Report of the Superintendent of Schools
Gentlemen of the Committee:
The annual report of the Superintendent is herewith submitted, it being the 21st since the office was instituted in this city and the 7th report of the present official.
Like previous reports it must deal very largely with the questions, difficulties, failures and we hope successes which are experienced each year in the conduct of the schools.
We cannot review the work of the past year with entire satisfaction. For reasons beyond the control of the School Committee the work of the schools for the year 1911-12 was time and time again interrupted by defects in the material equipment of the schools.
In the early part of the year the heating plant of the Curtis School was changed, a new boiler being found necessary in place of the one which had served the purpose for twenty years. This took eleven days out of the school work. Soon after an accident happened to this new boiler to remedy which cost two more days of school work.
Rejoiced as we all were to enter the new Albert Currier School on October 14th of last year, our joy was soon turned into sorrow because of the serious defects in the heating and ventilation of the building.
The teachers of the school were as patient and efficient under the strain as possible. The uneven temperature and the vitiated air of the rooms made their work doubly hard. With the changes that have now been made it was hoped that the unfavorable conditions would have been reduced to a minimum. We are convinced however, that something is still radically wrong with the heating and ventilating system.
Nearly every school has lost time of varying lengths because of the fact that the material or mechanical equipment of the building has been faulty.
Ventilation poor, toilets out of order, furnace out of repair, sewer stopped up, defective boiler, etc. are among many other causes for the closing of the schools and a consequent loss of time on the part of the teachers and pupils.
ATTENDANCE.
It is interesting to notice that while the total enrollment of our schools has decreased from two thousand one hundred and twenty-seven to two thousand fifty, the average membership, the average attendance and the

per cent of attendance have all increased over the figures of the preceding year.

The gain as indicated by these figures is slight, but it is a gain which shows that children are being held in the schools by some force or other better than before.
More illness has occurred among the teachers during the last school year than ever before. Twenty-nine of the sixty-two teachers were out of school, an aggregate of two hundred and fifty-one sessions. This is an average of nine sessions for each teacher or an average of more than four sessions for every teacher in the city.
The usual amount of children's diseases have run their course and have had their effect on the attendance and the work of the schools. Add to all that has been already indicated the fact that the course of study has been modified and the text book in two subjects changed and one can imagine that the teachers' lot has not been an easy one for a year at least.
CHANGES IN TEACHERS.
Owing to the fact that the salaries in the High School are not as much relatively as those of the elementary schools and also because more of the faculty there have homes elsewhere than in the city, than is the case in the lower schools, the teaching force is more frequently changed. Three resignations were received by the committee from members of the High School force, Miss Pingree, Miss Smith and Miss Somerby. The vacancies thus caused were filled in June by the election of Miss Alice O. Dow who came to us from the Amesbury High School, Miss Angie G. Albee, who had had several years' experience but was at the time doing post graduate work at Mount Holyoke; and Miss Margaret B. Flewelling of Cambridge.
The new appointees have taken up the work with a zeal which augurs well for the success and popularity of their courses.
In the grades the only resignation during the year was that of Miss Clara J. Edgerly, who for more than forty years had been a faithful and efficient teacher in different schools in this city and concerning whom the records of this committee have the following: "The committee appointed to present resolutions on the resignation of Miss Clara J. Edgerly find that she was first elected in the year 1865 to a position as teacher in the Daven- port Female Primary School and that she has been continuously elected until the present time, having served the city in that capacity for a period of forty-seven years.
The committee also find that her service is the longest on the records of the board.
Therefore, be it resolved that the city of Newburyport has lost in the resignation of Miss Edgerly a faithful, efficient and capable teacher.
Be it further resolved that the school board deeply appreciates and recognizes the long service rendered by placing upon its records, these

facts, and it is the hope of this board that she may live to enjoy her re- maining years in health and comfort.
Resolved that these resolutions be placed upon the records of the school board and that a copy be sent to Miss Edgerly."

The illness of Miss Robinson, teacher of the second grade room in the Bromfield Street School early in the spring made it necessary to employ a substitute and Martina E. O'Neil was placed in charge. Miss Robinson not being able to return to school in September, Miss O'Neil is still there employed.
Miss McArthur who for many years had been the teacher of the third grade in the Davenport School was transferred to the sixth grade in the Albert Currier School, the position made vacant by the resignation of Miss Edgerly.
Miss Evans was taken from the Purchase Street School and placed in charge of grade three at the Davenport School.
Miss Isabel N. Parker, a graduate of the Training School, Class of 1912, was elected to the position in the Purchase Street School. These constitute all the changes in the teaching force.
TRUANT OFFICER.
The removal by death of our efficient truant officer, Joshua L. Chase, brought a difficult matter before this board in the selection of his successor. Again the records speak of the esteem in which the committee held one of its servants.
