At the request of property owners on accepted streets, street lines and grades have been given in frout of 68 estates.
Plans and estimates have been prepared during the year for the City Council as follows :

SEWER DEPARTMENT
Lines and grades have been given for the construction of 3.31 miles of sewer laid during the year. Assessment and record plans have been made and filed with the Sewer Depart- ment.
A schedule of the sewers constructed during the year may be found annexed to the report of the Commissioner of Public Works.
PUBLIC BUILDINGS AND GROUNDS
Grades have been set for grading both the Wollaston and Montclair School lots.
Lines and grades have been given for setting the batter boards for the new Adams School and measurements have been taken of the amount of ledge removed from the cellar.
A plan for the grading of this lot has been prepared.
PARK DEPARTMENT
The Athletic Field at Merrymount park has been con- structed by the Park Commissioners in accordance with plans and specifications prepared by this department. This work is nearly completed and when finished will provide a cinder run- ning track one-fiith of a mile in length inclosing a foot ball field and jumping pits.
PUBLIC BURIAL PLACES
Grades have been given for regrading sections of the Mount Wollaston cemetery as requested by the superintendent.
Studies have been made for suggested improvements and later will be submitted to the board.

CITY SOLICITOR AND POLICE DEPARTMENT
Such surveys and plans as have been requested by the City Solicitor and Chief of Police have been made by this depart- ment.
Eleven surveys have been made and five plans have been prepared for cases pending against the City.
Information has been furnished the city solicitor for legis- lative hearings and for grade crossing commissioners as re- quested.
ASSESSORS' PLANS
The Assessors' plans have been corrected to agree with transfers of property made during the year. New buildings have been measured and plotted. The plans of Ward 4 are now practically completed and the assessors now have the plans of the entire city.
HOUSE NUMBERING
The houses in the city are now fairly well numbered and no further trouble is expected in this matter. With house num- bering plans of the entire city completed it would seem possi- ble to have all buildings correctly numbered.

HIGHWAYS.
Early in the year traffic records were taken in many of the main thoroughfares to determine the relative travel over these streets and with these figures as a basis, it has been the design of this department to put in good shape, first, those streets that would benefit the greatest number of travellers. Adams street was found to have the largest traffic, the maxi- mum recorded, for twenty four hours (Sunday May 19) be- ing 2020 automobiles, 166 horse drawn vehicles and 33 motor- cycles, an average of 92 1-2 per hour. Records for a full week of eight hours per day showed an average of 80 per hour.
This large traffic was found to divide at Quincy Square into three routes, the major portion passing over Washington street, the rest was about equally divided between Hancock street to the south and Coddington street to the east.
In February 1912, this department requested the Massa- chusetts Highway Commission to rebuild the portion of Wash- ington street and Quincy avenue which are under their super- vision.
These roads have been rebuilt with a tarvia bound sur- face and the bad portions of Quincy avenue, Washington street, Hancock street and Adams street have been rebuilt by the City with similar construction ; thus giving a continuous good road from the Milton line to the Weymouth line at Wash- ington street, a distance of four miles. and from Quincy Square to the Braintree line at Quincy Adams, a distance of 1 4-5 miles.

The contract with the Quincy Electric Light and Power Company ran out in June and a new contract was made for three years, whereby the City pays $18.00 per year for incan- descent lights, the price under the old contract being $18.75.
Arrangements were also made to substitute Mazda Clus- ters in place of the Arc lights. Under the new contract the price of these lights are $75.00 per year as against a price of $87.50 per year in the former arrangement.
GYPSY AND BROWN TAIL MOTHS.
The suppression of these pests is both expensive and un- satisfactory. While the present methods hold them in check there does not seem to be any likelihood of their extermina- tion, unless more radical methods are employed and large sums of money expended on all of the infested territory.
Mr. Andrew Stewart has obtained excellent results with the limited number of men and small equipment available, the

territory is however much too large to cover thoroughly with the money that was appropriated.
Another high power spraying machine would add much to the efficiency of this department.

During the year extensions of mains, ranging in size from 4 inches to 12 inches have been made in 87 streets. The total amount of main pipe laid was 36,550 feet.
53 Hydrants were set and one removed, making the total number of hydrants now in use 925.

1331 meters were installed on new and old services, mak- ing the total number of metered services 6,130.
The minimum charge for metered water service on fully plumbed houses has been reductd from $16.00 per year to $14.00, allowing 6,100 cubic feet of water.
The standpipe at Penn's Hill has been examined by an expert engineer and from his report I would recommend that it be repaired and painted in the early spring.
I would also recommend the erection of a new standpipe on the land now owned by the city on Great Hill so that the water service and fire protection might be improved in the Hough's Neck District.
