Society owes duties to the vicious and criminal, the performance of which may reform some and diminish the number of offenders against society. The execu- tion of the laws is imperative, but they should be ex- ecuted in a humane manner; and I suggest for your consideration in this connection that the police station demands your early attention. The persons confined in its cells may be bad, but that is no reason why they should be confined in a bad place --- dark, damp, un- ventilated and unfit for human habitation. Nor can it be useful to them or the public to have men and women in the same room where they can converse with each other. If we would have them become men and wo- men at any future time, such as will respect them- selves and be respected by others, let us begin by treating them as men and women, vicious though they be.

CONCLUSION.
In conclusion, gentlemen of the city council, let us execute the trust imposed upon us by the votes of our fellow citizens, faithfully, and to the best of our knowledge and ability. We should not consider too carefully how our action will affect ourselves person- ally, or how it will affect us politically, but what are our duties, and what is for the best interest of the city, remembering that it is better to be right than to be credited with being right when we are wrong. Still let us cultivate the spirit of unity and mutual forbearance, that our administration may be satisfac- tory to ourselves, and beneficial to the people we rep resent.
ADDENDUM.
The sudden and lamented death of Mayor William H. Huse, on the 28th of March, occasioned a vacancy that required to be filled immediately ; and without some reference to that this annual report would be incomplete, as it would not name the mayor succeeding for the greater part of the year. Turning to the record, we find that on April 3d, the two branches of the city government met in joint convention to fill that vacancy, Alderman John J. Putnam presiding. In the meantime Alderman Albert Cushing Titcomb had resigned at the solicitation of other members, that he might be- come a candidate ; and on the first ballot he receive twenty-three votes and was declared the unanimous choice of the city council.
Being duly notified, Mr. Titcomb appeared, was conducted to the chair and delivered the following address :
Mr. President and Gentlemen of the City Council :
This is an occasion of sadness and sorrow to me, for while I thank you for the honor conferred upon me my heart is heavy at the loss of him who so recently walked and sat among us. No eulogy of our late mayor is necessary tonight. The press and the pulpit have spoken. But I would fain add to their words my high appreciation of his worth and integrity. We who have been associated with him for the past few months, know how devoted he was to the best interests of this our beloved city, and how de- sirous that it might be a better and a purer abiding place. But he is gone.
" Gone to that better world of bliss, While here he made the best of this."
Gentlemen, you have called me to fill his place. With great reluctance I accept, knowing that the responsibility is a great one. But if we work to- gether-keeping in view economy, being careful of expenditures, and faith- ful of the trust imposed on us, our administration will no doubt prove suc- cessful and satisfactory to all. With firmness in the right, "as God gives us to see the right," let us continue the work so nobly begun. Mr. presi- dent and gentlemen, I have had but little experience in municipal affairs ; I ask your kind support, and in return, promise to fulfill the duties of the office of Mayor of the City of Newburyport to the best of my ability. With this assurance on my part I am ready to take the oath.
The oath of office was then administered by City Clerk Stevens, when Mayor Titcomb introduced Rev. Samuel J. Spalding, D. D., who invoked the Divine blessing on the Mayor and the administra- tion of public affairs in his hands, after which the two branches separated and the official business was resumed.

I have examined the accounts of city clerk, city treasurer, and clerk of the board of overseers, and find them well kept, and prop- erly vouched. The investments of the different funds, I find in the hands of the treasurer, correct; trial balance at the close of the financial year to agree with the ledger accounts. The amount of taxes due the city on December 17, 1887, was $44,483 84-100. which upon examination accords with the collector's return.
