Greetings :


In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the

at 9:45 o'clock in the forenoon. the polls to be opened at 10:00 A. M. and shall be closed at 8:00 P. M. for the election of Town Offices.


Article 1. To bring in your votes on one ballot respect- tively for the following named Town Offices, to wit: One Selectman, who shall also act as a member of the Board of Survey for the term of three years; one Assessor for the term of three years ; a Town Clerk for the term of one year ; a Town Treasurer for the term of one year ; a Collector of Taxes for the term of one year; a Constable for the term of one year ; one member of the Board of Public Welfare for the term of three years; two members of the School Committee for the term of three years; one member of the School Committee for the term of two years; two Trustees of the Public Library for the term of three years ; one member of the S. D. J. Carter Lecture Committee for the term of five years; one Water Commissioner for the term of three years; one member of the Planning Board for the term of three years ; one Tree Warden for the term of one year; one Trustee of Trust Funds for the term of three years; one Moderator for the term of one year.


You are also hereby further required and directed to notify and warn the said inhabitants of the Town of Wilming- ton, who are qualified to vote on elections and town affairs

Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the financial year beginning January 1, 1947, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 5. To see if the Town will vote to raise and ap- propriate the sum of Five Hundred Dollars ($500.00) to pay for insurance providing indemnity for the protection of the officers and employees of the Highway, Cemetery, Fire and Police Departments of the Town against loss by reason of their liability to pay damages to others for bodily injuries, including death, at any time resulting therefrom, caused by the operation, within the scope of their official duties or em- ployment of motor vehicles owned by the Town, to an amount not exceeding Five Thousand Dollars ($5,000.00) on account of injury to or death of one person, in accordance with the

provisions of Section 5, Chapter 40, of the General Laws, as amended or do anything in relation thereto.


Article 6. To see if the Town will vote to raise and ap- propriate the sum of Four Hundred Dollars ($100.00) for the observance of Memorial Day, and that the Moderator ap- point a committee who shall arrange and have charge of such observance, or do anything in relation thereto.


Article ?. To see if the Town will authorize the Board of Selectmen to sell at public auction in the evening, proper- ties taken by the Town under Tax Title foreclosure proce- dure, and to execute all documents necessary to carry out the purpose of this vote, provided however, that before any sales are made due notice of the time and place of sale shall be given by advertising in the local paper and Lowell Sun at least fourteen (14) days before the sale and deeds executed hereunder must be recorded within twenty (20) days of their execution, or do anything in relation thereto.


Article 8. To see how much money the Town will vote to raise and appropriate for Department 1946 Unpaid Bills.


Article 9. To see if the Town will vote to raise and ap- propriate the sum of One Hundred Dollars ($100.00) or some other amount. the money to be expended under the direction of the 4-H Town Committee, serving in co-operation with the Middlesex County Extension Service, under the provi- sions of Section 40 to 45, Chapter 129, General Laws of Massachusetts.


Article 10. To see if the Town will vote to raise and appropriate the sum of Seven Hundred and Fifty Dollars ($150.) for the purpose of renewing, under the authority of Section 9, Chapter 40 of the General Laws as amended, the lease of the American Legion Club House in Wilmington for the purpose of providing suitable headquarters for the Wil- mington Posts of the American Legion and of the Veterans of Foreign Wars of the United States or do anything in re- lation thereto.


Article 11. To see if the Town will vote to accept the following streets as laid out by the Board of Survey and raise

Article 12. To see if the Town will vote to raise and ap- propriate a sum of money for the purchase of a new auto- mobile and equipment therefor for the Police Department and/or authorize the sale or turnin of the present police car as credit toward such purchase or do anything in relation thereto.


Article 13. To see if the Town will vote to have a Com- mittee appointed to study and recommend what action should be taken by the Town to provide suitable housing facilities for the Fire Department equipment and personnel.


Article 14. To see if the Town will vote to authorize and direct the Selectmen to petition the General Court for authority to borrow money outside of the debt limit for the construction of a new elementary and/or other educational facilities, or do anything in relation thereto.


Article 15. To see if the Town will direct the Selectmen to prepare a division of the Town into convenient voting pre- cincts in accordance with the provisions of Section 6 of Chap- ter 54 of the General Laws (Ter. Ed.) as amended, or do any- thing in relation thereto.


Article 16. To see if the Town will raise and appro- priate the sum of Six Thousand Four Hundred and Seventy- five Dollars ($6,475.00) for the purpose of extending the water main from its present terminus at the corner of Lowell and West Streets along West Street for a distance of 1850 feet to the residence of John F. Gammons, et als, or do any- thing in relation thereto. On petition of Helen T. Gammons and others.


Article 17. To see if the Town will vote to raise and appropriate the sum of Nine Thousand Three Hundred

($9.300.00 ) for the purpose of extending the water main from Shawsheen Avenue westerly along Hopkins Street to a point at or near the Billerica Line, or do anything in relation there- to. On petition of Ernest Crispo and others.


Article 18. To see if the Town will vofe to raise and appropriate the sum of Eight Thousand Dollars ($8,000.00) for the purpose of extending the water main from the junc- tion of Lowell and Main Streets, southerly along Main Street for a distance of 2000 feet or do anything in relating thereto. On petition of Willis B. McIntosh and others.


Article 19. To see if the Town will vote to raise and appropriate the sum of Sixteen Hundred Twenty-Five Dol- lars ($1.625.00) for the purpose of extending the water main from Forest Street along Swain Road, West approximately 650 feet to or near the residence of Mr. John J. Farrell or do anything in relation thereto. On petition of John J. Farrell and others.


