CITY OF QUINCY
REPORT OF STATISTICIAN
JANUARY 1, 1932.
DR. C. J. LYNCH, Health Commissioner.
DEAR SIR :- I have the privilege to submit the following report for the year 1931:
List of Causes of Death
Some Comparative Morbidity Rates
Comparative Morbidity Cases Reportable Diseases by Wards
Reportable Diseases by Months Infant Mortality
All charts in the Annual Report and the computed data under Mortality Statistics were other tasks of mine. The routine statis- tics during the year were among my duties.
Last year, I conducted a survey of the health department ac- tivities, a complete inventory of all equipment and supplies, checked each bill as it came in and assigned it to proper division of the department, thus keeping close tab on all expenditures, also ordered the supplies for the department.
Many settlement histories were taken to determine the respon- sibility of City of Quincy for paying hospitalization of tuberculosis patients, with the view of protecting this city against unjustified charges. Likewise, a financial history was taken of each prospec- tive patient for hospitalization, with the view that all who could afford to pay should pay. Claims of other cities or towns on Quincy for hospitalization charges on account of Quincy settlement of patient were allowed only after exceedingly careful check of settlement. Several trips to other cities were made for purpose of adjustment.
As statistician, I have endeavored to conduct careful, accurate and expressive health bookkeeping of the city. The charts on infant mortality and diphtheria morbidity, for example, show a definite trend of improvement in rates. In my financial duties, I have sought to work for economy at all times.
Apart from these duties I have acted as assistant to Dr. Smith in the venereal clinics and have conducted the follow-up work. Clinic attendance has manifestly increased. Forty-four visits at night were made to lapsed patients, some of these to patients of private physicians reported by the State.
Very truly yours,
A. S. PACTOVIS, Statistician.
