In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the

at 9:45 o'clock in the forenoon, the polls to be opened at 10:00 A. M. and shall be closed at 8:00 P. M., for the election of Town Offices.


Article 1. To bring in your votes on one ballot respect- ively for the following named Offices, to wit : One Selectman. who shall also act as a Member of the Board of Survey for the term of three years; one Assessor for the term of three years; a Constable for the term of one year ; one Member of the Board of Public Welfare for the term of three years; two Members of the School Committee for the term of three years ; two Trustees of the Public Library for the term of three years ; one Member of the S. D. J. Carter Lecture Committee for the term of five years; one Member of the S. D. J. Carter Lecture Committee for the term of four years; one Water Commissioner for the term of three years; one Member of the Planning Board for the term of three years; one Tree Warden for the term of one year ; one Trustee of Trust Funds for the term of three years; one Moderator for the term of one year.


You are also hereby further required and directed to notify and warn the said inhabitants of the Town of Wilming- ton, who are qualified to vote on elections and Town affairs therein, to assemble subsequently and meet in Town Meeting at the Grange Hall, Wildwood Street, in said Town of Wil- mington

Article 3. To see how much money the Town will vote to raise and appropriate for the following items :

Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1949, and to issue a note or notes therefor, payable within one year, and to re- new any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, Gen- eral Laws.


Article 5. To see if the Town will vote to raise and ap- propriate the sum of One Thousand Dollars ($1,000.) to pay for insurance indemnity for the protection of the officers and employees of the Highway, Cemetery, Fire and Police De- partments of the Town against loss by reason of their lia- bility to pay damages to others for bodily injuries including death and property damage, at any time resulting therefrom, caused by the operation, within the scope of their official du- ties or employment of motor vehicles owned by the Town, or do anything in relation thereto.


Article 6. To see if the Town will vote to raise and ap- propriate the sum of Five Hundred Dollars ($500.) for the observance of Memorial Day, and that the Moderator appoint a Committee who shall arrange and have charge of such ob- servance, or do anything in relation thereto.


Article 7. To see if the Town will authorize the Board of Selectmen to sell at Public Auction in the evening, proper- ties taken by the Town under Tax Title foreclosure proce- dure, and to execute all documents necsesary to carry out the purpose of this vote, provided however, that before any sales are made due notice of the time and place of sale shall be given by advertising in the local paper and Lowell Sun at

least fourteen (14) days before the sale and deeds executed hereunder must be recorded within twenty days (20) of their execution, or do anything in relation thereto.


Article S. To see how much money the Town will vote to raise and appropriate for Department 1948 Unpaid Bills.


Article 9. To see if the Town will vote to raise and ap- propriate the sum of One Hundred Dollars ($100.00) or some other amount, the money to be expended under the direction of the 4-H Town Committee, serving in co-operation with the Middlesex County Extension Service, under the provisions of Sections 40 to 45, Chapter 129, General Laws of Massachu- setts.


Article 10. To see if the Town will vote to raise and ap- propriate the sum of One Thousand Two Hundred Dollars ($1200.00) for the purpose of providing a fence at the Town Dump on Salem Street, or do anything in relation thereto.


Article 11. To see if the Town will vote to appoint a Committee to investigate the need of providing facilities for storage of Town Records and make recommendations con- cerning the same, or do anything in relation thereto.


Article 12. To see if the Town will vote to instruct the Board of Selectmen to petition the Director of Accounts for the installation of the State system of Accounting, or do any- thing in relation thereto.


Article 13. To see if the Town will vote to raise and ap- propriate the sum of Four Hundred Twenty Dollars ($420.00) for the purchase of a new automobile and the equipment therefor for the use of the Police Department and authorize the sale or trade in of the present automobile as a credit towards such purchase or do anything in relation thereto.


Article 14. To see if the Town will vote to authorize the Board of Public Welfare to purchase an automobile for the use of said Department, and raise and appropriate the sum of Two Thousand Dollars ($2,000.00) for the purchase of such automobile-any balance of such appropriation not required for such purchase to be added to the general appropriation for expenses of said Department, or do anything in relation thereto. Request of Board of Public Welfare.

Article 15. To see if the Town will vote to raise and ap- propriate the sum of One Thousand One Hundred Thirty- Two Dollars ($1,132.00) for improving the beach area and providing boat and float facilities at Silver Lake Park, or do anything in relation thereto. On request of the Park Depart- ment.