Article 20. To see if the Town will vote to raise and appropriate the sum of Six Thousand Seven Hundred and Fifty Dollars ($6,150.00) for the purpose of extending the water main from Salem Street along McDonald Road 2:00 feet, or do anything in relation thereto. On petition of Ed- ward Machean and others.


Article 21. To see if the Town will vote to raise and appropriate the sum of Two Thousand One Hundred and Eighty-seven Dollars and Fifty Cents ($2,18 ;. 50) for the pur- pose of extending the water main from its present terminus at the junction of Burlington Avenue and Harris Street, along Harris Street for a distance of 875 feet, or do anything in relation thereto. On petition of Wesley H. Baker and others.


Article 22. To see if the Town will vote to raise and appropriate the sum of One Thousand Seven Hundred and Fifty Dollars ($1,150.00) to extend the water main 100 feet along Miller Road, or do anything in relation thereto. On petition of Sidney R. Miller and others.


Article 23. To see if the Town will vote to raise and appropriate the sum of Four Hundred Fifty Dollars ($150.00) for the purpose of extending the water main from Salem Street northerly along Central Street to a point at or near the residence of Harry Solow or do anything in relation thereto. On petition of Harry Solow and others.

Article 24. To see if the Town will vote the necessary amount and provide the necessary authority to extend the town water from Forest Street to the residence of Mr. Gilbert W. Stalker, Edwards Road a distance of 120 feet or do any- thing in connection therewith. On petition of Gilbert W. Stalker and others.


Article 25. To see if the Town will instruct the Board of Selectmen to contract for one (1) electric light to be in- stalled on Brentwood Avenue. On petition of Harold Wood- man and others.


Article 26. To see if the Town will instruct the Board of Selectmen to contract for three (3) electric lights to be installed on Cook Avenue. On petition of Wesley J. Geldard and others.


Article 2. To see if the Town will instruct the Board of Selectmen to contract for one (1) electric light to be in- stalled on Mackey Road or do anything in relation thereto. On petition of James A. Mackey and others.


Article 28. To see if the Board will instruct the Board of Selectmen to contract for one (1) electric light to be in- stalled on Wilson Street or do anything in relation thereto. On petition of George W. Danico and others.


Article 29. To see if the Town will instruct the Board of Selectmen to contract for two (2) electric lights to be in- stalled on Pershing Street or do anything in relation thereto. On petition of Annie M. Murphy and others.


Article 20. To see if the Town will instruct the Board of Selectmen to contract for seven (?) electric lights to be installed ou McDonald Road, or do anything in relation there- to. On petition of Raymond E. Banks and others.


Article 31. To see if the Town will instruct the Board of Selectmen to contract for two (?) electric lights to be in- stalled on Brattle Street between Glen Road and Massachu- setts Avenue, or do anything in relation thereto. On petition of Charles F. Jordan and others.


Article 32. To see if the Town will instruct the Board of Selectmen to contract for one (1) electric light to be in- stalled on Carter Road, corner Crest Avenue, or do anything in relation thereto. On petition of John B. Fiola and others.

Article 33. To see if the Town will instruct the Board of Selectmen to contract for three (3) electric lights to be in- stalled on Burnap Street. On petition of Mary E. Gilligan and others.


Article 34. To see if the Town will instruct the Board of Selectmen to contract for two (?) electric lights to be installed on Shawsheen Road. On petition of Herbert R. Bout- well and others.


AArticle 35. To see if the Town will vote to accept the provisions of Chapter 6 of the Acts of 1947, which reads as follows :


Section 1. The Town of Wilmington may continue to maintain its fire department notwithstanding the fail- ure of the Town, prior to the establishment of said de- partment, to accept the provisions of sections forty-two to forty-four, inclusive of chapter forty-eight of the Gen- eral Laws, or corresponding provisions of earlier laws, and all acts and proceedings of said town and of its of- ficers in relation to the fire department, so far as they were invalid by reason of said failure, are hereby valid- ated and confirmed, and the chief and other officers and members of said department shall have the retirement and other rights to which they would be entitled if it had been originally established in the manner prescribed by law.


Section 2. This act, if accepted by the town at its next annual town meeting, shall take full effect on July first, nineteen hundred and forty-seven.


Article 36. To see if the Town will vote that the Town Clerk, Town Treasurer and Tax Collector shall hereafter be elected for a term of three (3) years, or do anything in re- lation thereto.

RECORD OF PROCEEDINGS OF THE ANNUAL TOWN MEETING HELD MARCH 3, 1947


In accordance with the foregoing Warrant the voters assembled at the Town Hall on the above date. The meeting was called to order by the Moderator, Mr. Philip B. Buzzell.


On motion of Ernest W. Eames, it was voted to dispense with the reading of the Warrant.


The Moderator examined the ballot box which was found empty, the register indicated 0000, the ballot box was then locked and the key delivered to the Constable.


The ballot clerks and tellers being duly sworn, the official bal- lots were then delivered to the ballot clerks and receipts were taken by the Town Clerk.


At ten o'clock A. M., the Moderator declared the polls open.


At eight o'clock P. M., the Moderator declared the polls closed.


The nanies checked on the check list numbered one thousand eight hundred twenty-two, (1,822), and the register indicated one thousand eight hundred twenty-two (1,822).

Article 2. REPORT OF COMMITTEES


To the Voters of the Town of Wilmington:


At the Annual Town Meeting held in March 1946, the Committee previously appointed to consider amendments to the By-Laws re- ported in due course. It indicated a desire to receive suggestions from any person wishing to recommend changes or amendments. During the past year no person has contacted any member of this Committee and unless specifically directed by the Town Meeting to revise the By-Laws and a sum of money appropriated for stenographic expense, the Committee believes no useful purpose will be accom- plished by continuing in office.
