Dental Health
Dental care is still one of our greatest needs. There are indica- tions that this need may be met in the near future.
Routine duties i. e., nurse-teacher conferences, home visiting, vision and hearing tests in special cases, assisting the school physician with physical examinations, and the necessary follow-up, have all been a part of the years' work.
My sincere thanks to you, Mr. Bean, to the teachers, and to all who have helped to make this, a year of progress.

TOWN OF WILMINGTON REPORT OF FINANCE COMMITTEE
TO THE VOTERS AND CITIZENS OF WILMINGTON :-
Your Committee herewith present their report and recommendations on Departmen Budgets and Warrant Articles to be acted on at the Annual Town Meeting, March 10, 1947
We have been faced with unusual problems this year, several Departments have sub mitted estimates far in excess of those of previous years and on account of existing conditions as to labor costs and material prices we are unable to make much of an: reduction in these estimates, all of which have received our careful consideration afte conferences with Department heads and the Board of Selectmen.
Budget recommendations for the various departments to be raised by taxation exceed those of last year by the sum of $33,046.00 which does not include amounts added to thes. appropriations from Water Revenue and other available funds.
We have approved such Warrant Articles that we feel are necessary expenditure but we have not recommended any Articles calling for water extensions this year for the following reasons - namely: Those which were voted at the last March Meeting ar only about half completed and we have received from the Water Commissioners a lette received by them under date of Feb. 21, 1947, from the Warren Pipe Co., which state that delivery of pipe cannot be made under eight months from date order is received which would mean next November or December before delivery might be expected, price. of pipe valves and fittings are at their highest level now and it seems unwise to us to raise any money this year under these conditions.
In regard to the Acceptance of new streets, we have visited those named in Article 1: and can only approve three of them as being worthy of acceptance in their presen condition, we would advise that until some definite improvement has been made in ou: general highways that no new layouts should be made.
We cannot close our eyes to the growing tax burden imposed on our home owners Our uncollected taxes as of Jan. 1st last amount to about $75,000.00 which would indicate that despite our recent period of so-called prosperity the tax burden was too much for some of our citizens. We have many residents who are now living out their days or modest incomes or Old Age Assistance and to increase their burden in this trying anc unsettled period may be of serious consequence. With the upward revised valuations imposed on the Town this past year we feel that we are near the limit of the amount we can raise by taxes on real estate for Town operation and maintenance costs.

To see if the Town will authorize the Board of Selectmen to sell at public auction in the evening, properties taken by the Town under Tax Title foreclosure procedure, and to execute all documents necessary to carry out the purpose of this vote, pro- vided however, that before any sales are made due notice of the time and place of sale shall be given by adver- tising in the local paper and Lowell Sun at least fourteen (14) days before the sale and deeds executed hereunder must be recorded within twenty (20) days of their execution, or do anything in relation thereto.

Article 8. To see how much money the Town will tote to raise and ap- propriate for Department 1946 Unpaid Bills. 703.0

Article 9. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars ($100.00) or some other amount, the money to be expended under the direction of the 4-H Town Committee, serving in co- operation with the Middlesex County Extension Service, under the provisions of Section 40 to 45, Chapter 129, Gen- eral Laws of Massachusetts.

Article 10. To see if the Town will vote to raise and appropriate the sum of Seven Hundred and Fifty Dollars ($750.00) for the purpose of renewing, under the authority of Section 9, Chap- ter 40 of the General Laws as amended, the lease of the American Legion Club House in Wilmington for the purpose of providing suitable headquarters for the Wilmington Posts of the American Legion and of the Veterans of Foreign Wars of the United States or do any- thing in relation thereto.

Article 11. To see if the Town will vote to accept the following streets as laid out by the Board of Survey and raise and appropriate the sum stated to put said streets or ways into a pass- able condition :-

Article 13. To see if the Town will vote to have a Committee appointed to study and recommend what action should be taken by the Town to pro- vide suitable housing facilities for the Fire Department equipment and per- sonnel.

Article 14. To see if the Town will vote to authorize and direct the Select- men to petition the General Court for authority to borrow money outside of the debt limit for the construction of a new elementary and/or high school and/or other educational facilities, or do anything in relation thereto.

To see if the Town will raise and appropriate the sum of Six Thousand Four Hundred and Seventy- five Dollars ($6475.00) for the purpose of extending the water main from its present terminus at the corner of Low- ell and West Streets along West Street for a distance of 1850 feet to the resi- dence of John F.
