ARTICLE 2. PROCEDURE AT TOWN MEETING.
Section 1. All reports of town officers, agents or com- mittees which are to be considered at any town meeting shall be reduced to writing and a copy thereof deposited with the town clerk before such report is presented for action.
Section 2. All motions shall be reduced to writing if so requested by the presiding officer or any legal voter.

Section 3. Articles in the warrant shall be acted upon in the order in which they stand, unless the meeting shall direct otherwise by a two-thirds vote.
Section 4. If an article of the warrant has once been acted upon and disposed of, it shall not be again considered at that meeting except by two-thirds vote.

No motion, the effect of which would be to dissolve a town meeting shall be in order until every article in the warrant has been dully considered and acted upon, but this shall not prelude the postponement of action on, or con- sideration of any article to an adjournment of the meeting to a stated time.

ARTCLE 3. DUTIES OF SELECTMEN
Section 1. The Board of Selectmen shall have full author- ity as agents of the town to employ counsel to appear for and defend suits brought against the town, unless otherwise especial- ly ordered by a vote of the town. They may settle any legal claims of suits against the Town which in their opinion and acting upon the advice of counsel it is unwise to defend.
Section 2. The Board of Selectmen shall cause a copy of the annual Town Report to be left at the residence of every registered voter before the annual town meeting.
ARTICLE 4. FINANCES.
Section 1. There shall be a committee called the Finance Committee appointed by the Board of Selectmen as hereinafter provided. Such committee shall consist of five registered voters who shall serve without pay and none of whom during his service on such committee shall hold regular elective or appointive town office having to do with the expenditure of town money.
Section 2. The Board of Selectmen shall, not later than December first in each year, appoint to serve for the term of three years one or two members of the Finance Committee as shall be necessary to fill the vacancy or vacancies caused by expiration of the terms of the member or members who terms expire.

Section 3. The Board of Selectmen, after drawing a warrant for a town meeting, shall immediately forward a copy thereof to each member of said Finance Committee, which shall consider all articles in the warrant and make such report, in print or otherwise, to the town meeting as it deems for the best interest of the town. The Committee shall also make an annual report which shall be published as part of the annual Town Report and which shall include recommendations for appropriations for the ensuing year, a budget, and such further recommendations regarding the finances of the Town and action in regard thereto as seems to such committee to be necessary and appropriate.
Section 4. The various town boards, officers and com- mittees charged with the expenditure of town money shall, not later than the fifteenth of December in each year, file with the Clerk of the Finance Committee detailed estimates of the amounts deemed necessary for the administration of their respective board, office or committee for the ensuing fiscal year with explanatory statements of the reasons for any changes from the amounts appropriated for the same purpose in the preceding year. They shall also file estimates of all probable items of income which may be received by them during the ensuing year in connection with the adminstration of their board, office or committee.
Section 5. Any person presenting an article for insertion in the warrant for any town meeting, which involves the appro- priation or expenditure of money by the town, shall also submit an estimate of the expected amount of money to be expended or appropriated to carry out the purpose of the article. Said estimate, together with the name of the person or persons sub- mitting such article shall be transmitted by the Board of Select- men to the Finance Committee.
Section 6. No town officer, no salaried employee of the town, or member of any committee appointed to act for the town, and no agent or employee of such officer, employee or committee shall sell materials or supplies to a board or com- mittee of which he is a member, or receive any compensation or commission for work done by him as such officer, employee, or member of a committee, except his official salary and the fees provided by law, without permission of the Board of Select- men expressed in a vote which shall appear in their records, together with a statement of the reasons therefor.

