To the Voters of the Town of Wilmington:
At a recent Special Town Meeting a Committee was appointed to study the By-Laws and Regulations of the Town and make recom- mendations for their amendment and revision.
After such study the Committee is of the opinion that the By- Laws should be rewritten rather than attempt to amend section by section, such parts that appear to call for revision.
The present By-Laws in many respects are outmoded and nume- rous additions should be made to provide for the handling of modern problems.
The Regulations of the Board of Health promulgated by the Selectmen, acting as a Board of Health, should be brought up to date.
Some years ago the Selectmen issued a series of Plumbing Reg- ulations and the Town should now decide upon the advisability of including such Regulations in the proposed summary of all regula- tions in view of the lack of an Inspector and the means of enforce- ment.
If the By-Laws are rewritten as the Committee suggests it will be necessary to so instruct this Committee. Considerable time and effort will be required but it is thought the proposals will be ready for inclusion in the next Annual Report. Each voter must be furnished a copy of all such new By-Laws and Regulations prior to voting thereon. The printing in the Annual Report should .result in a sub- stantial savings in cost as compared with printing and mailing to each voter a separate report.
This Committee is prepared to accept the assignment of rewrit- ing the By-Laws and Regulations if our suggestions are adopted and will be glad to have interested voters and taxpayers present their views.

On motion of August C. McLeod, it was voted that the joint re- port of the School Committee and Planning Board be accepted as one

of progress, that the life of the Committee be extended, and that it be specifically authorized (without intending thereby to limit by inference the scope of its other activities) to investigate, conduct preliminary negotiatons for, and report to a subsequent meeting as to the possibility of obtaining, from any Federal agency, a loan; advance or contribution of funds for the purpose of meeting the ex- penses of architectural and engineering services in connection with the plans for and lay-out of a new school building and/or athletic field.
Article 4. On motion of Herbert C. Barrows, it was voted that the Town raise and appropriate the several and respected sums as recommended by the Finance Committee, each item to be taken up and voted on separately, subject to amendment.

Drew, it was voted that the Town Treasurer with the approval of the Board of Selectmen, be and hereby is authorized to borrow money from time to time in anticipa- tion of the revenue of the financial year, beginning January 1, 1946, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws as amended.
Article 6 On motion of James J. Gilligan, it was voted that the sum of Five Hundred Dollars ($500.00) be raised and appropriated to pay for effecting insurance providing indemnity for the protection of the officers and employees of the Highway, Cemetery, Fire, and Police Departments of the Town against loss by reason of the liabil-

ity to pay damages to others for bodily injuries, including death, at any time resulting therefrom, caused by the operation within the scope of their official duties of employment of motor vehicles owned by the Town to an amount not exceeding Five Thousand Dollars ($5,000.00) on account of injury to or death of one person in accord- ance with the provisions of Sections 5, Chapter 40, of the General Laws.

Gilligan, it was voted that the Town authorize the Board of Selectmen, to sell at Public Auction, in the evening, properties taken by the Town under Tax Title fore- closure procedure, and be authorized to execute all documents nec- essary to carry out the purposes of this vote, provided however that before any sales are made, due notice of the time and place of sale shall be given by advertising in the local paper and Lowell Sun at least fourteen (14) days before the date, and deeds executed here- under must be recorded within twenty (20) days of their execution.
Article 9. On motion of Wavie M. Drew, it was voted that the sum of $421.23 be raised and appropriated to pay unpaid bills of the previous year.

Article 11. On motion of James J. Gilligan, it was voted that the Town raise and appropriate the sum of Seven Hundred Fifty Dollars ($750.00) for the purpose of leasing under the authority of Section 9 of Chapter 40, of the General Laws, as amended, the Amer- rican Legion Club House in Wilmington for the purpose of providing suitable headquarters for the Wilmington Posts of the American Le- gion and of the Veterans of Foreign Wars of the United States.
Article 12. On motion of Charles H. Black, it was voted that the Town accept the following streets as laid out by the Board of Survey and raise and appropriate the sum of Six Thousand Dollars ($6,000.00) to improve and put said streets or ways into a passable condition;

Article 16. On motion of James J. Gilligan, it was voted that the Board of Selectmen be instructed to purchase a Power Grader for the Highway Department, and to meet the cost of said purchase, Three Thousand Five Hundred Dollars ($3,500.00) be appropriated from the Excess and Deficiency Fund.
Article 17. On motion of Charles H. Black, it was voted that the Board of Selectmen, be instructed to contract for the purchase and installation of equipment for a Fire Alarm System and to meet the cost of same, Three Thousand Dollars ($3,000.00) be appropri- ated from the Excess and Deficiency Fund.
Article 18. On motion of Paul Emmons, it was voted that the Town accept from the Wilmington Salvage Committee, the money it now has on deposit in the Mechanics Savings Bank of Reading, less

any necessary deductible expenses, and pay the same to the Wilming- ton Veterans Advisory Committee and keep the same on deposit until such time as the Town shall vote some disposition of the same in connection with a suitable memorial to the veterans of World War 1st and 2nd.
Article 19. Motion by Wavie M. Drew, that the Town raise and appropriate the sum of Three Hundred and Fifty Dollars ($350.00) for the replacement of trees on Middlesex Avenue opposite the Town Hall.
Motion lost.
Article 20. On motion of James J. Gilligan, it was voted that the Town raise and appropriate the sum of Eleven Hundred Dollars ($1100.00) for the purchase, from the War Assets Corporation, of Fire Fighting Equipment loaned to the Town by the Office of Civ- ilian Defense, said appropriation to be transferred from the Excses and Deficiency Fund.
Article 21. Motion by Walter G. Buckle, that the Board of Pub- lic Welfare be and it is hereby authorized to appoint one of its mem- bers as agent for the Board and that the salary of such agent (which shall be the only compensation received by him from any source for the services performed as such agent) be and the same is hereby fixed at the annual amount of Two Thousand Dollars ($2,000.00) to be paid from and in conformity with the appropriation voted for the administration costs of said board.

