REPORT OF THE BOARD OF SELECTMEN


February 2, 1948.


This board has met regularly the first and third Monday of each month for the transaction of the routine business of the Town and to meet with and consider the problems of the Town Officials, Department members, and private citizens. Additional special meetings, as necessary, have also been held.


All regular appointments, as required by statute, have been made, with the exception of the fifth member of the Finance Committee, and these appear in the lists of the Town Officers and Committees. The citizens of Wayland are, in our opinion, very fortunate that so many of their fellow townsmen and townswometn are willing to give so generously of their time, energy, and intelligence in the service of the Town.


The Massachusetts State Legislature has removed the office of Chief of Police in the Town of Wayland from Civil Service. The two-way radio equipment of the police car is proving a great success. We report that under supervision of the Police Department the safety buttons, road markings, and signs em- phasizing the danger of the turn at the bridge on the old road from Sudbury to Wayland, have been installed, and it is hoped that this will eliminate any further accidents at this spot.


We regret to state that the vote of the Town, under Article 13, at the last Annual Meeting, to purchase land for an addi- tion to Lakeview Cemetery, has not been possible of fulfillment because of the inability to agree on terms with one of the abut- ters and because of estate entanglements with the other.


The damage to the windows of the Town Hall by vandalism last June has been repaired at an expense of $158.00, and to date restitution has been effected by the parents of one of the parti- cipants to the extent of one-half this amount.


The Wayland Chapter of the Red Cross has found it im- possible to carry on further with the promotion and direction of activities at Baldwin's Pond, and the matter has therefore been placed in the hands of the Water Department.

The Board decided unanimously it was in the best interests of the Town to make a ruling that no food or drink be served on the premises of any of the Town's licensees after 11.45 P.M. and that all cafés be cleared of the public by 12 o'clock with the exception of the restaurants, which were ordered cleared by 12.15.


Inspection of all public buildings has been made with a view to determining the capacity and also checking the exit require- ments. It was found that all buildings were being operated well within the margin of maximum occupancy, but that there were a number of physical defects to be corrected, and these are in process.


Oil burner inspections are currently in process.


On October 6th, Mr. William Hardy's resignation from the Board of Assessors was accepted, and on December 1st, Mr. J. Sidney Stone notified this Board of his willingness to accept the appointment by our Board and the Assessors in joint session to serve the unexpired term to March 1st.


At the request of Governor Robert F. Bradford that we appoint a local committee to cooperate with the State Fuel Co-ordinator, we have designated the following: Thomas F. Linnehan, Chairman ; Albert J. Lizotte, and Albert H. Spencer.


The Selectmen take this opportunity to sincerely thank all officials, both elected and appointed, for their fine cooperation during this past year. We urge every registered voter to attend the Annual Town Meeting on March 3rd.