ARTICLE 5. RECORDS AND ACCOUNTS.
Section 1. The town officers, agents, boards or committees of the town shall submit to the Board of Selectmen, not later than January 10th in each year, a written report giving an account of the business transacted during the year which the Board of Selectmen shall prepare for publication in the annual Town Report.
ARTICLE 6. PLANNING BOARD.
Section 1. There shall be a town planning board, con- sisting of six members, having the duties and authority provided by law or given to it by the vote of the town. The members shall be elected for terms of three years, two members to be elected at each annual town meeting to fill the vacancies caused by the expiration of the terms of the members whose terms expire.
ARTICLE, 7. POLICE REGULATIONS.
Section 1. No person shall place or cause to be placed in any public way, or square, without the written consent of the Board of Selectmen, any dirt, wood, timber, or other material to obstruct or mar the appearance of said way or square.
Section 2. No driver of a horse or vehicle shall drive or allow the same to stand or be on any sidewalk.
Section 3. No person shall loiter, saunter or continue to sit or stand in any street, public place or public building, so as to obstruct or impede the free passage of or in any manner annoy or disturb any other persons, after being directed by a police officer to "move on.'
Section 4. No person unless required by law so to do, shall without a permit from the Board of Selectmen, post or affix in any manner, paint, print, write or cause to be painted, printed, or written any notice, advertisement, bill picture drawing or writing upon any curbstone, sidewalk, tree, pole, post or hydrant in any street or public place, or upon any walk or fence or in any public building.
Section 5. The Board of Selectmen may license suitable persons to be dealers in and keepers of shops for the purchase, sale or barter of junk, old metals, or second-hand articles and may make such additional rules, regulations and restrictions as they deem proper, not inconsistent with the provisions of law or of these by-laws.

ARTICLE 8. PENALTY FOR VIOLATION.
Section 1. Whoever violates any of the provisions of the by-laws of the town shall be punished by a fine of not more than twenty dollars for each offence, unless there is express provision for other penalty.

Article 1. To see if the Town will vote to reconsider the votes passed at the Special Town Meeting held December 27, 1933, under Article 1 of the warrant for that meeting.

Article 2. To see if the Town will vote to appoint a com- mittee of three to notify the Commonwealth of Massachusetts, and take such action as may be necessary to obtain an injunction to restrain the proceedings of said Article 1 passed at the Special Town Meeting held December 27, 1933.
Voted to pass over the Article.
Voted to dissolve the meeting at 8.05 P. M.

Pursuant to the following warrant the inhabitants of the Town of Wayland met this day and did the following business :
Article 1. To hear reports of the Town Officers, Agents and Committees and act thereon.
Voted that the amount recommended for Snow Removal on page 23 of Town Report be increased to read $5,500 instead of $2,500, as given in the Finance Committee Budget 1934.
The Committee on By-Laws submitted a Report of Prog- ress in which they state that a new set of By-Laws is advisable and a report will be given for consideration at some later Town Meeting.
Article 2. To choose all necessary Town Officers, Agents and Committees not elected by the official ballot.
Voted that John Connelly, Isaac Damon and Arthur B. Bullard act as Trustees of the Allen Fund.
Voted that the Selectmen act as Fence Viewers.
Voted that the Constables act as Field Drivers.
Howard Haynes, Melville Loker, William S. Lovell, Israel A. Lupien and Arthur F. Marston were elected Surveyors of Lumber.
Arthur W. Atwood, Joseph Decatur, William S. Lovell, Israel A. Lupien and Arthur F. Marston were elected Measurers of Wood and Bark.

1. The Finance Committee recommends that $1,620.00 be the full year's salary for the Board of Assessors, one-half pay- able when the rate is made and the balance payable at close of fiscal year.
2. The Finance Committee recommends that the wages of Town labor as required by the Statutes be fixed by the depart- ment heads not in excess of the rate by the State.
3. The Finance Committee recommends that the income from the dog taxes be given to the following: one half to the School Education Fund and one half to the Library Fund.

Article 4. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1934, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than a year in accordance with Section 17, Chapter 44, General Laws, any debt or debts incurred under this article to be paid from the revenue of the financial year beginning January 1, 1934.
Voted unanimously that the Town Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1934, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than a year in accordance with Section 17, Chapter 44, General Laws, any debt or debts incurred under this article to be paid from the revenue of the financial year beginning January 1, 1934.

