RECORD OF PROCEEDINGS OF SPECIAL TOWN MEETING HELD MARCH 8, 1948
The Moderator called the meeting to order at 8:00 P. M.
On motion of Charles H. Black, it was voted to dispense with the reading of the Warrant.
Article 2. REPORT OF COMMITTEES
To the Voters of the Town of Wilmington:
Your committee, appointed at the Adjourned Annual Town Meet- ing, held March 10, 1947, make the following report:
The Committee decided that the conditions of the present Fire Station make it necessary for the Town to provide suitable housing for the equipment and men as soon as possible, and agree with the report of a prior Committee that no money should be spent on the present structure-other than necessary repairs.
Mr. Ernest W. Eames investigated possible locations for the erection of a new Fire Station, and it was found there are two lots on Church Street that the Town could purchase. One lot is between the present Station and Masonic Hall -the other on the S/E side of Church Street, facing the entrance of Clark Street.
A signed agreement to sell is attached to this report.
Dr. Gerald A. Fagan investigated the possibility of securing Fed- eral Grants and found that none were available at this time.
Your Committee was unable to secure plans for the construction of a Fire Station, but a sketch was drawn by the late Chester T. Horton, who was a member of the Fire Department for many years, and understood the needs of a Fire Department. His sketch is filed with this report for possible future use.
The present general economic conditions require your Committee to recommend postponement of any construction program.

Article 4. On motion of Wavie M. Drew, it was voted, that the Town Treasurer, with the approval of the Board of Selectmen, be and hereby is authorized to borrow money from time to time in anticipa- tion of the revenue of the financial year beginning January 1, 1948. and to issue a note or notes therefore, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.
Article 5. On motion of Frank W. Dayton, it was voted that the sum of $900.00 be raised and appropriated to pay for effecting insur- ance providing indemnity for the protection of the officers and em- ployees of the Highway, Cemetery, Fire and Police Departments of the Town against loss by reason of the liability to pay damages to others for bodily injuries including death and property damage, at any time resulting therefrom, caused by the operation within the scope of their official duties of employment of motor vehicles owned by the Town to an amount not exceeding Five Thousand Dollars ($5,000.00) on account of injury to or death of one person, and property damage, in accordance with the provisions of Section 5, Chapter 40, of the Gen- eral Laws, as amended.
Article 6. On motion of Bernard McMahon it was voted that the Town raise and appropriate the sum of Four Hundred Dollars ($400.00) for the observance of Memorial Day, and that the Moderator appoint

Article 7. On motion of Charles H. Black, it was voted that the Town authorize the Board of Selectmen, to sell at Public Auction in the evening, properties taken by the Town under Tax Title foreclosure procedure, and be authorized to execute all documents necessary to carry out the purposes of this vote, provided however, that before any sales are made, due notice of the time and place of sale shall be given by advertising in the local paper and Lowell Sun at least four- teen (14) days before the date, and deeds executed hereunder must be recorded within twenty ((20) days of their execution.
Article 8. On motion of Wavie M. Drew it was voted that the sun of $1,655.35 be raised and appropriated to Department 1947 un- paid bills.
Article 9. On motion of Frank W. Dayton, it was voted that the Town raise and appropriate the sum of One Hundred Dollars ($100.00) the money to be expended under the direction of the 4-H Town Com- mittee serving in co-operation with the Middlesex County Extension Service, under the provisions of Section 40 to 45, Chapter 192, General Laws of Massachusetts.
Article 10. On motion of Mr. Woods, it was voted that the Town raise and appropriate the sum of Seven Hundred Fifty Dollars ($750.00) for the purpose of renewing, under the authority of Section 9, Chapter 40, of the General Laws as amended, the lease of the American Legion Club House in Wilmington for the purpose of providing suitable head- quarters for the Wilmington Posts of the American Legion and of the Veterans of Foreign Wars of the United States.
Article 11. On motion of Mr. Irving D. Appleby, it was voted that the Board of Selectmen be and they are hereby authorized and em-