Esler, it was voted that the Board of Selectmen be authorized to petition the State Legislature for authority to allocate the property known as Town Park, located on both sides of Main Street, excepting that portion now used for sports (about five acres) for the purpose of subdividing and devel- oping into home sites for veterans and that a committee of five (5) be appointed by the Moderator to work in conjunction with the Board of Selectmen, said Committee, to report at a later Town Meeting. WARRANT FOR SPECIAL TOWN MEETING JULY 8, 1946
To Harry J. Ainsworth, Constable of the Town of Wilmington:
Greetings :- In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qual- ified by law to vote in Town affairs to meet and assemble at the Town Hall on Monday, the Eighth Day of July next at 8:00 P.M., to con- sider and act on the following Articles:
Article 1. To see if the Town will vote to appropriate from Water Revenue Account to Water Department Salaries and Wages Account the sum of One Thousand Dollars, ($1,000.00), and from Water Revenue Account to Water Department Expense Account, the sum of Twenty-five Hundred Dollars, ($2,500.00), or do anything in relation thereto.
Article 2. To see if the Town will vote to authorize any com- mittee or officers of the Town to make an application or applications in the name and on behalf of the Town to the Federal Works Agency of the United States Government, for advances for the preparation of plans for the construction of an athletic field and a school build- ing or buildings on the Roman Property now owned by the Town, and to execute in the name and on behalf of the Town any agreement or agreements which may be required in connection therewith, or do anything in relation thereto.
Article 3. To see if the Town will vote to authorize the Board of Selectmen to petition the General Court for the enactment of Leg- islation authorizing the Town, upon acceptance thereof, to retire Ed- win L. Day, who had served faithfully for many years as Chief of the Fire Department, on pension, or do anything in relation thereto.
Article 4. To see if the Town will vote t oaccept the provisions of G. L. (Ter. Ed.) Chap. 48, Secs. 42 to 44 inclusive, relating to the establishment of a fire department, or do anything in relation thereto.
Article 5. To see if the Town wiwll vote to repeal that part of its building laws, foundations, Section 7, paragraph 4, reading "Building of Type 1 not over one story in height and not over 400 square feet floor area may be set upon cement posts less than 6 inches square, placed in earth at least 2 feet 6 inches and spaced not more than 6 feet apart" or do anything in relation thereto.
Article 6. To see if the Town will vote to accept the provisions of Chapter 587 of the Acts of 1946, authorizing the Board of Select-

Article 7. To see if the Town will vote to raise and appropriate any amount to be expended by the Selectmen under the authority of Chapter 587 of the Acts of 1946, if the same shall be accepted by the Town, or do anything in relation thereto.

To see if the Town will vote to raise and appropriate the sum of Three-Thousand Six-Hundred Dollars, ($3,600.00) to ex- tend the water main at the intersection of Burlington Ave. and Marion Street southwesterly along said Marion Street, for a distance of ap- proximately twelve hundred feet (1200) for the purpose of supplying water for a Veterans Housing Development, or do anything in rela- tion thereto.

The Moderator called the meeting to order at eight P.M.
On motion of Charles H. Black, it was voted to dispense with the reading of the WARRANT with the exception of the Constables return, which was duly read by the Town Clerk.

Article 1. On motion of Caleb S. Harriman, it was voted that the sum of One Thousand Dollars ($1,000.00) be appropriated from Water Revenue Account to Water Department Salaries and Wages Account, and the sum of Twenty-five Hundred Dollars ($2500.00) be appropriated from Water Revenue Account to Water Department Ex- pense Account.
Mr. Herbert C. Barrows reported for the Finance Committee that they had approved the sum of Twenty-Five Hundred Dollars ($2500.00) and disapproved the sum of One Thousand Dollars ($1,- 000.00).
Article 2. On motion of August McLeod, it was voted that a joint- committee composed of the School Committee and Planning Board, be authorized to make application or applications in the name and on behalf of the Town to the Federal Works Agency of the United States Government, for advances for the preparation of plans for the construction of an athletic field and a school building or buildings on the Roman Property now owned by the Town and to execute in the name and on behalf of the Town any agreement or agreements which may be required in connection therewith.

After the votes had been counted by the tellers, the Moderator announced that voted in the affirmative 23, voted in the negative 44. The Moderator declared the motion lost.
Article 7. On motion of Charles H. Black, it was voted to pass the Article. (No Action)
Article 8. To see if the Town will vote to raise and appropriate the sum of Three Thousand Six Hundred Dollars ($3600.00) to ex- tend the water main at the intersection of Burlington Avenue and Marion Street, southwesterly along said Marion Street for a distance of approximately twelve hundred (1200) feet, for the purpose of sup- plying water to a Veterans Housing Development, said water main to be extended first for five hundred fifty feet (550) and then the said extension is to be continued for an additional six hundred fifty feet (650) depending upon housing units being constructed and after approval of the Wilmington Water Commission, or do anything in relation thereto.
Mr. Herbert C. Barrows reported for the Finance Committee that they had disapproved the Article due to the fact that there were in- sufficient houses on the project.
Motion lost.
On motion of Charles H. Black, it was voted to adjourn.