Article 12. To see if the Town will appropriate $175.00 for general improvement in any of the Cemeteries, same to be taken from money in the Town Treasury received from the sale of Burial Lots in 1933, in accordance with Chapter114, Section 15, of the General Laws, or do or act.

Voted unanimously that the sum of $2,000.00 be appropri- ated for payment of Water Department Main Extension notes of that amount maturing in 1934, said sum to be transferred from Water Department 1933 receipts reserved for appropria- tion.
Article 15. To see if the Town will appropriate for pay- ment of interest due in 1934 on Water Main Extension Notes the sum of $1,915.00, same to be taken from "Water Receipts Reserved for Appropriation" in 1933, or do or act.

Voted unanimously that the sum of $1,915.00 be appro- priated for payment of interest due in 1934 on Water Depart- ment Main Extension notes, said sum to be transferred from Water Department 1933 receipts reserved for appropriation.
Article 16. To see if the Town will appropriate a sum sufficient to pay the County of Middlesex as required by law on account of assessments levied on the Town for its share of the principal of the Middlesex County Tuberculosis Hospital Fund- ing Loan, Act of 1932, bonds maturing in 1934, issued in com- pliance with Chapter 10, Acts of 1932, also for any other in- debtedness incurred and outstanding under said Chapter 10, also for the Town's share of the cost and interest on said bonds due in 1934, also for the Town's share of the expense incurred under the provisions of Chapter 331 of the Acts of 1933 which provided for the settlement of certain claims of the Common- wealth against the Middlesex County Tuberculosis Hospital District, also for the care, maintenance, and repair of said hos- pital for 1933, and including interest on temporary notes issued therefor, in accordance with sections of Chapter III of the General Laws applicable thereto, and for all other expenses in connection therewith, determine how much money shall be raised, or in any way act thereon. $2,179.47.
Voted unanimously that the sum of $1,000.00, this being the Town's share of the principal of the Middlesex County Tuberculosis Hospital Funding Loan, Acts of 1932, bonds maturing in 1934, be and the same is hereby appropriated, and that a further sum of $361.05 be and hereby is appropriated on account of interest and other charges on account thereof. That a further sum of $166.55 be and hereby is appropriated for the Town's share of the expense incurred under the provisions of Chapter 331 of the Acts of 1933, which provided for the settle- ment of certain claims of the Commonwealth against the Mid- dlesex County Tuberculosis Hospital District. That a further sum of $651.87 be and hereby is appropriated for the Town's share of the net cost of care, maintenance and repairs of the Middlesex County Hospital, including interest on temporary notes issued therefor, in accordance with sections of Chapter 111 of the General Laws applicable thereto.
Article 17. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money for general municipal purposes under authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933, or take any action thereto.

Voted unanimously that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow for gen- eral maintenance expenses of the Town the sum of $15,000.00, but in no event a sum in excess of the amount of tax titles taken or held by the Town, and to issue a note or notes of the Town therefor, all in accordance with the provisions of Chapter 49 of the Acts of 1933.
Article 18. To see if the Town will vote to appropriate and assess a sum of money not to exceed $6,000.00 for the relocation and reconstruction of a portion of Concord Road according to plans to be recommended by the County Engineers.

Article 19. To see if the Town will appropriate and assess a sum of money to be expended in connection with Civil Works Administration projects.

To see if the Town will vote to provide a drainage system for the village of Cochituate or any portion thereof ; make provision to carry out the work in such a manner as may relieve unemployment or as may otherwise serve the best interests of the Town; authorize the taking of any neces- sary land or easements ; and make appropriation therefor, or do or act.
Voted that the sum of $3,000.00 be and it hereby is raised and appropriated for the purpose of providing a drainage system ; said sum to be expended for materials, work to be done under the supervision of the Highway Department, land takings to be made in accordance with the Wayland Drainage, Act of 1934, and to provide drainage along Shawmut Ave. and the present drainage brook leading therefrom and that the Select- men, be and they hereby are, authorized to make any necessary taking of land or easements for the purpose of providing such
