There were 373 family units provided for the year nineteen hundred and forty-one, 322 through new construction and 51 through alterations.


The major projects for the year were Bethlehem Steel Company, Fore River Plant, several, totaling $1,357,050.00; Boston Gear Works, Manufacturing Building, $50,000.00; Alton Trust, Rebuild- ing, $20,000.00; Wm. B. Gould, Store, $40,000.00; City of Quincy, Fire Station, $40,490.00; White Bros. Inc., Milk Plant, $50,000.00; Lendosol Realty Corp., Theatre, $30,500.00; Remick Company, Al- teration, $25,200.00; Theodore Anastos, Alteration, $20,000.00; Hia Pearl Corp., Store, $40,000.00; Dr. Merrill Moore, Dwelling, $25,000.00.


There were five new elevator licenses granted and seven re- newals. Elevators were inspected as required by the Common- wealth of Massachusetts.


During the month of April all fire appliances were tested as required in Section 48, Chapter 143 of the General Laws.

REPORT OF ENGINEERING DEPARTMENT

DEAR SIR :


I herewith respectfully submit the forty-second annual report of the Engineering Department for the year ending December 31, 1941.


Due to the fact that all matters pertaining to civil engineer- ing created in any department of the city is referred to this de- partment, the work during the past year has naturally been so varied that it will be impossible to itemize each project or request.


The meetings of the City Council and Finance were attended and such information as requested was supplied. The usual func- tions connected with the City Clerk's office and City Solicitor's office were complied with without delay, and the routine work in the Cemetery, Park and all other departments was executed promptly.


Tax Collector


The Tax Collector referred to this department 828 requests from attorneys and individuals asking for information regarding betterments and liens; also 4,956 descriptions to be used in the advertising of Tax Sales. These were all duly filled.


Building Department


Requests from 373 applicants for permits to build or move buildings were referred to this department. The City Engineer personally visited each site and established the grade.


Also upon request of the Building Inspector the Engineer in- spected such buildings and structures as were to be condemned and made his report thereon.


Assessors


There were 2,616 transfers of property as against 2,084 in 1940. About 25 assessors' tracings were made during the year to replace those that were worn out. Several requests were made for plans for tax appeal cases.


Sewers


During the year 1.78 miles of sewers were constructed. All sewers were planned and laid out by this department, and lines and grades, together with progress estimates, were given during the construction.

An itemized list of sewers constructed is shown on the at- tached schedule.


Surface Drains


Surface drains totalling 1.86 miles were constructed, together with 72 catch basins and 38 manholes.


The attached list gives schedule of locations with lengths and sizes of drains built.


Accepted Streets


Numerous petitions were presented to the City Council for the acceptance of streets in the various wards. After public hearings were held, the Council accepted 10 streets, a total of 1.043 miles. Two widenings were also voted.


See schedule for accepted streets with descriptions.


Street Construction


For the amount of monies that was available and spent for street construction I refer you to the report of the Commissioner of Public Works and the City Auditor. The program which was laid out at the beginning of the year was carried out with very few changes. The work on Centre Street under Chapter 90 was continued as far as Kent Street. The outlook for additional Chapter 90 money in 1942 is not very bright. I believe there will be a drastic curtailment of money available for this type of work.

Curbing


The City Council passed a resolve that all new streets con- structed in the City of Quincy shall have curbing placed on both sides. In most cases granite curbing was used. Under W.P.A. 3.04 miles of granite and concrete curbing was laid, the greater part of which was concrete, as the Quarry Project, which was operated by the W.P.A., was temporarily suspended in June.

Granolithic Sidewalks


Although there was an appropriation in the budget for gran- olithic sidewalks, there was very little of this type of construc- tion undertaken during the year.


Locations will be found in Schedule No. 8.


Amiesite Sidewalks


The W.P.A. program constituted a greater part of this type of construction. The City in conjunction with its street rebuild- ing and accepted streets program also built many feet of this type of sidewalk.

W. P. A. Streets


Due to the curtailment of men available under W.P.A. for this type of work, only five streets were started and finished dur- ing the year.

Dear Mr. Schafer:


In submitting a report of W.P.A. activities for the year 1941 I wish to express my appreciation for the cooperation extended by His Honor, Mayor Thomas S. Burgin, yourself as Sponsor's Agent and all the department heads and their personnel in carrying out the objectives of the projects sponsored by the City with W.P.A. assistance.


Owing to the national emergency, in June 1941 the W.P.A. started a general procedure of temporarily closing out projects that were not of a national defense nature, particularly those projects in the manual classification such as the Quarry Project, Streets and Sidewalks, Park and Playgrounds, Blue Hills Paths and Roads, Public Schools Rehabilitation, Furnace Brook develop- ment, Tree Preservation and Geodetic Survey. Of the latter groups as many as possible were transferred to national defense activities. In the Service Division of W.P.A. the Women's Sewing Project, the Building Survey, Library Bookmending and Cleaning of Public Buildings were also temporarily suspended.


The closing of the Quarry Project was ordered by the Federal Government in June 1941. This project had on hand approximately 10,000 feet of granite curb ready for installation on "W.P.A. con- suming projects" at date of termination. As there is no Street- Sidewalk Project in operation as a "consuming W.P.A. project", the Government has not as yet made any definite ruling as to the disposition of this stock owned jointly by the City and the Federal Government.
