HARBOR MASTER'S REPORT
HON. THOMAS S. BURGIN, City Hall, Quincy, Mass.
DEAR SIR:
The report of the Harbor Master of the City of Quincy for the year ending December 31, 1941, is herewith submitted.
Receipts by water for the year were as follows:
City Fuel Company. .33 Barges, 25,421 tons coal Standard Oil Company .... 67 Barges and Steamers, 69,857,626 gals. Received and delivered :
Quincy Lumber Company. 6 Vessels, 1,599,754 ft. lumber
Procter and Gamble. 1 Steamer, 888 tons vegetable oil
The waters off the Fore River Plant were patrolled during the following launchings at the request of the company officials:
There were 172 Yachts stored in the boat yards on Town River besides many others on Neponset River and elsewhere in the city.
Made 21 trips with the power boat going to the aid of boats in distress, aground and capsized.
Picked up six row boats and one power boat, all claimed.
Reported various beacons extinguished and buoys out of position.

REPORT OF THE BOARD OF MANAGERS OF THE DEPARTMENT OF HISTORICAL PLACES
HON. THOMAS S. BURGIN, Mayor City of Quincy, Massachusetts
DEAR SIR :
The Board of Managers of the Department of Historical Places herewith submits its second report and it is with a feeling of sat- isfaction and of accomplishment that we make it.
In June, 1940, Hon. Charles Francis Adams and Henry Adams, as Trustees, deeded to the City of Quincy the Birthplace of Presi- dents John Adams and John Quincy Adams. The deed contains the following covenant:
"TO HAVE AND TO HOLD the granted premises with all the privileges and appurtenances thereto belonging to the said City of Quincy but in trust to preserve and maintain such premises with any additions thereto or im- provements thereon as places of historic and public in- terest and not for profit, with the purpose of fostering civic virtue and patriotism, and to these ends with the right to acquire and place in or about the premises per- sonal effects and property of historical value and inter- est and, in general, to do all things which may be neces- sary or proper to preserve said premises and the build- ings now built thereon and the personal property which may from time to time be placed thereon or therein."
Your Honor and Members of the City Council has recognized the sacredness of this covenant and have made available to your Board funds for making needed and necessary repairs. This splen- did cooperation is gratefully acknowledged.
During the past year, and in the order of the work, the John Quincy Adams Birthplace has been re-shingled, chimney repaired, fireplaces pointed up, one coat of paint on the outside, the hall painted and repapered, skylight replaced.
In the late fall of 1941 major repairs were made on the John Adams House. This house was sadly in need of attention; sills, floor timbers and studdings rotted away, rear house wall to be replaced, a complete clapboarding job, number of window sills to be replaced, new front door, also complete outside painting and some papering and painting on the inside.
During the past year we started a system of signs and di- rection markers. Several signs have already been placed at en- trances to our City. For the effective character and design of the signs we are indebted and commend Armando U. Gasparri of the Engineering Department. The construction and erection of the signs is due to the cooperation of Lawrence Donovan of the De- partment of Public Works, which we are also pleased to ac- knowledge.
In conclusion, we would like to call your attention to a passage by Lawrence Vail Coleman in "Historic House Museums"-

"Here and there also are buildings already canonized in history. These are part of our inheritance from three centuries past, and they come down the years to us bear- ing messages. To recognize and understand such buildings is our birthright, and to protect them is our duty."
Quincy now owns two such buildings and your Board is very confident that our citizens will recognize their inheritance, and protect the Birthplaces of the Second and Sixth Presidents of the United States of America.

The sum of $7,096.00 was paid to the City Treasurer for the use of the County and the sum of $691.75 was paid to the City Treasurer for the use of the city. The sum of $4,585.75 was collected for hunter's licenses. The fees amount- ing to $523.75 were paid to the City Treasurer and the balance to the Commonwealth.
Annexed are the births, marriages and deaths recorded in Quincy in 1941 and the election returns.
