The 24" Akron pipe which was installed in Faxon Field in 1924 was found to be badly crushed, so this was replaced by a 24" metal pipe for a distance of 1,637 feet. This pipe was broken by the fill which was placed upon it since its installation.
An old stone culvert was replaced with reinforced concrete pipe on School Street at Granite Street, which relieved a poor condition which existed.
A stone culvert on Hancock Street at the Atlantic Fire Station was also replaced with a 36" reinforced concrete pipe. The set- tlement at this location caused the collapse of the culvert and the new pipe was installed upon a pile foundation. This instal- lation was let out by contract to E. C. Sargent, contractor.
A drain was installed on Franklin Street from Kendrick Ave- nue to Conrad Street and connected temporarily to the Dysart Street drain. This will be relieved by the installation of a 48" drain from the Town Brook over the railroad location to Quincy Adams Station and thence through Presidents Avenue and Franklin Street.
A portion of this 48" drain was installed by the construction of a new bridge on School Street, which is part of the grade crossing elimination and it is expected will be completed in 1932. This work was done by the Tredennick Billings Company of Boston.
All other surface drains were constructed by the Sewer De- partment of the City of Quincy.
The use of plain and reinforced concrete pipe was continued on all surface drains.
There were 286 catch basins installed during the year, making a total of 3,513 now installed in the City.
The work of compiling plans of drains installed in the past was continued and some of these should be completed during the winter months.

CITY OF QUINCY
Accepted Streets
There were accepted during the year in various parts of the City twenty-six streets, making a total length of 3.05 miles.
These streets were all accepted under the Betterment Act and all but seven were completed, together with several streets which were accepted in 1930. For itemized list see Accepted Streets Built 1931 attached.
Ali construction was done by the highway Department of the City of Quincy.
All plans were made and lines and grades given for construc- tion by this Department.

Street Widenings
During the year the City laid out seven street widenings.
The most important being the widening of Beale Street from Hancock Street to Newport Avenue. This greatly improved the business section of Wollaston and required the construction of a new highway bridge over the railroad tracks at Newport Avenue. This street was widened from 50 feet in width to 55 and 65 feet wide. The widening was done by the Highway Department of the City of Quincy and the bridge was let out by contract to Thomas Mulcare, Inc., of Boston. This work was done very rapidly so that this business section would not be inconvenienced any more than was possible.
The electric light poles and wires were removed and installed underground, with new ornamental light standards for street lighting. This was done through the cooperation of the Quincy Electric Light and Power Company.
I am submitting herewith photographs of Beale Street before and after construction.
South Walnut Street at Sumner Street was widened on account of the construction of a new block of stores. This insured a safer approach for the public.

Rebuilt Streets
There were sixteen streets rebuilt during the year in various parts of the City, amounting to a total of 3.85 miles. Some of these were just surfaced on the top and, others were of macadam.
The rebuilding of Highland Avenue will help to relieve the traffic on Safford Street from Beale Street to Wilson Avenue.
High Street completes a main thoroughfare to Braintree.
Quincy Avenue was a much needed improvement from Water Street to School Street.
East Squantum Street from Huckins Avenue to Sonoma Road greatly improves the approach to the new development of the Crabtree estates.

Granolithic Sidewalks
There were 3.44 miles of granolithic sidewalks constructed on twenty various streets.
There was also 1,622.40 feet of concrete curbing installed.
The contract for these sidewalks was split between Henry La- velle and E. C. Sargent, who constructed the same between July and November.

REPORT OF ENGINEERING DEPARTMENT
All orders and estimates were prepared for the Council and betterments figured by this Department.
Lines and grades were also given to the contractors.
The usual amount of grading and construction of retaining walls was necessary on the most of these walks. This is caused by the owners grading their properties without getting the pro- posed grade of the street from this Department.
The total amount spent on this work was $39,084.24.

Asphalt Sidewalks
During the year there were 8.24 miles of this type of sidewalk installed in various sections of the City.
These walks are constructed by the Highway Department of the City of Quincy.
This year the majority of these walks were constructed with amiesite.

Zoning
This matter was carried over from the 1930 Council and further public hearings were held.
The City Council, after several amendments, passed the order.
The public secured petitions for a referendum and filed the same with the City Clerk, whereupon it was found that the peti- tions were not filed within the given time limit. This caused quite a unique position, as this ruling affected the Zoning Ordi- nance which was passed in 1926 and was voted down by a special election after petitions were filed calling for a referendum, al- though they were not filed within the proper time limit.
This made it that the 1926 Zoning Ordinance was in force but had not been enforced, and several buildings had been built in the interim contrary to the ordinance.
To eliminate this difficulty the Council rescinded the 1926 and 1930 Zoning Ordinances and presented the 1931 Ordinance to the people at a special election on September 1, 1931, whereupon it was defeated.
The City now has no Zoning Ordinance.
Plans and descriptions for this work was furnished by this Department.
Grade Crossing Elimination
The elimination of the Grade Crossings in Quincy was very energetically urged by the Mayor and the City Solicitor during the early part of the year.
A revision of the 1918 decree was agreed upon by the New York, New Haven & Hartford Railroad and the Commonwealth of Massachusetts, and also a revision of costs due to a new bill being passed by the General Court.
Contractors were invited to bid on the changes at School Street and the Quincy Station, and a contract was awarded to the Tre- dennick Billings Company of Boston for this work.
A new bridge was constructed at School Street with the ele- vation of the street increased about five feet. The bridge was open for travel, but the approaches were not permanently com- pleted, on December 18, 1931.
Work of relocating the tracks and placing platforms and con- structing a subway at the Quincy Station was carried on and should be completed in the early Spring.

CITY OF QUINCY
The roof of the Quincy Station was lowered about 41/2 feet, thereby improving the appearance of the Station.
During November and December bids were received for the completion of this work at Granite Street and Water Street, but although the prices were much lower than the Engineer's estimates, the contract has not as yet been awarded. This, we hope, will be done in the Spring, so this work may be completed during 1932.
When this is completed Water Street will be raised to go over the railroad and the tracks will be lowered, with a new station at Quincy Adams and different approaches on Federal Avenue and Liberty Street.
This will eliminate the most hazardous grade cross in Quincy.
