BROOKS.
The overflowing of watercourses in many parts of the city has resulted, during the past year, in the flooding of cel- lars and resulting ill health to our citizens. The parsimonious allowance of the city for the cleaning of brooks is responsible for much of this. Repeated recommendations of past Boards have been disregarded. The necessary increase is obvious.
An ordinance recommended by this Board was passed by the City Council this year which will prevent much of the un- necessary obstructions which have always in the past been caused. Many of the brooks in the city must soon be made

of a uniform width and depth and the more or less permanent obstructions made by many land holders must be removed.
MEDICAL INSPECTION OF SCHOOLS.
The fourteen public and the parochial school are now being inspected by five physicians, each inspector making a weekly visit to each of the three schools assigned to him. The yearly salary, $100.00, is entirely inadequate to stimulate good work and should be increased to $200.00. The following ex- tract is part of a communication sent to teachers and school authorities. "With a view to preventing the start of epidemics or to prevent the transmission of contagious disease to even one child whose health may be strenuously guarded at home, and to whom the resulting loss of school time and to whom temporary, permanent or fatal injury may result, the Board of Health request that the following proposed regulation be enforced."
"No parent or guardian shall send to, and no teacher shall allow to remain in the Public Schools of the City of Quincy, any child which is ill with any disease whatsoever or has any infective wound, or is afflicted with any animal para- site. Whoever shall violate the provisions of this regulation shall be punished by a fine not exceeding one hundred (100) dollars for each and every offense."
PUBLIC DUMPS.
A strenuous endeavor, as yet unsuccessful, has been made by this Board to have the City Council vote to purchase cheap marsh land in locations where a dump can be properly kept and valuable land made for the city. This, if carried out, may solve the problem of a public dock. It would also remove the danger of disease constantly present in the Valley Street Dump as well as its obnoxious unsightliness.

MORTUARY REPORT.
A monthly report of vital statistics and the workings of the department was issued for five months but owing to lack of appropriation was discontinued.
CLEAN UP WEEKS.
The two last weeks in May were advertized as Clean Up Weeks and we not only disposed of enormous amounts of refuse but stimulated house-holders to a proper cleaning of their premises. It is sincerely hoped that our appropriations will sometime be sufficient to allow us to take refuse of all kinds at any time from the premises of the householder.
MOSQUITOES.
Another proper sanitary measure was inaugurated by the Board. With their personal supervision all bodies of stagnant water in the city were oiled with petroleum and many were drained with an almost ideal result in the disappearance of mosquitoes. The moderate amount of money spent, $240.00 was promptly refused by the City Council and the work dis- continued and the mosquitoes increased in number.
MUNICIPAL HOSPITAL FOR CARE OF CONTAGIOUS DISEASE.
Repeated demands have been made upon us by the State Authorities for information regarding our Municipal Hospi- tal for the Care of Contagious Diseases. Much time has been expended by the Board in examining proposed sites and plans for the buildings. The Mt. Pleasant Camp does not comply with the requirements of the rules of the Trustees of the Hos- pitals for Consumptives and we cannot make it comply at a reasonable expense nor do we think the location a proper one.

NEW GARBAGE HOUSE.
As preachers of sanitation one look at our garbage house will show our inconsistency. It is the most unsanitary recept- acle we can imagine. Its sills are rotted, its sides are bulging and it leaks offensive matters below and offensive odors. above.
WASH HOUSE.
The wash house on Quincy Street in Ward 5 is offensive from odors while wagons are dumping vault and cesspool matter into the screens to the sewer at this point. It should be enlarged so that its doors may close when a wagon is with- in. This can be done at an expense of about one hundred and fifty dollars ($150.00).
NEW GARBAGE WAGON.
The natural increase in the collection of garbage has al- ready necessitated another garbage wagon. Increased collec- tions at Squantum and Houghs Neck make this imperative. One hundred and twenty-five dollars ($125.00) will be re- quired for this wagon.
HEALTH CRUSADE.
A crusade was inaugurated against flies, dust, animals and clothing and hands of people coming in contact with food in the various stores and hawkers and pedlars' wagons. Our work was splendidly assisted by our inspector of meats and provisions, most of our dealers responded with greater care, and a marked increase in the protection of food stuffs from infection by the above-mentioned agencies resulted.

HANDICAPPING USEFULNESS OF BOARD.
In closing we would call attention to the necessity of limiting the usefulness of the Board, first, by refusing the right of citizens, prescribed by statute, to obtain from the Board the draining of wet, rotten and spongy land, etc., through lack of necessary funds to carry on such work; sec- ond, limiting our usefulness in not allowing money for proper disposal of waste matter of the city, which as the Board has shown, can be done with profit to the city.

I believe that the time has arrived for changes to be made in the plumbing ordinance to place the same in as high stand- ing as they are in other places that have adopted advanced ideas on sanitary plumbing. With the sanction of your hon- crable body, it is my intention to have an order introduced into the City Council at an early date to accomplish this pur- pose. During the year it was necessary only in one case to enforce the law for a violation of the plumbing ordinance and the offender was convicted. All other complaints were satis- factorily adjusted without going to this extreme.

One swine carcass inspected at slaughter, estimated weight, 275 pounds.
You will notice from the above report that the number of market inspections have exceeded all previous years. This is owing to the recommendation of your board to all keepers of foodstuffs regarding screening all displayed food from flies and dust, it being necessary to make frequent inspections dur- ing the warm months. This movement on your part has been met by the store-keepers in general with a hearty response and is appreciated by the public who are fast being educated on these lines and are demanding better protection against the germ-laden fly being brought in contact with food. I would

recommend that the Board again issue a bulletin similar to- that of the past year to be sent to all store-keepers, bakers and fruit dealers, and I believe good results will follow.
In the past year I have spent considerable time in the in- spection of bakeries, especially where they do their own bak- ing, and found in some cases there was room for improve- ment. This will be attended to this year. As to hawkers and pedlars, I have tried to use my best judgment in the issuing- of permits and have refused permits to many undesirable ap- plicants from out of town. I have also worked in conjunction with the Sealer of Weights and Measures in requiring all applicants to show sealed scales for the current year before granting them a permit.
In the past year there has been only one complaint, which speaks well for the market-men of Quincy. The said com- plaint was investigated and found on authority of the State Board of Health that there was no cause for complaint on sample submitted.
I would suggest the coming year that no permits be issued to so-called "Hoky Poky" venders of ice cream, be- cause of the unsanitary conditions under which the same is. made.

Report of Building Inspector

Dear Sir :-
In compliance with your request I herewith submit the sixth annual report of the Building Department. The build- ing operations the past year have been very active in Wards one, five and six, and there has been a marked increase over the past few years in Wards two, three and four. As will be noted by the summary at the end of this report, the major part of the permits issued for the past year has been for dwellings and cottages, the total estimated cost of which is $987,490.00 -which is an increase over the year 1911 of $103,941.00. There were 359 permits issued in 1912 for dwellings and cot- tages and 365 in the year 1911.
I again wish to call your attention to the fact that the inspector is hampered in the performance of his duties by hav- ing to depend on the electric car service in his inspection tours. It has been my custom in the past to visit each build- ing at least four times during the process of construction. Now it can readily be seen that with seven hundred permits having been issued and the inspector making four calls to each one, and the fact of their being scattered over the entire city that

it means a great waste of time to be compelled to depend wholly on the car service.