Article 16. To see if the Town will vote to instruct the Moderator to appoint two (2) Advisory Members to the Plan- ning Board, or do anything in relation thereto. On request of the Park Department.


Article 17. To see if the Town will vote to raise and ap- propriate the sun of Fifty Dollars ($50.00) for the purpose of reconditioning the Honor Roll for World War II Veterans, or do anything in relation thereto. On request of the Park Department.


Article 18. To hear and consider the report of the Com- mittee appointed pursuant to vote adopted at the Special Town Meeting held November 29, 1948 to investigate and re- port upon the subject of additional school accommodations and to see how much money the Town will vote to appro- priate for the purpose of carrying out the recommendations of the said Committee and determine how the same shall be raised, whether by taxation, transfer from other available funds, borrowing or otherwise, or do anything in relation thereto. By request of the Committee.


Article 19. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500.00) for the purpose of renewing under the authority of Section 9 of Chapter 40 of the General Laws as amended the lease of the American Legion Clubhouse in Wilmington for the purpose of providing suitable headquarters for the Wilmington Post of the American Legion, or do anything in relation thereto.


Article 20. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500.00) for the purpose of leasing under the authority of Section 9 of Chapter 40 of the General Laws as amended the Veterans of Foreign Wars Clubhouse on Main Street in Wilmington for the purpose of providing suitable headquarters for the Wil- mington Post of the Veterans of Foreign Wars of the United States, or do anything in relation thereto.

Article 21. To see if the Town will raise and appro- priate a sum of money for the purpose of having the Board of Assessors issue an assessed valuation book, or do anything in relation thereto. Request of Clarice L. Robinson and others.


Article 22. To see if the Town will vote to establish a Special Committee consisting of five members to make a study and recommendation on the Town Manager Form of Government and to see what sum the Town will raise and appropriate for the use of the Committee or what it will do in relation thereto. Article 26. To see if the Town will vote to raise and ap- propriate the sum of One Thousand Five Hundred Dollars ($1,500.00) to complete Main Street 1947 Water Main Ex- tensions, or do anything in relation thereto. Request of Water Commissioners.

To see if the Town will vote to raise and ap- propriate the sum of Sixteen Thousand Nine Hundred Dol- lars ($16,900.00) for the purpose of laying the water main from Woburn Street along Eames Street to Main Street ap- proximately 3400 feet, and the sum of One Thousand Six Hundred Dollars ($1,600.00) for use of Highway Department · for repairing and resurfacing said street. or do anything in relation thereto. On petition of Frank E. Darling and others.


Article 28. To see if the Town will vote to raise and ap- propriate the sum of Eighteen Thousand Dollars ($18,000.00) for the purpose of laying the water main from the residence of Mrs. Elsie Lloyd southerly along Main Street to the North Woburn Line approximately 3600 feet, or do anything in re- lation thereto. On petition of Frederick H. Stevens and others.


Article 29. To see if the Town will vote to raise and ap- propriate the sum of Nine Thousand Two Hundred Dollars ($9,200.00) for the purpose of laying a water main along Brand Avenue a distance of 1600 feet, along Baker Street a distance of 600 feet, along Taplin Avenue a distance of 750 feet and the sum of One Thousand One Hundred Dollars ($1,100.00) for the purpose of repairing said streets or do anything in relation thereto. On petition of Joseph L. Cun- ningham and others.


Article 30. To see if the Town will vote to raise and ap- propriate the sum of Five Thousand Dollars ($5,000.00) for the purpose of extending the water main along Grove Street from West Street easterly to the Boston and Maine Railroad, a distance of approximately 1250 feet. Forty-one Hundred Dollars ($4,100.00) to be expended in the extension of water main. Nine Hundred Dollars ($900.00) to be expended in re- surfacing of street, or do anything in relation thereto. On pe- tition of John Denehy and others.


Article 31. To see if the Town will vote to raise and ap- propriate the sum of Six Thousand Five Hundred Dollars ($6,500.00) to lay the water main from Shawsheen Avenue northerly along Nassau Avenue to Eagle Road a distance of approximately 1400 feet and easterly along Eagle Road to the standpipe a distance of 350 feet and for the sum of Two Thousand One Hundred Dollars ($2,100.00) for the use of the Highway Department for repairing said street or do anything in relation thereto. On petition of Albert Lane and others.

