WARRANT FOR ANNUAL TOWN MEETING


Essex, ss.


To Ronald C. Sarasin, one of the Constables of the Town of Merrimac :


Greeting:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Merrimac to meet in Sargent Hall on MONDAY, MARCH 6, 1950


at five forty-five o'clock in the forenoon to act on the fol- lowing articles, namely :


Article 1. To elect a Moderator for one year, Town Clerk for one year, three Selectmen for one year, three Members of the Department of Public Welfare for one year, one Assessor for three years, one Assessor for two years, Treasurer for one year, one Member of School com- mittee for three years, one Trustee of Cemeteries for three years, two Trustees of Public Library for three years, one Trustee of Kimball Park for three years, one Trustee of Kimball Park for one year, one Commissioner of Play- ground for five years, one Commissioner of Municipal Light for three years, one Water Commissioner for three years, three Constables for one year, three Surveyors of Lumber and Measurers of Wood and Bark for one year and a Tree Warden for one year, and in accordance with Chapter 355, Acts of 1949, General Laws, Section 2, to vote on the following question namely -


Question 1. "Shall an act passed by the General Court in the year nineteen hundred and forty-nine, entitled 'An Act extending the time within which the town of Merrimac may borrow money for school purposes and increasing the amount which may be borrowed' be ac- cepted ?"

Article 2. To fix the compensation of the Collector of Taxes.


Article 3. To see if the Town will vote to fix the salary and compensation of all elective officers of the Town as provided by section 108 of Chapter 41, General Laws, as amended; Moderator, Town Clerk, three Select- men, three Members of the Board of Public Welfare, three Assessors, Treasurer, three Members of the School Com- mittee, Tax Collector, Tree Warden, three Commissioners of Municipal Light, three Water Commissioners and raise and appropriate sums of money, therefore.


Article 4. To determine what sums of money shall be raised to defray the necessary and usual charges and expenses of the Town for the year 1950 and make ap- propriations for same.


Article 5. To see if the Town will vote to approp- riate the sum of thirteen hundred dollars ($1300.00) for the maintenance of Road Machinery to keep Road Mach- inery in operation, said amount to be transferred from the Road Machinery Fund.


Article 6. To see if the Town will vote to author- ize the Town Treasurer with the approval of the Se- lectmen, to borrow money from time to time in anticipa- tion of the Revenue of the financial year beginning Janu- ary 1, 1951 and to issue a note or notes therefore, pay- able within one year, and to renew any note or notes as may be given for a period of less than one year in accor- dance with Section 17, Chapter 44, General Laws.


Article 7. To see if the Town will vote to raise and appropriate the sum of Forty-nine dollars and ninety

eight cents ($49.98) said amount to be paid as salary to the Board of Old Age Assistance, whose members may or may not be members of the Board of Public Welfare, or take any action relative thereto.


Article 8. To see if the Town will vote to raise and appropriate a sum of money to be placed at the disposal of the Playground Commission to be used at their discre- tion on the playground during the current year.


Article 9. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town fourteen days at least before the sale, property heretofore taken or which may be taken by the town under Tax Title pro- cedure, provided that the Town Treasurer with the ap- proval of the Selectmen or their authorized agent may at the time of such public auction reject any bid which they may deem inadequate, or may after such auction has been held sell such property provided that in their estimation an adequate offer may be made.


Article 10. To see if the Town will vote to raise and appropriate a sum of money to be used under the super- vision of the Selectmen for any necessary repairs to Tax Title Possessions or any other expense for same.


Article 11. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500.00) to be expended on highway work on thickly settled streets.


Article 12. To see if the Town will vote to raise and appropriate the sum of Six Hundred and Fifty Dollars ($650.00) for the Board of Registrars Expense under Chapter 427 and Chapter 440 of Acts and Resolves of the

General Court for the year 1938, said appropriation being made for the year 1950.


Article 13. To see if the Town will vote to raise and appropriate the sum of One Hundred Thirty Dollars ($130.00) from the sale of Cemetery lots, such sum of part thereof to be expended under the direction of the Ceme- tery Trustees for the "care, improvement and embellish- ment" of said cemetery, according to Section 15 and Sec- tion 25 of Chapter 114 of the General Laws.


Article 14. To see if the Town will vote to raise and appropriate a sum of money sufficient to meet such legal expenses as may occur due to suits against the town, or take any action relative thereto.


Article 15. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury a sum of money for Chapter 90, Highway Construction or Maintenance or take any action relative thereto.


Article 16. To see if the Town will vote to raise and appropriate a sum of money sufficient to make necessary repairs in or on or around the Town Hall or take any action relative thereto.


