REPORT OF THE BOARD OF SELECTMEN


All the regular appointments, as required by statute, have been made. They appear in the list of Town Officers and Com- mittees.


Mr. Gerald Henderson resigned from the Finance Com- mittee on his election to the Board of Selectmen, and the vacan- cy thus created was filled by Mr. John R. McEnroy. Mr. Philip Burbank resigned from the Committee on Veterans' Ser- vices and Mrs. Emily Blair was appointed chairman, and also, Mr. Richard Francis was appointed to this same committee to take the place left vacant by Mr. Alexander G. Hardy who resigned to enter the service of the Government.


In accordance with the vote at the special town meeting on October the ninth, two associate members were added to the Zoning Board of Appeals. These were Mr. Roger E. Ela and Mr. George G. Bogren. Mr. William F. Hynes resigned from the War Memorial Committee and Mr. William A. Loker was appointed to take his place on that committee.


Mr. J. Sidney Stone, Town Counsel, has presented to the Selectmen an article to go before the 1947 State Legislature, in which article petition is made for the taking from Civil Service the office of the Chief of Police in the Town of Wayland. This was by desire of the townspeople as shown by vote at the last annual Town Meeting. In the interim, Mr. Ernest H. Damon has discharged the duties of this office on a temporary appoint- ment under Civil Service.


HIGHWAYS


For the first time in five years, Chapter 90 road construc- tion has been undertaken. A portion of Old Connecticut Path was laid out, from Stonebridge Road, the end of the last recon- struction job, proceeding in a northeasterly direction toward the so-called Five Paths, the junction with Cochituate Road. The State allotted $16,000 for the work and the County and Town, each $8,000. The work is now temporarily suspended under approval of Mr. F. D. Sabin, District Engineer of the State

Highway Department, for the winter months-to be resumed in the spring. We recommend that additional Chapter 90 reconstruction be continued.


HEALTH DEPARTMENT


For the first time, Wayland has a garbage collection sys- tem, which seems to have proved very satisfactory in solving a troublesome situation, particularly in the congested districts of the town.


GENERAL


The bounds between Lincoln and Wayland were perambu- lated by the Selectmen of the two towns in November and the bounds marked as required by law.


The Board signed the Town Clerk's report of the vote on the referendum on the acceptance of the contributory pension system for the town, as voted at the November state elections. This was forwarded to the State Division of Insurance, Depart- ment of Banking. This system becomes operative in Wayland as of July 1, 1947, as a unit under the County Treasurer.


It being the opinion of the Board of Selectmen that public transportation in the Town of Wayland should be improved, it was voted to approach both the Middlesex & Boston and the Boston & Worcester Bus Line officials on the subject. After numerous conferences and hearings, we are pleased to report that the Middlesex & Boston is now operating its extension on Old Connecticut Path from Mansion Inn to Stonebridge Road, and also that the Boston & Worcester is operating between Framingham and Wayland Center. This service of the latter provides a public conveyance operating to the southwest of the town-need of which has been felt for a long time.


The resignation of Mr. Daniel Brackett from the Board of Assessors, after many, many years of faithful and valuable ser- vice, was received by the Selectmen with much regret. Mr. Brackett is a recognized authority on assessing, not only in this town but by state officials as well. He first took office as Assessor in March 1888. He will be greatly missed. His resignation was necessitated by ill health.


We wish to congratulate the members of the Finance Com- mittee for their earnest, honest and untiring work in preparing the annual budget. We feel the townspeople should support them. We urge that all boards and committees in future recom-

mendations consider the effect on the homeowner if appropria- tions are continually increased.


The Selectmen take this occasion to urge all voters to attend the annual town meeting in March, which, this year will be of unusual importance, as the post-war problems effect the small towns as well as the cities. Each citizen should feel obligated to do his share for the welfare of his community.


We wish to thank all officials, both elected and appointed, for their cooperation during this past year.
