REPORT.


At the termination of another municipal year, the Selectmen are required, by custom and by a regard for what is proper, to appear before their fellow-towns- men, and to render an account of the manner in which the interests confided to them have been attend- ed to. They would, therefore, offer the following remarks :-


In a town situated like this, the highways necessa- rily, absorb a large share of attention; and, while the proper material for covering roads is nowhere to be found within our own limits, nor indeed within any moderate distance beyond those limits, a constant and rapid increase in population is demanding new ave- nues, and thus increasing the difficulty with which we have always been obliged to contend. The Select- men have not been unmindful of this condition of things, and have endeavored, without avail, to devise some economical expedient for removing, or at least abating, so great an evil. Suitable gravel may be procured from some neighboring place, when a further

increase in population and wealth shall justify the expense ; and, with this in view, it may even now be desirable to purchase a lot of ground for this purpose, for future use.


Considering the difficulties encountered from the aggregate length of the roads to be kept in repair,- more than thirty miles,-the amount expended thereon, and the want of proper material, the Superintendent of Highways has performed his part in a creditable man- ner, has kept the roads in tolerable condition, and the town has been saved from any claims for damages by reason of defects therein.


The widening of Central Street,-authorized by a vote of the town in March last,-is the most impor- tant work of this kind undertaken during the year ; and the advantages growing out of the improvement will be apparent to all those who are familiar with its locality. The amount paid for damages thus far is $430, and it is expected that the further sum of $175 will complete the payments on this account.


In March last, the Selectmen were also authorized, in consequence of the dangerous condition of the bridge over Miller's River, to remove that structure, and to rebuild the same in a permanent manner. Power was obtained from the legislature to execute the work with solid earth, leaving a passage for the tide, fifteen feet in width. Early in the spring this

undertaking was commenced, and as it was intended that it should be made substantial and durable, the Board decided so to widen as to make it correspond with the end of Milk Street with which it connects. The bridge is now completed ; every thing connected with it has been well done, and, while the expense has exceeded, by about $700, the appropriation there- for, the present generation will not be likely to be called upon to make many repairs upon it.


The Selectmen were further authorized, under cer- tain restrictions,-and provided the Lowell Railroad Company would build a bridge across their road,-to open School Street, (one of the old rangeways,) from Church to Medford Street. That corporation, after considerable negotiation, consented to do this, and from the appearance of what has already been done by them, this bridge promises to be, in some respects, the best structure, over that road, in our town. Sub- sequent to the action of the town in this matter, per- sons interested in the southerly end of School Street applied to the Board to have that part widened and opened as a town way. Feeling that such partial improvements were likely to be prejudicial to the true interests of the town, the Selectmen ordered a com- plete survey of the line of this rangeway, from Broad- way to Milk Street, in order to enable them to present to the town a more comprehensive plan for its im- provement. That survey is now before the citizens,

who will, we feel confident, after a careful examina- tion, be satisfied that the next Board of Selectmen ought to be instructed to widen and open the street, through its whole length, and according to this plan, provided no serious obstacle is presented by those from whom the largest amount of land will be required to be taken.


The owners of estates in the neighborhood of Per- kins and Myrtle Streets, having organized a company and constructed a common sewer, of such capacity, and on such a plan, as effectually to relieve them from the evils and inconveniences of defective drainage, the Selectmen have acquired a right of entrance therein for land owned by the town, for which right an equi- table assessment is to be paid, without otherwise connecting the town with this association or its liabil- ities.


Under a recent statute, accepted by the town, a sidewalk, nearly a mile in length, has been construct- ed on the west side of Broadway. This proves to be a great convenience, and it is hoped that a system will ere long be adopted, for providing continuous side- walks throughout the densely-populated portions of the town.


The Selectmen, having been instructed to cause gates to be placed across the several railway tracks, at

their intersection with the town-ways, have exercised all proper means to accomplish this, but have been overruled by the County Commissioners, whose power in the premises is, for the time being, absolute, and to whose decision we are compelled, at present, to submit.


In June last, Dr. Joel F. Thayer was appointed by this Board, under a statute of the Commonwealth, to take a census of the inhabitants of the town. This duty has been performed in an excellent manner, and a copy of the returns made by him has been placed in the office of the Town Clerk, for the use of our citizens.


In accordance with the provisions of the recent Liquor Law, a Town Agent was appointed in August last, but the business under this appointment is so limited, that it is doubtful whether any suitable person will hereafter be induced to accept the office.


As is known to most of our citizens, about two months ago the engine house on Washington Street was so far burned as to be unfit for occupancy, ren- dering it necessary for us to provide temporary accom- modations for the engine. The alarm bell being broken, a new one was procured of about double its weight, and this has been placed, for the present, in the old tower, from which it can be removed, at little
