RECORD OF PROCEEDINGS OF THE ANNUAL TOWN MEETING HELD MARCH 11, 1946
In accordance with the foregoing WARRANT, the voters assem- bled at the Town Hall on the above date. The meeting was called to order by the Moderator Mr. Philip B. Buzzell.
On motion of Ernest W. Eames, it was voted to dispense with the reading of the WARRANT.
The Moderator examined the ballot box which was found empty, the register indicated 0000, the ballot box was then locked and the key delivered to the Constable.
The ballot clerks and tellers being duly sworn, the official bal- lots were then delivered to the ballot clerks and receipts were taken by the Town Clerk.
At ten o'clock A.M., the Moderator declared the polls open.

To Harry J. Ainsworth, a Constable of the Town of Wilmington: Greetings :- In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the Grange Hall, on Monday, the 11th day of March, next at 7:00 o'clock, P.M., to consider and act on the following articles:
Article 1. At seven P.M., the Moderator called the meeting to order.
Article 1. On motion of Herbert C. Barrows, it was voted that the sum of $107,000, be raised and appropriated for the purpose of laying water mains of not less than six inches in diameter (except that not more than $2500.00 of said total amount may be used for laying water mains of less than six inches in diameter) in the following streets:
Aldrich Rd., for a distance of approximately 3400 feet.
Ballardvale St., for a distance of approximately 950 feet.
Beacon St., for a distance of approximately 260 feet.
Belmont Ave., for a distance of approximately 660 feet.
Boutwell St., from present terminus near residence of John Hadley, to Taft Rd.
Brentwood Ave.
Burlington Ave., from present terminus near Swain Rd., to Forest St.
Fairview Ave., for a distance of approximately 550 feet.

Mr. Herbert C. Barrows reported for the Finance Committee that they had approved this Article.

Article 3. On motion of Charles H. Black, it was voted that the Board of Selectmen be instructed to purchase a truck, including equipment for the Highway Department and to meet the cost of said purchase, Two Thousand Seven Hundred Dollars ($2,700.00), be ap- propriated from the Excess and Deficiency Fund.
On motion of Walter G. Buckle, it was voted to adjourn.

Article 2. Appointments of Town offices under this Article to be made by the Board of Selectmen.
Article 3. REPORT OF COMMITTEES
To the Voters of the Town of Wilmington:
Your Committee appointed at the adjourned Annual Town Meet- ing held March 12, 1945, make the following progress report:
Appropriate investigation of the housing facilities of the equip- ment of the Fire Department and personnel has been made and in the opinion of the Committee it is inadvisable to spend the sum necessary to reconstruct the present station of Church because of its present condition and unsuitable location. No additional money should be spent on this structure more than necessary to maintain it in repair for the time being.
We consider it impractical at this time to agree to certain sug- gestions which have been made to remodel the barn on the Roman property for use of the Department. Several thousand dollars would be needed to provide facilities which would have to be abandoned when the improvement of the grounds and erection of a new High School building is to be effective if certain plans are carried out.
The New England Insurance Exchange for many years has strongly recommended the removal of the present Fire Station on Church Street to a more central location, suggesting the vicinity of the Common. Your Committee is of the opinion during the Post-war period the Federal Government will include in its plans, projects similar to those after the first World War for loans and grants to cities and towns for new municipal buildings. With a loan and grant available the Town will then be in a position to erect a fire station suited to its needs.
