REPORT.


To the City Council of the City of Newburyport:


GENTLEMEN :- The Overseers of the Poor, to whom is committed a general oversight and care of the poor in all its departments, would respectfully submit their ninth annual report.


GENERAL STATEMENT.


The total cost of the Poor Department for the year ending Nov. 30, 1887, has been $18,353.58, which is $1,040.64 less than last year of 1886, and $1,875.21 less than the year 1885.


The income received during the past year from various sources was $3,399.79, thus reducing the expense to $14,953.79, $546.21 undrawn from the appropriation.

REPORT OF THE OVERSEERS OF THE POOR.


ALMSHOUSE.


The almshouse continues under the care of Mr. E. J. Lunt as superintendent, and Mrs. E. J. Lunt as matron, and their manage ment has given good satisfaction to the Board of Overseers. One or more have visited the house every week, and in person looked after its management, thereby becoming personally acquainted with the inmates, who, for various causes, have been reduced to poverty, and consequently placed under their care and protection.


Great care has been taken in purchasing food and clothing used in the house. No extravagant prices have been paid, and all arti- cles purchased have been examined before bought.


All the vegetables raised on the city farm have been consumed in the house. An average number of 58 have resided in the house during the year, at a weekly cost of $1.37.


INSANE.


The increase of insanity in our city is remarkable, and not easy to account for. New cases are arising every few days to take the places of those deemed sufficiently recovered to be returned to their friends or to the almshouse.
