REPORT OF THE SCHOOL COMMITTEE


To the Citizens of Quincy:


The Quincy School Committee for 1942 organized on January 5 as follows:

The year's activities were overshadowed and greatly influenced by the war and the resulting problems of manpower, priorities, rationing and civilian defense.


During the course of the year two members of the Committee, Hon. Thomas E. Burgin, Mayor, and Dr. Edward R. Loftus, re- linquished their positions to serve with the United States Navy and United States Army respectively and leaves of absence were granted by the Committee to a large number of teachers and other employees who entered the armed forces. A number of others re- signed from their positions to accept positions with the govern- ment or defense industry.


The readjustments made necessary by these withdrawals, occurring as they did in many cases with very little advance notice, have given rise to problems of much perplexity and have made necessary many program changes, especially in the high and junior schools.


The Committee gave a great deal of time and thought to the matter of providing safety equipment and shelter for the pupils in case of air attack and has put into effect in our schools the several recommendations made by the office of Civilian Defense.


During the year the Committee noted with regret the death of David H. Goodspeed, Principal at the Central Junior School, and Catherine M. Murphy, teacher at the Quincy School.


In recognition of years of teaching in the Quincy Schools the Committee adopted and presented framed resolutions to Miss Lillian M. Waterhouse who completed forty-five years of service and to Miss Cassandana Thayer who completed forty-six years of service at the close of school in June.


In February the Superintendent of Schools advised the Com- mittee that in accordance with the provisions of the law he pro- posed to retire from his position as Superintendent of Schools on May 1, 1942. Acting under the emergency authority granted by the General Court, the Committee reemployed Mr. Muir as Super- intendent of Schools.

Notwithstanding the many difficulties involved, the entire per- sonnel of the Department has cooperated splendidly in carrying on the educational program and in performing the many other duties made necessary by the war.


The foregoing report was prepared by a special committee con- sisting of Mr. Heslip E. Sutherland and Mrs. Beatrice W. Nichols and was adopted as the report of the School Committee for the year 1942.
