The special delivery system includes all post offices in the United States and all classes of mail matter.


Accordingly every article of mailable matter, mailed at any post office in the United States, to which is affixed a 10 ct. special deliv- ery stamp in addition to regular postage, will be delivered at Letter Carrier offices within the carrier limits, immediately on arrival between the hours of 7 A.
