Permit me to call your attention to the conditions under which the Sealer of Weights and Measures is compelled to do his office work. The office is too small to properly handle the large amount of bottles, cans and measures of all kinds for which the Sealer is responsible, and I respectfully suggest that immediate provision be made to safely house these articles. The office is too dark, causing all labor to be per- formed at all times by artificial light, a method which makes the best results of my work impossible or difficult. The place is damp, thereby causing a rust to accumulate on all measures, weights, etc., subject to rust, and respectfully re- quest such changes in my office as will obviate all the foregone conditions.


The work accomplished by the department has been for the protection of the public, and I take pride in saying that the city is freer today from unscrupulous dealers than ever before.

The length of new mains laid during the year including hydrant branches is 3,708 feet, making a total length in the

City of approximately fifty and sixty-one one hundredths (50.61) miles.


Four (4) additional fire hydrants have been placed, the total now in service being three hundred and twenty (320), maintained by this department.


Twenty-one (21) water gates have been placed on new mains, three (3) on old mains, and four (4) abandoned.


Sixty-five (65) new lead services were laid during the year.


Water Meters.


Eighty-three (83) meters have been installed and three (3) abandoned during the year, making a total of thirty-seven hundred and seventy-seven (3,777) in use December 31, 1910.


All occupied houses or buildings in the city are metered and the results from the general use of meters have been very satisfactory. The average per capita consumption for the year 1907, was 118 gallons per day; for the year 1908, 89 gallons per day; for the year 1909, 63 gallons per day; and for the year 1910, 64 gallons per day.


From statement of "Water Assessments and Consump- tion," the metering of the entire city shows a saving of approx- imately fifteen thousand ($15,000) dollars in the years 1909 and 1910.


Meters are read monthly and water takers notified if excessive quantity of water is being used.


Maintenance and Operation.


The entire system of mains, services, hydrants, water meters, etc., has had careful attention, and repairs and changes have been made where required.


Following are some of the items:


7 breaks in cement pipe repaired.


22 joints in iron pipe repaired.


26 service leaks in street repaired. 38 services in street cleaned.


33 services in private premises cleaned.

HIGHWAY DIVISION.


Grove Street, Berwick Street to Walnut Street, was con- structed with Bituminous Macadam. New edgestone was set where required to complete the street, old edgestone reset where necessary, and the sidewalks repaired. The car tracks were brought to proper grade and repaved by the Boston & Northern Street Railway Company. These improvements make this part of Grove Street in first-class condition.


Howard Street, northerly side, Green Street to Saugus line was macadamized, and the southerly side graded with the old material removed from the northerly side. Surface Drainage was constructed where possible. New tracks were constructed to grade, and paved by the Boston & Northern Street Railway Co.


Swain's Pond Avenue, Malden line to Ice Houses, and from No. 314 to Folsom Avenue, was graded and gravelled and sidewalks constructed.


Morgan Street, Richardson Road to Spring Street, was partially constructed, edgestone, walks and street work, and work commenced on Goss Avenue. Washington Street, Malden Line to Brazil Street, was rebuilt, macadamized. West Emerson Street, Charles Street to about 100 feet west of Holland Road, was macadamized. Florence Street, Foster Street southerly about 300 feet, and Foster Street, Florence Street to near Trenton Street, were rebuilt, macadamized. Maple Street, Poplar Street easterly to angle, was macad- amized.


Green Street, between Lynn Fells Parkway and Avon Street, was widened according to new layout, edgestone was set and sidewalks rebuilt. The car tracks will be relocated and the street work completed the coming year.


Forest Street construction, Lebanon Street to Naples Road, was completed. Franklin Street, Tremont Street to Boston & Maine Railroad, was rebuilt, macadamized, in con- nection with widening of the street.


Gravel, cinders and dust have been used to keep the dirt sidewalks in as good condition as possible.

All streets have been kept clean, 1639 double loads of dirt were removed, and the business sections, main streets and around railroad stations were cleaned daily by push cart men.