Article 32. To see if the Town will vote to raise and ap- propriate the sum of Three Thousand Three Hundred Dollars ($3,300.00) to lay the water main from Shawsheen Avenue southerly along Carter Lane approximately Thirteen Hundred and Fifty feet (1350) to the residence of Arthur A. Cote and also the sum of One Thousand Six Hundred Dollars ($1,600.) to repair and resurface said street or do anything in relation thereto. On petition of Eben Johnson and others.


Article 33. To see if the Town will vote to raise and ap- propriate the sum of Four Thousand Three Hundred Dollars ($4,300.00) for the purpose of extending the water main from Westdale Avenue up Ayotte Street to Crest Avenue, along Crest Avenue to Warren Avenue, approximately 700 feet, or do anything in relation thereto. On petition of Arthur B. Har- per and others.


Article 34. To see if the Town will vote to raise and ap- propriate the sum of Five Thousand One Hundred and Fifty Dollars ($5,150.00) for the purpose of laying a water main on Morse Avenue a distance of 1300 feet, or do anything in relation thereto. On petition of Edward J. Moore and others.


Article 35. To see if the Town will vote to raise and ap- propriate the sum of Seven Hundred Dollars ($100.00) to re- pair Morse Avenue after the water main is installed or do anything in relation thereto. On petition of Edward J. Moore and others.


Article 36. To see if the Town will vote to raise and ap- propriate the sum of Four Thousand Two Hundred Dollars ($4,200.00) for the purpose of extending the water main from Burlington Avenue along Beech Street for a distance of 1050 feet or do anything in relation thereto. On petition of Joseph De Lucia and others.


Article 3%. To see if the Town will vote to raise and ap- propriate the sum of Two Thousand Eight Hundred Dollars ($2,800.00) for the purpose of extending the water main from Forest Street up Cochrane Road for a distance of 700 feet and Seven Hundred Dollars ($?00.00) for the use of the High- way Department to repair said street or do anything in rela- tion thereto. Article 38. To see if the Town will vote to raise and ap- propriate the sum of Nine Thousand Five Hundred Dollars ($9,500.00) for the purpose of extending the water main 2750

feet along Marion Street to the residence of Thomas Connolly and One Thousand Five Hundred Dollars ($1,500.00) for the use of the Highway Department to repair and resurface said street or do anything in relation thereto. On petition of Charles A. Lawson and others.


Article 39. To see if the Town will vote to accept Sec- tion 6B of Chapter 40 of the General Laws which reads :- Section 6B-A City or Town which accepts this section may appropriate money for the purchase of uniforms for members of its Fire and Police Departments, or do anything in relation thereto. On petition of Francis J. Farrell and others.


Article 40. To see if the Town will vote to raise and ap- propriate a sum of money for the purpose of purchasing uni- forms for the members of the Police Department or do any- thing in relation thereto. On petition of Lawrence T. Side- linker and others.


Article 41. To see if the Town will vote to accept Ja- quith Road for a distance of 500 feet, as laid out by the Board of Survey, and raise and appropriate the sum of Three Hundred Dollars ($300.00) to put said street in a passable condition, or do anything in relation thereto. On petition of Louise Boncore and others.


Article 42. To see if the Town will vote to transfer from the Road Machinery Fund the sum of Six Hundred Fifty Dollars ($650.00) to the Highway Department Account for the purpose of purchasing a motorized mowing machine for cutting brush, weeds, etc., or do anything in relation thereto. Request of the Superintendent of Streets.


Article 43. To see how much money the Town will vote to raise and appropriate for interest paid in 1948 in excess of the appropriation, or do anything in relation thereto.


Hereof fail not and make due return of this Warrant, or a certified copy thereof, with your doings thereon, to the Town Clerk as soon as may be and before said meeting.

During the past year, this faithful servant of the Town of Wil- mington passed away after having served this community for many years.


RECORD OF PROCEEDINGS OF ANNUAL TOWN MEETING HELD MARCH 7, 1949


In accordance with the foregoing Warrant, the voters assembled at the Town Hall on the above date. The meeting was called to order by the Moderator, Mr. Philip B. Buzzell. Article I was read by the Town Clerk. On motion of Mr. Ernest W. Eames it was voted to dispense with further reading of the Warrant.


The Moderator examined the ballot box which was found empty, the register indicating 0000. The ballot box was then locked and the keys delivered to the Chief of Police, Paul J. Lynch.


The ballot clerks and tellers having been duly sworn to the faithful performance of their duties, the official ballots were deliv- ered to the ballot clerk and receipts taken by the Town Clerk.


At ten o'clock A. M. the Moderator declared the polls open.


At eight o'clock P. M. the Moderator declared the polls closed.
