This school for the past four years has been under the charge of Miss Maria Jacobs. The winter and spring terms were taught by Miss Emma H. Torrey, who labored diligently and faithfully for the ad- vancement of her pupils ; and although this was her first school, it was very creditable to her. She was succeeded by Miss Nellie Keith, who conducted the school very satisfac- torily, and the examination of the pupils gave the Committee satisfactory evidence of the faithfullness and ability of their teacher. Special commendation should be given to those older pupils who pursued the study of Colburn's Arithmetic, for not feeling too old to study mental arithmetic.

DISTRICT NO. 5.
Mrs. C. A. Robbins, who had previously taught the school very successfully, was employed for the winter term. She was earnest and devoted to her work, and at the examination the appearance of the school was very pleasing. The spring and fall terms were taught by Miss Martha W. Brooks, who has been the teacher of the school for the past five years, with the exception of two terms. Of her we can speak in high and honorable terms, as having discharged her duties faith- fully and conscientiously. The scholars are evidently inter- ested in their work, and in recitation exhibit careful study and thorough teaching. In this school (and the same can be said of Nos. 1, and 2,) we find much better work is done, and much greater progress is made by retaining the teachers for several years in succession.

The winter term of this school was taught successfully by Mr. Dorus F. Howard. The order was excellent and the in- struction thorough. At the close of the term the Committee very reluctantly accepted his resignation, and Mr. S. S. Knapp, a young man of superior education, was employed as his successor. He was inexperienced as a teacher, but labored earnestly, and the older scholars, particularly, made very gratifying progress. For the fall term, Miss Emma A. Judkins, who had taught twelve years and had good recom- mendations, was employed. The Committee were pleased

REPORT OF THE SELECTMEN.
To the Voters of South Scituate:
In presenting to you the twenty-eighth annual report of the expenditures for the past year, a few words of explana- tion may not be unnecessary.
At the commencement of the year you had in the hands of your Treasurer, in cash and outstanding taxes, $4,503.58. There was also due from the State and towns $2,009.24, making a total of $6,512.82. There were evidences of debt amounting to $7,934.15, leaving a balance against the town January 1, 1877, of $1,421.33.
ROADS AND BRIDGES.
There has been expended the past year for extra and ordi- nary repairs $2,114.90. The repairs on Central street as or- dered by the County Commissioners. was by vote of the town put in charge of Piam Jacobs, and the repairs of Main and Dover streets, in charge of R. P. Briggs; the cost of repairs on the same being $2,014.42, for which the town made no assessment.
SCHOOL HOUSES.
In District No. 3 a new wood-house has been built at a cost of $103.35. New out-buildings have also been erected

in District No. 2, by vote of the town, and the amount paid to complete the new school house and out-buildings has been $1,254.21, to which annex the sum paid last year of$1,334.61. making a total of $2,588.82 for which no assessment has been made.
SUPPORT OF POOR.
The cost for support of poor in the almshouse has been $1,024.80. There has been furnished meals and lodgings to 478 tramps. at a probable cost of $119.50. They are usu- ally well clothed, and persons not over thirty-five years of age. The average cost throughout the State for meals and lodgings to each one is thirty-five cents. As the tramp ques- tion is now being agitated before the Legislature, it is hoped they will enact some stringent law by which this wholesale tramping will be broken up.
The cost for support of poor out of almshouse has been $1,708.29. There has been received and is due from the State and towns $761, leaving the total cost to the town $946.61. The allowance granted to some families may seem large, but we believe that none have received more than was neccesary to make them comfortable, and considering the de- pression of business, we think ourselves fortunate that our expenses in this department are less than on the previous year.
ABATEMENT OF TAXES.
As will be seen in the body of the Report, we have abated and given up taxes amounting to $142.04. Perhaps we may have erred in judgment, but if so the parties misrepresent their case. Some it will be seen have left town. Death has removed others from our midst, and sickness and want of employment compels others to ask to be relieved of their taxes. But we would recommend that all persons who labor for the town shall be obliged to pay their taxes, as this rule is adopted in many other towns.