Article 17. To see if the Town will vote to authorize the Assessors to use a sum of money not to exceed Twenty Thousand Dollars ($20,000.00) from free cash in the treasury toward the reduction of the 1950 tax rate.


Article 18. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 81 and Highway Construction or Maintenance, or take any action relative thereto.

Article 19. To see if the town will vote to raise and appropriate the sum of Two Hundred Fifty Dollars ($250.00) to pay the salary of the Veterans Service Officer ..


Article 20. To see if the Town will vote to raise and appropriate the sum of two hundred fifty dollars ($250.00) for expenses of the Veterans Service Officer.


Article 21. To see if the Town will vote to raise and appropriate the sum of Fourteen hundred seventy seven dollars ($1,477.00) said sum to be paid the Essex County Retirement Board for various funds of the Essex County Retirement System.


Article 22. To see if the Town will vote to raise and appropriate a sum of money for the maintenance and operation of the Water Departmet, and determine wheth- er the money shall be provided for by appropriation from water surplus or from water revenue; or take any action relative thereto, and to pay any debt incurred that must be paid in the year 1950.


Article 23. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury a sum of money for Chapter 90 Maintenance work or take any action relative thereto.


Article 24. To see if the Town will vote to raise and appropriate the sum of Eighteen Hundred Dollars ($1,800.00) said amount to be paid the Welfare Agent as salary for the year 1950. This salary to be retroaxtive to January 1, 1950.


Article 25. On petition of Howard E. Anderson and others to see if the town will vote to raise and appropriate the sum of Fifteen Hundred Dollars ($1,500.00) for the extension of water from the end of Westminster Road,

westerly on the Billings Road, 250 ft., and extending 150 ft. along Ridgefield Road, northerly from Billings Road.


Article 26. On petition of Emma L. Randall and others to see if the Town will vote to install three or more lights on highway, Meadow Ave., and Merrimac Ave., to


the Amesbury line and appropriate a sum of money for same.


Article 27. To see if the Town will vote to raise and appropriate the sum of Three Hundred Fifty Five Dollars and Seventy cents ($355.70) said amount to be spent for control work on Dutch Elm Disease.


Article 28. To see if the Town will vote to raise and appropriate the sum of Eight Hundred Dollars ($800.00) to purchase hose for the Fire Department.


Article 29. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) for general repairs, planking floor, inside painting and remodeling kitchen.


Article 30. To see if the Town will vote to accept the report of the School Building Committee, as consti- tuted under Article 5 of the Special Town Meeting held November 29, 1946.


Article 31. To see if the Town will vote to rescind Article 4 of the Special Town Meeting held November 29, 1946.


Article 32. To see if the Town will vote to set aside for School Purposes that portion of the land on Locust Street accepted under Article 16, of the annual Town Meeting held March 2, 1931, which is shown on the plan now on file with the Town Clerk.

Article 33. To see if the Town will vote to raise and appropriate a sum of money for the purpose of construct -. ing and originally equipping and furnishing a school building on land designated in Article 32 above, and to determine how the appropriation may be financed, by taxation, by transfer from unappropriated available funds, sale of War Bonds purchased for post war objec- tives, loans issued under authority of Chapter 217 of the Acts of 1946 as amended under Chapter 355 of the Acts of 1949 and Chapter 44 of the General Laws, and or all of said sources and take action thereon.


Article 34. To see if the Town will vote to take by eminent domain, in fee, for the purpose of laying out grounds for a new school a certain piece of land bordering on the west side of Locust Street and adjacent to the land designated in Article 32 above, and to appropriate a sum of money therefore.


Article 35. To see if the Town will vote to raise and appropriate a certain sum of money for legal fees and ex- penses in connection with acquiring the land designated under Article 34 above.


Article 36. To see if the Town will name a School Building Committee to consist of five citizens of Merrimac to be nominated from the floor at this meeting. Any va- cancies occuring in the committee to be filled by the Board of Selectmen.


Article 37. To see if the Town will name a com- mittee of three citizens of Merrimac from the floor at this meeting, to be known as the Regional High School Plan- ning Committee. This committee is to meet with such committees of surrounding towns to discuss the possi- bilities of a Regional High School and report its findings to the Town at the next annual town meeting or at any special town meeting called for that purpose prior thereto.

Article 38. To see if the Town will vote to instruct the Light Commissioners to have street light service on all night.


Article 39. To see if the Town will vote to raise and appropriate the sum of Twenty Three Hundred Dollars ($2,300.00) to put in a permanent road and drainage in Locust Grove Cemetery under the supervision of the Ce- metery Trustees.


Article 40. On petition of Mildred Wheeler and others to see if the Town will vote to accept Pleasant St. Extension, Merrimacport from the residence of Andrew Mader Sr., to the Murphy Estate.
