return which was read by the Town Clerk.
The Moderator examined the Ballot box which was found empty, the register indicated 0000, the Ballot box was then locked and the key delivered to the Constable.
The Ballot clerks and Tellers being duly sworn, the official ballots were then delivered to the Ballot Clerks and receipts were taken by the Town Clerk.
At 10 o'clock A. M. the Moderator declared the Polls open.
At eight o'clock P. M. the Moderator declared the Polls closed.
