U. S. POSTAL REGULATIONS.
LETTERS, and matters partly or wholly in writing, or SEALED PACKAGES to any part of the UNITED STATES, 3 cents per half ounce, or fraction thereof. DROP LETTERS, at Post-offices having letter-carriers, 2 cents per half ounce ; at other offices, 1 cent per half ounce. Request letters are returned to writers free. Stamps cut from Stamped Envelopes are valueless. The weight of a letter packet must not exceed four pounds.
POSTAL CARDS, 1 cent each. With an additional 1 cent stamp, they can be sent to Canada, Newfoundland, and by direct mails to Germany.
ON NEWSPAPERS AND PERIODICALS sent within the UNITED STATES, the following are the quarterly rates, which must be paid at either the mailing or distributing office : QUARTERLY, for each 4 oz. (not over 8 oz.), 1 cent. MONTHLY, for each 4 oz. (not over 12 oz.), 3 cents. SEMI- MONTHLY, for each 4 oz. (not over 12 oz.), 6 cents. WEEKLY, for each 4 oz. (not over 16 oz.), 5 cents. SEMI-

WEEKLY, for each 4 oz. (not over 16 oz.), 10 cents. TRI- WEEKLY, for each 4 oz. (not over 16 oz,), 15 cents. Six TIMES A WEEK, for each 4 oz. (not over 16 oz.), 30 cents. DAILY, for each 4 oz. (not over 16 oz.), 35 cents. On Newspapers of small size, issued less frequently than once a week, the postage is 1 cent for packages of four oz. each. Newspaper packages over prescribed weight are SUBJECT TO LETTER POSTAGE. On Newspapers or Periodicals to be delivered by carrier in the same Postal District where deposited, the postage is 1 cent each, if not over 2 ounces ; if over, 2 cents each.
UNSEALED CIRCULARS, not exceeding four pounds, 1 cent for each two oz.
Books, not exceeding four pounds, 2 cents for each two ounces. Books with flexible covers are regarded as pamphlets.
PACKAGES OR SAMPLES of merchandise, metals, ores, minerals, etc., not exceeding 12 ounces, 2 cents for each two ounces. Packages must be so enclosed as to be easily opened and contents examined, without injury to wrap- pers.
MISCELLANEOUS PRINTED MATTER, excepting books or newspapers, not exceeding four pounds in weight, 1 cent for each 2 ounces. This class includes book-manuscripts. proof-sheets, bulbs, seeds, scions, cards, chromos, circu- lars, engravings, maps, pamphlets, sheet-music, etc.
Letters addressed to the departments in Washington must be prepaid.
FOREIGN POSTAGE. - Letters per half ounce on all For- eign Letters between the United States and Great Britain, Germany, Austria, Hungary, Belgium, Denmark, Egypt, Spain, Greece, Italy, Norway, the Netherlands, Portugal, Russia, Sweden, Switzerland, and Turkey, as follows : -
Letters, five cents each half ounce prepaid.
Letters, ten cents each half ounce unpaid.
Postal Cards, two cents each always prepaid.
Newspapers, two cents each not over four ounces pre- paid.
Printed matter and merchandise two cents for each two ounces prepaid.
REGISTERED LETTERS. - Registry Fee, foreign and do- mestic, ten cents each letter without regard to weight.
DOMESTIC MONEY ORDERS are issued at Money Order Offices at the following rates : -
For not exceeding $15, ten cents ; $15 to $30, fifteen cents ; $30 to $40, twenty cents ; $40 to $50, twenty-five cents. No orders for more than $50 are issued, nor more than three in one day to the same payee.

Foreign orders can be obtained for Great Britain and Switzerland at the following rates : -
On orders not exceeding $10, twenty-five cents.
On orders over $10 and not exceeding $20, fifty cents. On orders over $20 and not exceeding $30, seventy-five cents.
On orders over $30 and not exceeding $40, one dollar. On orders over $40 and not exceeding $50, one dollar and twenty-five cents.
For Germany at the same rates, with the exception that on orders not exceeding $5, fifteen cents only will be charged.
