REPORT OF THE CITY PLANNING BOARD

DEAR SIR:


We are herewith submitting the twenty-seventh annual report of the City Planning Board.


The major study made by the Board was the widening of Foster and Cottage Streets and the development of the area south of these streets between Washington Street, Hancock Street and Elm Street. The Board in preparing this study-plan had in mind that the City Council could use it as a long term development plan and not something that was to take place during the year. Although the City Council accepted Foster Street between Washington Street and Chestnut Street for a width of sixty feet instead of the seventy feet as recommended, the Board feels that it is still a step in the right direction.


It is gratifying to note that another one of the Board's recom- mendations is being carried to completion. The Board in its previ- ous recommendations suggested that Franklin Street be extended from School Street to the Parking Area. The extension of this street is of inestimable value to the Parking Area. The City Council should be commended for accepting the extension of Frank- lin Street as well as Hancock Court, which will be constructed in 1942.


A number of discussions were held concerning the traffic con- ditions through Quincy, and the Board sent a Resolve to the De- partment of Public Works, Commonwealth of Massachusetts, recommending that they construct a highway, starting at the Fore River Traffic Circle and proceeding in a westerly direction to Wil- lard Street, along the lines proposed in the original Shawmut Trail. There is no question but that this proposed highway would be of vital aid to the city, especially under the trying times which the country is now facing.


East Howard Street was discussed at various meetings, and the Board sincerely hopes that some means may be found by which it can be widened to a minimum of fifty-five feet and a maximum of sixty feet, in line with our recommendations of 1940.


Many other projects and problems of city planning were dis- cussed that are too numerous to mention; therefore only the high- lights are touched upon.


We wish to take this opportunity to express our appreciation to you for the cooperation we have received, also to the City Council for the time they have given to this Board in meeting with them to discuss various phases of planning for the future development of our city, and to the City Engineer, City Solicitor and others who have contributed their time and efforts so that the Planning Board might be of real benefit to the city.

Hearings were held during the year on the development and lay- ing out of the following properties :

Such action as was necessary was taken.


The Board also voted to change the name of Dublin Street to Alvin Avenue and to name two private ways off of Bunker Hill Lane as Frederick Street and Helene Road.


The Board looks forward to 1942 with a great deal of optimism, as they have had various inquiries concerning the possibility of laying out various tracts of undeveloped land still remaining in our city, which appears to carry out the prediction made by the Board in 1939 that we were soon to experience another building boom.

This year the City Council appropriated the sum of $32,000.00 in the budget and authorized a loan of $50,000.00 for the purchase of new equipment in the Public Works Department.

Approximately five (5) miles of street have been constructed or rebuilt during the year. This includes nine (9) newly accepted streets and the whole or portions of twenty-five (25) others re- built. It includes also about 2,500 feet of Centre Street which has been widened and rebuilt with the aid of Chapter 90 grants by the Commonwealth of Massachusetts.

On nearly all of the streets constructed or rebuilt, edgestones and permanent sidewalks have been constructed. A schedule of streets constructed and rebuilt will be found in the report of the City Engineer.


SIDEWALKS


The City Council this year appropriated the sum of $32,000.00 for sidewalk construction, of which $26,234.36 has been expended.


Reference is made to the report of the City Engineer for a list of sidewalks constructed.


STREET LIGHTING


On December 31st there was a total of 3,726°street lights in service.


The appropriation for street lighting was $113,500.00 of which $112,534.05 was expended.


SEA WALL-HOUGH'S NECK


The Sea Wall along the shore at Manet Avenue, Hough's Neck, is being repaired this year by the Commonwealth of Massachu- setts.


The City of Quincy contributed the sum of $2,500.00 to aid in this work.

The new equipment purchased this year from the City Council appropriation of $82,000.00 gave the department nine (9) new rubbish collection trucks and five (5) new garbage collection trucks. These trucks with those purchased last year, gives the de- partment twenty-one (21) trucks in excellent condition. In ad- dition the department has four (4) trucks which can be used for spare trucks.


The sum of $64,694.33 has been expended for the collection of garbage, and $68,471.11 for the collection of rubbish. The receipts from the sale of garbage was $8,752.00.


The clearing of cesspools has cost $1,965.66 while the receipts were $1,440.25.

The building in design and construction is a credit to both the architect and builders.