powered in their discretion to sell, dispose of and convey in the name and on behalf of the Town the parcel of land belonging to the Town on Chestnut Street on which the South School stands including said school building upon the best terms obtainable.
Article 12. On motion by Mr. James White, it was voted that the Town raise and appropriate the sum of $4,000.00 for the purchase of one KBS-7 International Truck for the Highway Dept.
Article 13. On motion of Mr. James White, it was voted that the Town raise and appropriate the sum of $300.00 for the purchase of a Landside Baker snow plow for the Highway Dept.
Article 14. Motion by Mr. Rich that the Town raise and appro- priate the sum of Fourteen Hundred ($1,400.00) for the purpose of installing Two-way Communication equipment in accordance with Federal Communication Commission and Massachusetts Department of Conservation requirements, for the use of the Fire Department. Mo- tion lost.
Article 15. On a motion by Mr. Rice, it was voted that the Townl raise and appropriate the sum of Two Hundred and Ninety-two Dollars and four cents ($292.04) with the unexpended balance of Fire Alarm installation $357.96.
Article 16. No action.
Article 17. On motion by Mr. Edward Page, it was voted that the Town raise and appropriate the sum of Three Hundred and Fifteen ($315.00) dollars for the purchase of a power lawn mower for the use of the Park Dept.
Article 18. On motion of Frederick Horton it was voted that the Town raise and appropriate the sum of Four Hundred and Fifty Dol- lars ($450.00) for the purpose of reconditioning the Town Common and the laying out of a temporary baseball field.
Article 19. Voted, on motion by Edward C. Manning that the Moderator be instructed by the Town to appoint two (2) Advisory Members to the Planning Board. Mr. Caleb S. Harriman and Mr. Paul E. Todd were appointed.
Article 20. On motion by Wavie M. Drew it was voted that the Town accept Jaquith Road for a distance of 500 feet as laid out by the Board of Survey and raise and appropriate the sum of Five Hundred Dollars ($500.00) to put said street into a passable condition.
Article 21. On a motion by Charles H. Black is was voted that action on Articles 21 to 31 inclusive be considered and acted upon as

one article, -- that the Board of Selectmen be instructed to contract for street lights as called for by Articles 21 to 31 inclusive and as recom- mended by the Finance Committee.
Article 32. On an amendment by Mr. Barrows, it was voted that the Town raise and appropriate the sum of Sixty Eight Hundred Dol- lars ($6,800.00) for the purpose of laying a water main from Glen Road northerly down King Street a distance of 1800 feet and Bartlett Street (continuation of King Street) 700 feet, work to be let out by contract.
Article 33. Motion by Mr. Barrows to amend article by letting out on contract. Motion lost. Voted, that the Town raise and appropriate the sun of one Thousand Eight Hundred and Ninety Dollars ($1,890.00) for the purpose of extending the water main from West Street westerly along Nickerson Ave. to a point at or near the residence of Edwin J. Watkins.
Article 34. On motion of Mr. Coulter it was voted that the Town raise and appropriate the sum of Nine Thousand Three Hundred and Ninety four Dollars ($9,394.00) for the purpose of extending the water main from Harris Street along Cedar Street and Burt Road for a dis- tance of 2400 feet.
Article 35. Voted, that the Town raise and appropriate the sun of Five Thousand and Thirty Seven Dollars and Fifty cents ($5,037.50) for the purpose of extending the water main from Middlesex Avenue easterly along North Street approximately 1550 feet.
Article 36. Voted, that the Town raise and appropriate the sum of Twenty Five Hundred Dollars ($2,500.00) for the purpose of ex- tending the water main from Forest Street easterly on Swain Road for a distance of approximately six hundred feet (600).
Article 37. Voted, that the Town raise and appropriate the sum of Seventeen Hundred and Fifty Dollars ($1,750.00) for the purpose of extending the water main approximately Five Hundred Feet (500) along Brattle Street to the corner of Massachusetts Avenue.
Article 38. On motion of Mrs. Ruth Sullivan, it was voted that. the Town raise and appropriate the sum of Three Thousand Two Hun- dred Dollars ($3,200.00) for the purpose of constructing a sidewalk on the South side of Grove Avenue front Main Street to Wild Avenue, a distance of 1500 feet more or less.
Article 39. On a motion by Talbot Sidelinker it was voted to raise and appropriate the sum of $4,500.00 to the Park Commissioners of the Town, for the purpose of providing and insuring the privacy of the Residents of Wilmington, and their guests, who may use Town

owned land which in 1941 was established as a Public Park and is situated in the rear of the Mildred Rogers School and bordering Silver Lake, by grading and enclosing said area, also that any unexpended money of this appropriation shall be used for the enforcing of the provisions of this Article. This Park shall be known and used as Wilmington's Beach Playground.
Article 40. Motion by Mr. Hoban to pass article 40-41. No action.
On motion of Charles H. Black, it was voted to adjourn. 466 voters present.
